How to apply
Both — online at megedistrict.gov.in, by hand at the DC or SDO Civil office, or through a Public Facilitation Centre or Common Service Centre

What is a caste certificate in Meghalaya?

A caste certificate in Meghalaya is the official record that you belong to a Scheduled Tribe or a Scheduled Caste, and in Meghalaya the Scheduled Tribe certificate is by far the more common of the two, the state's population is overwhelmingly tribal, with the Khasi, Jaintia (Pnar) and Garo communities predominating, alongside other listed tribes.

The certificate is administered by the Political Department and issued from the Deputy Commissioners' offices and Civil Sub-Divisional Offices across the state. The delivery channel is eDistrict Meghalaya at megedistrict.gov.in, which lists the Scheduled Tribe Certificate and Scheduled Caste Certificate as separate services, each classed as a regulatory service; meaning it is a claim the government examines and may refuse, not a benefit granted on request.

Meghalaya's process differs from the mainland states in two ways that matter:

  • A CAN ID comes first. eDistrict Meghalaya requires every citizen to hold a Citizen Access Number before applying for anything on the portal.
  • The clan, not the surname, is the record of descent. The ST certificate service lists a clan No-Objection Certificate among the required documents, which reflects the matrilineal social structure of the Khasi, Jaintia and Garo communities, where clan membership is the recognised marker of tribal descent.

Who can and cannot apply for a Meghalaya caste certificate?

You can apply if:

  • You are a resident of Meghalaya within the jurisdiction of the Deputy Commissioner's or Civil Sub-Divisional Office where you apply.
  • Your community is on the Meghalaya Scheduled Tribes list; Khasi, Jaintia, Garo or another listed tribe, or on the Scheduled Castes list for the state.
  • You can produce a parent's Scheduled Tribe or Scheduled Caste certificate, which the portal lists as a required document, together with a clan NOC for the ST certificate.
  • You hold or can register a CAN ID on eDistrict Meghalaya.
  • You are claiming tribal status through adoption, in which case the adoption documents are required in addition.

You cannot apply if:

  • You are a non-tribal resident of Meghalaya seeking a Scheduled Tribe certificate. Residence in a tribal state does not by itself make anyone a member of a Scheduled Tribe.
  • Your community is not on the Meghalaya list for the category you claim, whatever its status in another state.
  • No parent's certificate and no clan confirmation can be produced, leaving the office with nothing to verify the descent against.
  • You are claiming tribal status acquired through marriage. Marrying into a Scheduled Tribe family does not confer the status.
  • Your family's record belongs to another state, in which case that state's authority normally issues the certificate; where an out-of-state ST certificate exists, it must be produced so the Meghalaya office can reconcile the record.

What does it cost?

The eDistrict Meghalaya service pages for the Scheduled Tribe and Scheduled Caste certificates do not list an application fee. Filing the application yourself on megedistrict.gov.in, or by hand at the Deputy Commissioner's or Civil Sub-Divisional Office, therefore involves no government charge on the published record.

Two caveats are honest and worth stating:

  • A Common Service Centre (Digital Seva) or a Public Facilitation Centre may collect its own displayed service, printing and scanning charge for filing on your behalf. That is payment for assistance, not a fee for the certificate.
  • Ask to see the displayed rate before paying anything, and take a receipt.

No officer of the Political Department, the Deputy Commissioner's office or the Civil Sub-Divisional Office is entitled to a payment to move your file, and no officer will call you asking for an OTP or an online transfer to release a certificate. A middleman promising a faster ST certificate for a fee is selling either nothing or a forgery, and a forged tribal certificate is prosecutable and will be cancelled the moment it is verified.

How to apply for a caste certificate in Meghalaya online

  1. Register for a CAN ID. Open megedistrict.gov.in, go to the citizen login page, and use the "Citizen Registration" tab in the upper right, or the eForm link on the home page: to obtain your Citizen Access Number. Nothing on the portal can be applied for without it.
  2. Log in with the CAN ID and open the D.C. Office icon, then choose "Apply for Caste Certificate", selecting the Scheduled Tribe Certificate or the Scheduled Caste Certificate service as appropriate.
  3. Fill the application form — your name as recorded in your SSLC admit card or birth certificate, parents' names, clan, date of birth, and the full address with village, C&RD block, district and the Civil Sub-Division where relevant.
  4. Upload self-attested photocopies of the documents: residential proof (electricity bill, property deed, ration card, Aadhaar or voter ID), proof of date of birth (birth certificate or SSLC admit card), the parent's ST or SC certificate, the clan No-Objection Certificate, and your voter card or EPIC as identity proof. Add adoption papers or an out-of-state ST certificate only if they apply to you.
  5. Submit the application and save the acknowledgement with the reference number. Every status enquiry needs it.
  6. Attend the verification if the Deputy Commissioner's or Civil Sub-Divisional Office calls you in with originals, and produce the clan confirmation if asked.
  7. Collect or download the certificate once the office issues it.

How to apply by hand or through a facilitation centre

  1. Go to the Deputy Commissioner's office or the Civil Sub-Divisional Office with jurisdiction over your area. District administrations, such as West Khasi Hills at Nongstoin, list the SC/ST certificate as a counter service.
  2. Alternatively, use a Public Facilitation Centre (PFC) located in the DC's office, or a Common Service Centre (Digital Seva) in your area, both of which file the same eDistrict application on your behalf.
  3. Carry self-attested photocopies of the residential proof, birth proof, the parent's ST or SC certificate, the clan NOC and your voter card, along with the originals for inspection.
  4. Submit the file and collect a dated acknowledgement with the reference number.
  5. Follow up at the same office for the verification and for issue of the certificate.

How do I check my application status?

Log in to megedistrict.gov.in with your CAN ID and open the application status or track section with your reference number. Because the portal does not publish a fixed timeline for these two services, the processing period is shown as not applicable. The reliable second check is with the office that holds the file.

Escalate in this order:

  • The Civil Sub-Divisional Office or the Deputy Commissioner's office where the application was filed, quoting the reference number.
  • The Deputy Commissioner of the district. District portals publish the DC office contact, for example, the Deputy Commissioner, West Khasi Hills, Nongstoin, on +91 3654 280221 and dc-wkh-meg@gov.in, and every district publishes its own equivalent.
  • The Political Department, Government of Meghalaya, Secretariat Hills, Shillong 793001, which administers the service and accepts applications by hand at its own kiosk.

Validity, renewal and safekeeping

A Scheduled Tribe or Scheduled Caste certificate in Meghalaya does not expire. Tribal and caste status are facts of birth, they do not change, and no renewal is contemplated. What does happen is that people lose the certificate and need it again years later, for a college admission, a state recruitment, a scholarship, or a land transaction in a tribal area.

Keep the issued certificate and the acknowledgement together, keep a scanned copy, and note down your CAN ID, because the same CAN ID is the key to every future eDistrict Meghalaya application you make.

Why Meghalaya caste certificate applications get rejected

  • No clan No-Objection Certificate, where the ST certificate service lists it as a required document. This is the most Meghalaya-specific point of failure.
  • Parent's ST or SC certificate not produced, leaving the office without the core evidence of descent.
  • Non-tribal applicant seeking a Scheduled Tribe certificate.
  • Community not on the Meghalaya Scheduled Tribes or Scheduled Castes list.
  • Name or date-of-birth mismatch between the SSLC admit card, the voter card and the application form.
  • Address outside the jurisdiction of the office where the application was filed.
  • Out-of-state ST certificate not disclosed, where the family previously held one and the records cannot be reconciled.
  • Illegible photocopies or scans that the verifying officer cannot read.

Correct the specific defect the office names and re-file, rather than submitting a second identical application alongside the first.

Documents required

Residential proof
The eDistrict Meghalaya service description lists electricity bill, property deed, ration card, Aadhaar or voter ID as acceptable residential proof. Self-attested photocopies are submitted.
Proof of date of birth
Birth certificate, SSLC admit card or an equivalent document, as listed on the eDistrict Meghalaya service page.
Scheduled Tribe or Scheduled Caste certificate of a parent
The parent's certificate is listed as a required document and is the core evidence of the claim, particularly for a minor applicant.
Clan No-Objection Certificate
A Meghalaya-specific document listed for the Scheduled Tribe certificate. The clan or the traditional headman confirms the applicant's membership, which matters in the matrilineal Khasi, Jaintia and Garo social structure.
Identity proof (voter card or EPIC)
Listed on the eDistrict Meghalaya service page as supporting identity.
Adoption documentsoptional
Required only where the tribal status is claimed through adoption.
Scheduled Tribe certificate issued in another stateoptional
Required only where the applicant or the family previously held an ST certificate issued outside Meghalaya, so the office can reconcile the record.
CAN ID (Citizen Access Number)optional
Not a document to upload but a registration you must complete first. The eDistrict Meghalaya portal requires a CAN ID before any service can be applied for.

Frequently asked questions

Which portal issues the caste certificate in Meghalaya?

Meghalaya uses eDistrict Meghalaya at megedistrict.gov.in, which carries separate Scheduled Tribe Certificate and Scheduled Caste Certificate services administered by the Political Department. The Deputy Commissioners' offices and Civil Sub-Divisional Offices across the state are the issuing authorities.

What is a CAN ID and why do I need one?

A CAN ID, or Citizen Access Number, is the single citizen registration that eDistrict Meghalaya requires before you can apply for any service on the portal. Register through the "Citizen Registration" tab on the citizen login page or via the eForm link on the home page, then use the same CAN ID for every later application.

Is there a fee for the Meghalaya caste certificate?

The eDistrict Meghalaya service pages for the Scheduled Tribe and Scheduled Caste certificates do not list any application fee. A Common Service Centre or a Public Facilitation Centre may charge its own displayed service charge for filing on your behalf, which is a charge for their assistance, not a government fee.

What is a clan NOC and who issues it?

A clan No-Objection Certificate is a Meghalaya-specific requirement listed for the Scheduled Tribe certificate, in which the applicant's clan or its recognised head confirms membership of that clan. It reflects the matrilineal clan structure of the Khasi, Jaintia and Garo communities, where clan membership rather than a paternal surname is the social record of descent.

Where do I submit the application in person?

Applications can be filed by hand at the Deputy Commissioner's office or the Civil Sub-Divisional Office with jurisdiction over your area, at a Public Facilitation Centre in the DC's office, or at a Common Service Centre. The online route on megedistrict.gov.in covers the same service.

How long does a Meghalaya caste certificate take?

The eDistrict Meghalaya service pages do not publish a processing timeline — the field is shown as not applicable. Ask the Deputy Commissioner's or Civil Sub-Divisional Office handling your file for a realistic estimate, and track the application on the portal by its reference number.

Does a Meghalaya Scheduled Tribe certificate expire?

No, a Scheduled Tribe or Scheduled Caste certificate does not expire, because tribal or caste status is a fact of birth and does not change. Keep the issued certificate safely; you will produce copies of it for admissions, recruitments and welfare schemes for years.

Can a non-tribal resident of Meghalaya get an ST certificate?

No, a non-tribal resident cannot apply for a Scheduled Tribe certificate. The certificate is issued only to members of communities on the Meghalaya Scheduled Tribes list, evidenced through a parent's certificate and clan confirmation, and residence in the state on its own creates no eligibility.
