What is DDU-GKY in Meghalaya?

Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is the placement-linked skill development programme for poor rural youth. DDU-GKY differs from ordinary vocational training in one decisive way: the training provider is paid against placement, not against attendance. A course that trains people and leaves them unemployed does not earn the provider its full fee.

DDU-GKY in Meghalaya operates under the Community and Rural Development Department, Government of Meghalaya, with the State Institute of Rural Development (SIRD) at Nongsder, Ri-Bhoi District, as the nodal agency. The programme is funded on a 90:10 basis between the Central Government and the Government of Meghalaya.

The department describes the benefit plainly: DDU-GKY provides skill development and employment at or above the minimum wage with a regular monthly income. Two conditions are packed into that sentence and both matter. "At or above the minimum wage" rules out placements at token pay. "Regular monthly income" rules out casual or piece-rate engagement dressed up as a job.

For a state like Meghalaya, where a large share of rural work is seasonal agriculture and MGNREGA earthwork, the promise of a salaried monthly job is the core proposition of the programme.

Who is eligible for DDU-GKY in Meghalaya?

Eligibility has two limbs. An age limb and a poverty limb, and a candidate must satisfy both.

Age. A candidate must be between 18 and 35 years. The Community and Rural Development Department records that the upper limit is relaxed to 45 years for special categories, which it names as:

  • Women from Particularly Vulnerable Tribal Groups (PVTGs)
  • Persons with disabilities
  • Transgender persons
  • Other vulnerable groups

Poverty or vulnerability link. The department lists the qualifying household links as candidates from:

  • BPL families
  • MGNREGA households
  • RSBY cardholders
  • SHG members

A rural youth whose household holds an MGNREGA job card, or whose mother or sister is in a Self Help Group under the state livelihood mission, therefore already satisfies the second limb. In practice this makes the MGNREGA job card and SHG membership the two easiest routes into the programme in Meghalaya, since both are widespread in rural habitations.

You are not eligible and cannot apply if:

  • You are below 18 or above 35, and do not fall in one of the special categories that carry the relaxed limit of 45.
  • You live in an urban ward rather than a rural area of Meghalaya.
  • Your household has no BPL, MGNREGA, RSBY or SHG link and no other recognised vulnerability marker.
  • You are looking for a cash grant or a self-employment loan. DDU-GKY funds training and placement into wage employment; it does not pay a subsidy to the candidate, and it is not a business loan scheme.

How to apply for DDU-GKY in Meghalaya

  1. Approach the State Institute of Rural Development (SIRD), Nongsder, Ri-Bhoi District, the nodal agency named by the department, or ask at your Block Development Office which DDU-GKY training projects are currently sanctioned for your district.
  2. Ask which project implementing agency is mobilising in your area and for which trades. Batches are sanctioned project by project, so the available courses change through the year rather than being permanently on offer.
  3. Check that you meet both limbs. The 18 to 35 age band, or up to 45 as a special category, and one of the household links (BPL, MGNREGA job card, RSBY card or SHG membership).
  4. Attend the mobilisation and counselling session run by the project implementing agency, where the trade, the training location, the duration and the expected placement are explained. Ask all of these in that session.
  5. Submit your documents — age proof, Aadhaar, the evidence of your household link, and proof of rural residence, and complete the enrolment formalities for the batch.
  6. Complete the full training course, including biometric attendance, the assessment and certification. Dropping out mid-course usually forfeits the seat and the placement.
  7. Take up the placement offered and keep the appointment letter and salary slips. Placement tracking continues after you join, and post-placement support is tied to your remaining in the job.

What does DDU-GKY training cover in Meghalaya?

DDU-GKY training is free to the candidate. Courses run in trades chosen for their labour market demand and, on residential courses, the project implementing agency arranges boarding and lodging for trainees rather than the candidate paying for it. Training is followed by assessment and certification by an independent assessment body, so that the certificate is worth something to an employer who has never heard of the training centre.

What a candidate should establish in writing before joining a batch:

  • The exact trade and job role the course leads to.
  • The duration of the course in hours or months.
  • Where the training will physically take place, and whether it is residential.
  • The expected placement location, many DDU-GKY placements for North Eastern candidates are outside the home state, which is a decision worth making with open eyes.
  • The expected monthly salary, which must be at or above the applicable minimum wage.
  • What stipend or post-placement support applies to that specific sanctioned batch.

The last two points are where candidates are most often disappointed, and they vary by course, by project and by placement location. Ask the project implementing agency to state them in writing for your batch rather than relying on what a mobiliser says at a village meeting.

What documents does a DDU-GKY candidate in Meghalaya need?

Document Mandatory Notes
Age proof Yes To establish the 18-35 band, or the relaxed limit of 45
Aadhaar card Yes Registration, biometric attendance and placement tracking
BPL / MGNREGA job card / RSBY card / SHG proof Yes Any one, to establish the household link
Proof of rural residence in Meghalaya Yes DDU-GKY covers rural youth only
Educational certificates No Requirement varies by trade; some courses need none
Bank account passbook No For electronic transfer of any stipend or post-placement support
Disability or category certificate No Only where the relaxed age limit of 45 is claimed

Why DDU-GKY candidates drop out or get rejected, and how to avoid it

  • Age just outside the band. A candidate at 36 who is not in a special category is not eligible. Check the date of birth on the age proof before enrolling, not after.
  • No household link on record. The commonest fix in Meghalaya is to register the household for an MGNREGA job card at the block, which then satisfies the poverty limb.
  • Placement outside the state. Many candidates leave within weeks of joining a distant placement. Establish the placement location before the course, not after training is complete.
  • Dropping out mid-course. Biometric attendance means partial attendance is visible; an incomplete course yields no certificate and no placement.
  • Paying an agent. No fee is payable at any stage. A demand for money in return for a seat or a placement is a fraud and should be reported to SIRD.
  • Unclear expectations about pay. Insist that the offered salary and the applicable minimum wage are stated before you accept the placement.

Does DDU-GKY guarantee a job in Meghalaya?

Yes. DDU-GKY training is fully funded and free to the candidate. No training provider, agent or official may charge a rural youth for a seat in a batch, for a certificate, or for a placement.

Who is the nodal agency for DDU-GKY in Meghalaya?

The State Institute of Rural Development (SIRD) at Nongsder in Ri-Bhoi District is the nodal agency for DDU-GKY in Meghalaya, according to the Community and Rural Development Department's schemes page.

Which rural youth qualify on the poverty criterion for DDU-GKY?

Candidates from BPL families, from MGNREGA households, RSBY cardholders and members of Self Help Group households qualify on the poverty criterion, as listed by the Community and Rural Development Department. At least one such link must exist for the household.

How is DDU-GKY funded in Meghalaya?

DDU-GKY in Meghalaya is funded on a 90:10 basis between the Central Government and the Government of Meghalaya, the same sharing pattern the department applies to NRLM, PMAY-G and RGSA in the state.

Can an urban candidate apply for DDU-GKY in Meghalaya?

No. DDU-GKY is the rural skilling programme and a candidate from an urban ward is not eligible. Urban skilling and livelihood support come under a separate urban mission, not under DDU-GKY.

Do I get paid during DDU-GKY training?

Training itself is free and residential courses include boarding and lodging arranged by the training provider rather than paid for by the candidate. Ask your project implementing agency in writing what stipend or post-placement support applies to your specific sanctioned batch, since it varies by course and placement location.
