Chief Minister's Scholarship Scheme (CMSS), 2025 — Meghalaya
Meghalaya state government scheme
The Chief Minister's Scholarship Scheme (CMSS), 2025 pays a fixed scholarship of Rs 6,000 per year to every eligible student domiciled in Meghalaya studying a full-time course from Class XI to PhD, with no income ceiling. Students apply online free of cost on the Meghalaya One Portal at meghalayaone.gov.in.
What is the Chief Minister's Scholarship Scheme (CMSS), 2025?
The Chief Minister's Scholarship Scheme (CMSS), 2025 is a state scholarship of the Government of Meghalaya, notified by the Education Department on 25 August 2025 under notification No. EDN.156/2025/4 and administered by the Directorate of Higher and Technical Education. It came into force with effect from the academic year 2025-26.
According to the notification, CMSS institutionalises and regulates financial assistance to students domiciled in Meghalaya who are enrolled in post-matriculation courses from Class XI to PhD, whether they study inside or outside the State. Each eligible student receives a fixed scholarship of Rs 6,000 per annum, credited directly to the student's own bank account.
Two design choices set CMSS apart from most Indian scholarships. First, there is no income ceiling at all. Second, CMSS is stackable, a student may draw it in addition to scholarships applied for through the National Scholarship Portal or comparable portals. Together these mean a Meghalaya student already on a Post Matric ST scholarship does not have to choose between the two.
Stated objectives
- To empower eligible students of Meghalaya to undertake quality education from post-matriculation to doctorate level by providing financial assistance.
- To ensure timely, direct and error-free delivery of scholarships to the targeted beneficiaries.
Who is eligible for the Meghalaya CM Scholarship?
You qualify if:
- You are a domicile of Meghalaya.
- You hold a valid bank account, mobile number and email ID. All three are written into the eligibility clause, not merely into the application form.
- You are pursuing a full-time regular course at a recognised institution. The notification lists nine categories of recognised institution: government institutes, colleges and universities; Institutions of National Importance; Central and State universities and autonomous colleges recognised by UGC, including institutions recognised under Section 2(f) and/or 12(b) of the UGC Act; deemed universities; private universities and institutions affiliated to Central or State universities; government, government-aided and private schools for Class XI and XII; State or UT recognised diploma-granting institutions; NCVT-affiliated vocational training institutes; and institutions recognised by regulatory bodies such as MCI and AICTE.
- Your course sits anywhere in the Class XI to PhD band.
You are not eligible and cannot apply if:
- You are not a domicile of Meghalaya, however long you have studied in the State.
- You are enrolled in a part-time or correspondence course. Clause 4(d) excludes these outright, which rules out open-university and distance-mode degrees.
- Your institution is not recognised by UGC, AICTE, NCVT, a State or Central government or another approved regulator.
- You are below Class XI. CMSS is a post-matriculation scheme; pre-matric students must look to the pre-matric scholarship schemes advertised separately by the Directorate of Higher and Technical Education.
- You have no bank account, mobile number or email ID in your own name, since disbursement and all communication run through them.
Note that eligibility is not entitlement. Clause 12 of the notification states that the grant of assistance under CMSS shall not be construed as a matter of right, and remains subject to fulfilment of criteria, availability of funds and any further conditions the Directorate specifies.
How much does CMSS pay, and how is it disbursed?
Each eligible student is awarded a fixed scholarship of Rs 6,000 per annum. The amount is the same across Class XI and a PhD, because CMSS is a flat-rate scheme rather than a course-cost scheme.
The notification builds in a revision clause: the amount may be revised from time to time through a government notification, and such a revision may either prescribe a uniform rate across all courses or a differential amount based on the nature and level of the course pursued. Students should therefore check the current-year advertisement rather than assume Rs 6,000 forever.
Disbursement is direct to the beneficiary's bank account, subject to availability of funds. There is no cheque, no institutional routing and no reimbursement claim.
What documents are required for CMSS?
| Document | Mandatory | Notes |
|---|---|---|
| Identity document | Yes | Any one of MHIS card of parents, MGNREGS job card of parents, EPIC (Voter ID) of applicant or parents, or PDS ration card |
| Previous year mark sheet | Yes | Also the basis for the 35 per cent performance rule |
| Passport-size photograph | Yes | Recent |
| Bonafide certificate | Yes | Issued by the Head of the Institution |
| Bank account details | Yes | Scholarship is credited directly |
The notification adds a specific instruction on the identity document: submission of more than one document is encouraged, because it makes verification of credentials easier. Students whose family holds both an MHIS card and a ration card should upload both rather than picking one.
How to apply for the Chief Minister's Scholarship Scheme
- Open the Meghalaya One Portal at meghalayaone.gov.in, the single portal named in Clause 7 of the CMSS 2025 notification. The Education Department homepage at megeducation.gov.in also carries a direct "Chief Minister's Scholarship Scheme, Click here to apply" link.
- Create or sign in to your Meghalaya One account using your own mobile number and email ID. Both are eligibility conditions, so use ones you control.
- Select the Chief Minister's Scholarship Scheme and start a fresh application, or choose the renewal flow if you drew CMSS last year.
- Fill in your personal, domicile, course and institution details, matching the spelling on your mark sheet exactly.
- Upload the documents: identity document or documents, previous year mark sheet, passport photograph and bonafide certificate signed by the Head of the Institution.
- Enter your bank account details carefully. A wrong IFSC or account number is the most common reason a sanctioned scholarship fails to land.
- Submit and save the application or reference number shown on screen.
- Track the status on the same portal, and follow the Education Department notice board at megeducation.gov.in for sanction lists and any extension of dates.
Is CMSS an annual application or an automatic renewal?
CMSS is an annual scheme with two distinct routes. Fresh applicants use the fresh-application flow. Continuing students use the renewal flow on the same Meghalaya One Portal, following the steps specified for renewal of scholarship. Renewal is not automatic — a student who does not re-apply in a given year simply does not receive that year's Rs 6,000.
Because the mark sheet of the previous academic year is a mandatory upload, renewal effectively carries an academic check with it.
When can a CMSS scholarship be cancelled?
The Directorate of Higher and Technical Education reserves the right to cancel the scholarship in three situations set out in Clause 9:
- Misconduct or disciplinary proceedings involving the student, as reported by the institution concerned.
- Academic performance falling below 35 per cent marks in the preceding academic year.
- The student being found ineligible at any stage, whether during verification or afterwards. In that case the student is liable to refund the entire scholarship amount received.
Clause 11 allows one narrow exception in the other direction: in exceptional circumstances the State Government may permit deviations from the prescribed guidelines, but only with the prior approval of the Chief Minister.
Common reasons a CMSS application fails
- Domicile not established. The identity documents named in the notification are the state's proxy for domicile; uploading only an Aadhaar card is weaker than uploading an EPIC or PDS card of the parents.
- Bonafide certificate missing or unsigned by the Head of the Institution.
- Course is part-time, correspondence or distance mode, which is excluded.
- Institution not recognised by any of the listed regulators.
- Bank account not in the student's name or details mistyped.
- Previous year mark sheet not uploaded, so the 35 per cent check cannot be performed.
- Applying after the window closes. The State has extended the CMSS window in the past, but an extension is announced, not assumed.
Help and grievance redressal
- Education Department, Government of Meghalaya, Shillong, the department that issued notification No. EDN.156/2025/4 dated 25 August 2025.
- Directorate of Higher and Technical Education, Meghalaya, Shillong, the "Directorate" defined in the notification and the authority that sanctions, verifies and may cancel a CMSS award.
- Notices and sanction lists: megeducation.gov.in publishes CMSS guidelines, advertisements and scholarship circulars on its notice board.
- Application-level issues: raise them through the Meghalaya One Portal, which is the only channel named for CMSS applications.
- Your institution: the Head of Institution signs the bonafide certificate and is the first point of contact for verification problems.
Applying for CMSS costs nothing. No agent or intermediary is authorised to charge a fee for filing a Chief Minister's Scholarship Scheme application on the Meghalaya One Portal.

Frequently asked questions
How much is the Meghalaya Chief Minister's Scholarship Scheme worth?
CMSS awards a fixed scholarship of Rs 6,000 per annum to each eligible student. The 2025 notification adds that the amount may be revised from time to time by government notification, either at a uniform rate or at differential rates by course level.
Is there an income limit for the Chief Minister's Scholarship Scheme?
No. Clause 5 of the CMSS 2025 notification states plainly that there shall be no income ceiling for applicants under the scheme, which is what makes CMSS unusual among Indian state scholarships.
Who is eligible for CMSS in Meghalaya?
A student who is a domicile of Meghalaya, holds a valid bank account, mobile number and email ID, and is enrolled in a full-time regular post-matriculation course from Class XI to PhD in a recognised institution inside or outside the State is eligible.
Can I claim CMSS along with a National Scholarship Portal scholarship?
Yes. Clause 4(e) of the notification allows a student to avail CMSS in addition to other scholarships applied for through the National Scholarship Portal or similar portals, so a Post Matric ST scholarship does not block a CMSS claim.
Where do I apply for the Chief Minister's Scholarship Scheme?
Fresh applications are submitted online through the Meghalaya One Portal at meghalayaone.gov.in. Renewal applications go through the same portal using the steps specified for renewal of scholarship.
Are distance-learning or correspondence students eligible for CMSS?
No. Clause 4(d) of the notification states that students pursuing part-time or correspondence courses are not eligible. Only full-time regular courses in recognised institutions qualify.
Can a CMSS scholarship be cancelled after it is sanctioned?
Yes, on three grounds — misconduct or disciplinary proceedings reported by the institution, academic performance falling below 35 per cent in the preceding academic year, or the student being found ineligible at any stage, in which case the entire amount received must be refunded.
Which institutions count as recognised for CMSS?
Government institutes, colleges and universities, Institutions of National Importance, Central and State universities, autonomous colleges recognised by UGC, institutions under Section 2(f) or 12(b) of the UGC Act, deemed universities, private universities affiliated to Central or State universities, government, aided and private schools for Class XI and XII, State or UT recognised diploma-granting institutions, NCVT-affiliated vocational training institutes, and institutions recognised by regulators such as MCI and AICTE.
