Assistance for Modernization of Handloom, Meghalaya
Meghalaya state government scheme
Assistance for Modernization of Handloom is a Meghalaya Sericulture and Weaving Department scheme that helps existing handloom weavers, entrepreneurs and unemployed youth take up power loom weaving for self-employment. The scheme runs at 2 locations; Shillong in East Khasi Hills and Dilma in North Garo Hills. Applications are made on plain paper to the department.
What is Assistance for Modernization of Handloom?
Assistance for Modernization of Handloom is a State Plan scheme of the Directorate of Sericulture and Weaving, Government of Meghalaya, listed among the department's six handloom sector schemes. Its stated objective is to encourage existing handloom weavers, entrepreneurs and unemployed youth to take up power loom weaving for self-employment.
The scheme is deliberately narrow in geography. The department names two locations: East Khasi Hills District (Shillong) and North Garo Hills District (Dilma). Those are the places where power looms have been introduced under the scheme, and they define its practical reach.
The logic behind the scheme is a production-volume problem rather than a quality problem. Meghalaya's handloom weavers produce fabric of real value, but a pit or frame loom yields a limited quantity of cloth per day, and a weaver working alone cannot fill a bulk order for uniforms, furnishing fabric or plain yardage. A power loom multiplies output on that plain, non-traditional end of the range, which is exactly where the volume orders sit. It leaves the intricate, design-heavy traditional work. The part where a handloom is superior and commands a premium; to the handloom.
Who is eligible for assistance under the scheme?
You can apply if:
- You are an existing handloom weaver wanting to add power loom capacity.
- You are a weaving entrepreneur setting up or expanding a production unit.
- You are an unemployed youth looking to enter weaving as self-employment. The scheme names this category explicitly, so a lack of weaving background is not by itself a bar.
- You live in East Khasi Hills or North Garo Hills district, where the scheme's power loom facilities are located.
You cannot apply if:
- You live outside East Khasi Hills and North Garo Hills. A weaver in West Khasi Hills, Ri-Bhoi, the Jaintia Hills or the other Garo Hills districts is not eligible under this particular scheme, though the department's other handloom schemes, the Mini Yarn Bank, Income Generation Programme for Weavers, intensive fabric production and training and research, operate more widely.
- You are a trader or garment retailer who does not weave and is not setting up production.
- You are outside Meghalaya.
- You are seeking a straightforward cash grant. The department has not published a rupee grant under this scheme, and it is best understood as facility and training access.
What form does the assistance take?
The department describes the scheme in terms of what it enables rather than what it pays. On the published record the scheme delivers:
- Introduction of power looms at the Shillong and Dilma locations, so a weaver can work on and learn a power loom without having to buy one first.
- A self-employment pathway for entrepreneurs and unemployed youth, which is the stated purpose of the scheme.
- Departmental backing through the same institutional network that runs training, yarn supply and fabric production.
The Meghalaya Sericulture and Weaving Department does not publish a rupee subsidy figure or a machine-cost ceiling for this scheme on its schemes page. Anyone planning to buy a power loom on the strength of the scheme should confirm with the Directorate, in writing, what form the assistance takes in the current financial year before committing money. Treat the districts, the two locations and the three eligible categories as the reliable facts; treat any rupee figure you hear informally as unconfirmed until the Directorate states it.
How to apply for Assistance for Modernization of Handloom
- Establish which office covers you. East Khasi Hills applicants go to the Directorate of Sericulture and Weaving at Shillong; Garo Hills applicants go to the Branch Directorate at Tura, which the department describes as the office overseeing state-funded programmes in that region.
- Write the application on plain paper. State your name, village or ward, district, whether you are an existing weaver, an entrepreneur or an unemployed youth, your weaving experience if any, and what you want from the scheme — power loom training, access to the departmental power loom facility, or support to set up a unit.
- Attach your documents: identity proof showing residence in East Khasi Hills or North Garo Hills, ST certificate if you hold one, proof of weaving experience if you are an existing weaver, and educational certificates if you are applying as an unemployed youth.
- Submit the application at the Directorate or Branch Directorate and take an acknowledgement or note the receiving date and official.
- Ask about the training route in the same visit. If you have no weaving background, ask to be placed at the department's weaving training centre at Saikarap or Nongtrai first, since a power loom is easier to learn on a base of weaving skill.
- Follow up on placement at the Shillong or Dilma power loom unit once your application is registered.
What else the department can offer on the same visit
The Sericulture and Weaving Department's handloom sector runs six schemes, and most applicants qualify for more than one:
| Scheme | What it does |
|---|---|
| Intensive Handloom Fabric Production | Produces mainly non-traditional fabric at departmental centres and employs weavers who have no loom of their own |
| Handloom Training and Research | Short courses in designing, dyeing, printing and embroidery, with progressive weavers engaged to develop intricate high-value products |
| Handloom Weaving Training Centre | Training facilities at Saikarap and Nongtrai for unemployed youth |
| Mini Yarn Bank | Mulberry, Eri and Muga silk plus dyed acrylic and cotton yarn from NHDC Guwahati at subsidised cost |
| Assistance for Modernization of Handloom | Power looms at Shillong and Dilma for self-employment |
| Income Generation Programme for Weavers | Yarn supplied free of cost to weavers in the state |
A first-time applicant with no loom and no training is usually better served by starting at a weaving training centre and drawing free yarn under the Income Generation Programme, then returning to the power loom scheme once production has started.
Why applications get turned down
- Wrong district. The most common reason. The scheme's facilities exist at Shillong and Dilma, so an applicant elsewhere cannot be placed.
- No weaving link and no training intent. An applicant who is neither a weaver, nor an entrepreneur setting up production, nor a youth willing to train.
- Expecting a cash disbursement the department has not notified.
- Application filed at the wrong office, for example a Garo Hills applicant writing to Shillong rather than the Branch Directorate at Tura.
Grievance and help
- Directorate of Sericulture and Weaving, Government of Meghalaya, Shillong, the head office for the scheme.
- Branch Directorate, Tura for Garo Hills applicants, including those near the Dilma unit in North Garo Hills.
- District office of the department for local placement and training questions.
- stateportal-meg[at]gov[dot]in for queries about departmental scheme entries on meghalaya.gov.in.
The application is on plain paper and no fee is payable. No agent is authorised to charge for placing your name under a departmental handloom scheme.

Frequently asked questions
What does Assistance for Modernization of Handloom actually do?
The scheme encourages existing handloom weavers, entrepreneurs and unemployed youth to take up power loom weaving for self-employment. The Meghalaya Sericulture and Weaving Department introduced power looms at two locations for this purpose — Shillong in East Khasi Hills district and Dilma in North Garo Hills district.
Which districts does the scheme cover?
The scheme covers 2 districts — East Khasi Hills, where the unit is at Shillong, and North Garo Hills, where the unit is at Dilma. A weaver from another district of Meghalaya cannot access the power loom facility under this scheme, though other departmental handloom schemes are statewide.
Who cannot apply under this scheme?
A person living outside East Khasi Hills and North Garo Hills is not eligible for this particular scheme, since the power loom facilities exist only at Shillong and Dilma. Traders and garment retailers who do not weave cannot apply, and neither can applicants from outside Meghalaya.
Will power looms replace handloom weaving in Meghalaya?
No. The department runs power loom modernization alongside several handloom schemes it continues to fund, including intensive handloom fabric production, handloom training and research, weaving training centres, a mini yarn bank and free yarn for weavers. Power loom is offered as an additional self-employment route, not a replacement.
Is a cash grant given under the scheme?
The department does not publish a rupee grant figure for this scheme. The assistance takes the form of access to departmental power loom facilities and the associated training and support. Ask the Directorate what form the assistance takes in the current year before planning a purchase.
Do I need to already be a weaver to apply?
No. The scheme names three categories — existing handloom weavers, entrepreneurs, and unemployed youth. An unemployed youth with no weaving background is an intended beneficiary, and the department's separate weaving training centres at Saikarap and Nongtrai exist to build that base skill.
Where do I apply?
Apply on plain paper to the Directorate of Sericulture and Weaving at Shillong if you are in East Khasi Hills, or to the Branch Directorate at Tura if you are in the Garo Hills, which is the department's controlling office for that region.
