What is a death certificate in Meghalaya?

A death certificate in Meghalaya is the certified extract of the death register kept by the Registrar of Births and Deaths of the area where the death occurred. Meghalaya issues it under the Registration of Births and Deaths Act 1969, a central law administered by the state, and it is the single document every bank, insurer, pension office and land record office asks for after a death.

Meghalaya keeps this service separate from its general certificate portal, and that distinction saves families a wasted trip. e-District Meghalaya at megedistrict.gov.in carries the Right to Public Services certificates: Scheduled Tribe (notified at 30 days), Scheduled Caste (45 days), permanent residence (90 days), residence (30 days), income (30 days), marriage (60 days), senior citizen card (15 days) and registration of societies (30 days), and directs citizens to register vital events on the state's own birth and death portal at megbirthdeath.gov.in. The death register is not an e-District certificate and is not signed by the Deputy Commissioner.

Meghalaya's registration units follow the structure the Act lays down rather than a revenue hierarchy:

  • Urban areas, the registrar attached to the municipal board or town committee, including the Shillong Municipal Board, Tura and Jowai.
  • Institutional deaths, the medical officer in charge of the hospital, community health centre or nursing home reports the death directly to the registrar.
  • Rural areas, the designated village-level registration unit, working alongside the locality Dorbar Shnong in the Khasi and Jaintia Hills and the Nokma or village durbar in the Garo Hills, which in practice issue the first written confirmation a family obtains.

Since 1 October 2023 the Registration of Births and Deaths (Amendment) Act 2023 has applied in Meghalaya. It makes the Medical Certificate of Cause of Death compulsory from medical institutions, requires a copy to be given to the nearest relative, and allows the certificate to be delivered electronically to the informant's registered email and mobile number.

Who can and who cannot apply?

You can apply for a Meghalaya death certificate if the death occurred inside Meghalaya and you are a person the Registration of Births and Deaths Act 1969 recognises as an informant or interested party:

  • The nearest relative of the deceased, spouse, son, daughter, father, mother, brother or sister.
  • The head of the household in which the death occurred.
  • The medical officer in charge of the hospital, health centre or nursing home where the death took place.
  • The jail superintendent for a death in prison, and the officer in charge for a death in a hostel, institution or public place.
  • The village headman, Dorbar Shnong Rangbah Shnong or Nokma, for a body found abandoned or unclaimed in the locality.
  • Anyone who later needs a certified copy for a bank, insurance, pension, land or succession purpose, on payment of the per-copy fee.

You cannot apply in Meghalaya for a death that occurred outside the state. The register is territorial — a Meghalaya resident who died in Assam or Delhi is registered by the local body there, and no Meghalaya registrar can copy, convert or re-issue that entry. You are also not eligible to have a second registration made where the death is already on the register; the correct route there is a certified copy. A registrar will additionally refuse where the death is under police investigation and the post-mortem cause of death has not been released, and where the applicant can show no relationship to or interest in the deceased.

There is no income limit, no tribe or caste criterion and no domicile test for a death certificate in Meghalaya. Even a Scheduled Tribe certificate is a different service on a different portal. Residence matters only in deciding which registrar holds the record.

What documents are required?

Registrars across Meghalaya work from the register entry, so the core papers are those that establish the death and identify the deceased:

  • Report of Death in Form 2, the statutory report signed by the informant.
  • Medical Certificate of Cause of Death from the hospital or attending doctor, compulsory from medical institutions since 1 October 2023.
  • Burial or cremation record where the death happened at home, in Meghalaya usually the church, clan or locality burial committee record.
  • Certificate from the Dorbar Shnong, village durbar or Nokma, commonly asked for a rural or home death.
  • Identity proof of the deceased, Aadhaar, voter ID, PAN, ration card or passport.
  • Identity proof of the informant and proof of relationship where the applicant is not the household head.
  • Affidavit stating the date, time and place of death, for a home death with no attending doctor and for delayed registration.
  • Order of the Executive Magistrate, only where the death is more than one year old.

How to apply for a death certificate in Meghalaya

  1. Confirm the death was reported within 21 days. Ask the hospital for the Form 2 acknowledgement, or check with the municipal board registrar or the village registration unit. If the death was never reported, registration comes before any certificate can be issued.
  2. Open the state birth and death portal. Go to megbirthdeath.gov.in, the portal e-District Meghalaya names for registering vital events, and create a citizen login with your mobile number and email. Verify the OTP before proceeding.
  3. Fill in the death details. Enter the full name of the deceased, date and place of death, age at death, father's or husband's name, permanent address, and the informant's name and relationship. Spellings must match the hospital record, because the registrar compares them against the register.
  4. Upload the supporting papers, the Medical Certificate of Cause of Death or the burial record, the identity proof of the deceased and your own identity proof. Keep scans within the size limits the upload screen states; e-District Meghalaya, for comparison, asks for PDFs under 1 MB scanned at 75–100 DPI.
  5. Pay the fee shown on the payment screen and save the acknowledgement or application number printed on the receipt. Order every copy you need in the same application; banks, insurers and the land office each keep one.
  6. Collect or download the certificate once the registrar approves the entry, either from the portal or from the registrar's counter.

How to apply offline in Meghalaya

  1. Go to the registrar who holds the register for the place of death. The municipal board or town committee office in an urban area, the health institution for a hospital death, or the village-level registration unit in a rural area.
  2. Submit the Report of Death in Form 2 with the Medical Certificate of Cause of Death or the burial record, the Dorbar Shnong or village headman's certificate where the death was at home, and identity proof of the deceased and of yourself.
  3. Pay the counter fee and keep the receipt. Registration inside 21 days carries no penalty; beyond that the registrar quotes the late fee fixed in the state rules before accepting the file.
  4. Collect the signed certificate from the same counter. Meghalaya also delivers citizen services through Rainbow Centres, its Common Service Centre network, and the Public Facilitation Centres at Deputy Commissioner and Sub-Divisional Officer offices, which can file the application on your behalf.

How do you check the application status?

Use the tracking link on the state birth and death portal with the acknowledgement number from your receipt. For a counter application, the registrar's own diary number is what the office searches on, so photograph the receipt before you leave. Where the death was reported through the national Civil Registration System, the same registration number tracks the file and the certificate is emailed to the informant's registered address.

Why are death certificate applications rejected in Meghalaya?

  • The death was never reported in Form 2, so there is no register entry to certify.
  • The application went to the wrong registrar; jurisdiction follows the place of death, not the place of residence.
  • The name, age or father's name does not match the hospital record or the identity proof of the deceased.
  • No Medical Certificate of Cause of Death and no burial or cremation record was attached for a home death.
  • The death is more than one year old and no Executive Magistrate's order under Section 13(3) is on file.
  • The death is under police investigation and the cause of death has not been finalised.
  • Uploaded scans are unreadable or exceed the portal's file size limit.

What does it cost, and what about agents?

Meghalaya issues the death certificate free or at the government fee published on the portal payment screen or quoted at the registrar's counter, plus the notified operator charge if you file through a Rainbow Centre. Registration inside the 21-day window carries no penalty at all. No clerk, registrar, headman's assistant or middleman is entitled to anything beyond that listed fee.

Agents around hospitals in Shillong and Tura offer a "same-day certificate" for a few thousand rupees. They are filing the same form you can file yourself, and it queues before the same registrar. Insist on the portal's payment receipt or a counter receipt for every rupee you pay, and take a demand for money to the Deputy Commissioner's grievance cell.

What do you need the death certificate for?

A Meghalaya death certificate is the starting document for closing bank and post office accounts, claiming life insurance and EPFO or state pension dues, transferring an electricity connection and a trading licence, mutating land held under clan or community tenure with the concerned authority, surrendering the ration card and voter roll entry, and obtaining a legal heir or succession document. Each of those offices retains a copy, which is why families order several certified copies in a single application rather than returning to the registrar.

Frequently asked questions

Who issues a death certificate in Meghalaya?

The Registrar of Births and Deaths of the registration unit where the death occurred issues the death certificate in Meghalaya, under the Registration of Births and Deaths Act 1969. That is the municipal board or town committee registrar in an urban area such as Shillong, Tura or Jowai, the medical officer of the hospital or health institution for an institutional death, and the designated village-level registrar in rural areas. The Deputy Commissioner's office does not maintain the death register.

Which portal does Meghalaya use for death registration?

Meghalaya uses a dedicated state portal for vital events, and e-District Meghalaya at megedistrict.gov.in directs citizens to register births and deaths through the state portal at megbirthdeath.gov.in. e-District Meghalaya itself carries the Right to Public Services certificates — Scheduled Tribe, residence, income, marriage and senior citizen card — rather than the death register.

Within how many days must a death be registered in Meghalaya?

A death must be reported to the registrar within 21 days of its occurrence in Meghalaya, as everywhere in India, under the Registration of Births and Deaths Act 1969. Registration after 21 days is still possible under the delayed registration provisions of Section 13, with a late fee, and beyond one year only on the order of an Executive Magistrate.

What does a death certificate cost in Meghalaya?

Meghalaya charges only the government fee shown on the portal payment screen or quoted at the registrar's counter, and registration inside the 21-day window carries no penalty. Delayed registration attracts the late fee fixed in the state rules, which the registrar states before accepting the file. Confirm the exact amount on the payment screen — no agent's quote is the fee.

Can I apply for a Meghalaya death certificate offline?

Yes, you can apply in person at the registrar of the municipal board, town committee, health institution or village registration unit that covers the place of death. Meghalaya also delivers citizen services through Rainbow Centres, the state's Common Service Centre network, and the Public Facilitation Centres at Deputy Commissioner and Sub-Divisional Officer offices.

Is a medical certificate of cause of death compulsory in Meghalaya?

Yes, a medical institution must issue a Medical Certificate of Cause of Death to the registrar and give a copy to the nearest relative, under the Registration of Births and Deaths (Amendment) Act 2023 that came into force on 1 October 2023. For a death at home with no attending doctor, the registrar relies on the burial or cremation record and, commonly in Meghalaya, a Dorbar Shnong or village headman's certificate.

Does Meghalaya's Right to Public Services Act cover this?

Meghalaya notifies time limits for citizen services under the Meghalaya Right to Public Services Act 2020, and e-District Meghalaya publishes the notified period against each service it carries — 30 days for a Scheduled Tribe or residence certificate, 60 days for a marriage certificate. Ask the registrar for the notified period applying to the death certificate at your registration unit and for the appellate authority named against it.

Does a Meghalaya death certificate expire?

A death certificate in Meghalaya never expires, because it certifies a fixed entry in a permanent register. Any bank, insurer or land office that asks for a "recent" copy is asking for a fresh certified extract of the same entry, which the registrar issues at the per-copy fee.
