Birth Certificate in Meghalaya
Meghalaya state government scheme
Birth Certificate in Meghalaya is registered under the Registration of Births and Deaths Act 1969 by the Registrar of Births and Deaths of the municipal board or village authority, with the Directorate of Health Services (MCH & FW) as Chief Registrar. Meghalaya district administrations direct applicants to the national Civil Registration System at dc.crsorgi.gov.in, and a birth reported after 365 days needs a court order.
What is a birth certificate in Meghalaya?
A birth certificate in Meghalaya is the certified extract from the register of births maintained under the Registration of Births and Deaths Act 1969. The Meghalaya government portal states plainly that registration of births, deaths and still births is compulsory under that Act, and that information about every birth or still birth occurring within a registration unit's jurisdiction must be given in the prescribed form within 21 days of the event.
Meghalaya's structure has three layers. At the top sits the Directorate of Health Services (MCH & FW) as the state's Chief Registrar of Births and Deaths. Below it, registration units cover hospitals, nursing homes and maternity homes, together with municipal areas and village authority areas. At the counter, the actual registering officer is the Registrar of Births and Deaths of the municipal board or the village authority. The West Garo Hills district administration, for instance, names the Registrar of Birth and Death at Tura Municipal Board for births inside the Tura municipal area.
For the online route, Meghalaya district administrations point citizens to the national Civil Registration System at dc.crsorgi.gov.in, which is the platform on which births across India are now registered following the Registration of Births and Deaths (Amendment) Act 2023. Meghalaya also launched a state online registration portal for births and deaths in 2019, with a small number of registration units onboarded at the start, and runs the broader e-District Meghalaya platform at megedistrict.gov.in for other citizen services.
Who can and who cannot apply?
You can register a birth in Meghalaya if the birth occurred inside a Meghalaya registration unit's jurisdiction. A hospital or nursing home in the state, or a home within a municipal or village authority area. The informant is normally the father or the mother; for an institutional birth the medical officer in charge reports the event. An adult whose birth was never registered can be the informant for their own delayed registration.
You cannot apply through a Meghalaya registration unit for a birth that took place in another state or another country. Registration follows the place of the event, so a birth in Assam or Delhi must be registered there even if the family has lived in Shillong or Tura ever since. You are also not eligible to file a fresh registration where the birth is already recorded. A second entry is a duplicate, and the correct route for a wrong name or date is a correction to the existing record.
There is no income, caste, tribe or residence test. Birth registration is a statutory duty attached to the event, not a benefit with qualifying criteria, and it applies equally to Scheduled Tribe and non-tribal families across the Khasi, Jaintia and Garo Hills.
What documents are required?
Meghalaya registration units set the enclosure list according to where the child was born and how long after the birth the application is made. The Tura Municipal Board Registrar's published list is representative for the state:
For a birth in a hospital
- Declaration of Birth
- Baby record issued by the institution
For a birth at home, or reported outside the ordinary institutional channel
- Form I, the prescribed birth reporting form
- Doctor's certificate
- Certificate from the Headman, Dorbar Shnong or Nokma of the locality
- EPIC, PAN or Aadhaar card of the parents or guardian
- Affidavit stating the true particulars of the birth
Additionally, where the birth is intimated after 365 days
- Court order on birth
- All documents submitted to the court
The Headman, Dorbar Shnong or Nokma certificate is the document that most distinguishes Meghalaya from other states. Elsewhere a panchayat pradhan or ward councillor certifies a home birth; in Meghalaya the traditional local institution does it, and the registration unit expects that certificate to carry the authority's seal and signature. The prescribed forms themselves are free, the state portal confirms they are available with the health officer of the birth and death department at no cost.
How to apply for a birth certificate in Meghalaya
- Confirm the registration unit for the place of birth. For a hospital birth, it is the hospital's own registration unit. For a home birth, it is the municipal board Registrar in a town such as Shillong or Tura, or the village authority Registrar in a rural area. Getting this wrong wastes the most time of anything in the process.
- Collect the enclosures listed above. For a home birth, obtain the Headman, Dorbar Shnong or Nokma certificate first, since it usually takes the longest to arrange and everything else depends on it.
- Register the event online through the Civil Registration System at dc.crsorgi.gov.in, the portal Meghalaya district administrations link to for this service. Create the user account, report the birth with the child's date, place, sex and name and the parents' particulars, and upload the enclosures.
- Or file at the counter. Take the completed Form I and enclosures to the Registrar of Births and Deaths of the municipal board or village authority, or use a Rainbow Centre (CSC) or the Public Facilitation Centre at the DC or SDO office, which are the assisted channels Meghalaya lists for citizen services.
- Keep the acknowledgement. Whichever route you use, retain the acknowledgement number, it is how you follow the file and collect the certificate.
- Collect or download the certificate once the Registrar has made the entry. Meghalaya's e-District system notes that certificates issued through it are digitally signed and verifiable online.
How do you register a birth reported late in Meghalaya?
The Registration of Births and Deaths Act 1969 grades delayed registration, and Meghalaya applies it:
- Within 21 days. The ordinary window Meghalaya states for giving information. No registration fee applies.
- After 21 days and up to 30 days — the Registrar may register the birth on payment of the prescribed late fee.
- After 30 days and within one year: registration needs the written permission of the prescribed authority together with a declaration from the informant.
- After 365 days: Meghalaya's registration units require a court order on birth, plus all the documents that were submitted to the court, before the entry can be made.
That final step is the reason to register a birth immediately. Obtaining a court order means filing a petition, producing the school record, hospital record or affidavit evidence that fixes the date of birth, and waiting for the order to issue. Families discovering the gap only when a passport or a Class X form is due routinely lose months.
What does it cost, and what about agents?
Registration reported inside the 21-day window carries no registration fee, and Meghalaya confirms the prescribed forms are supplied free of cost by the health officer. Where a late fee is due under the rules, or where a Rainbow Centre charges its notified assistance fee, the amount is the published one and nothing more.
Some services in Meghalaya are notified under the Meghalaya Right to Public Services Act 2020, which fixes a time limit for delivery and gives you a route of appeal when the limit passes. Ask the registration unit whether the service you have applied for is notified under it, and note the date of your acknowledgement.
No middleman can move a birth registration ahead of the Registrar's queue. Anyone offering a certificate "arranged" for a fee is charging you for a form you can file yourself at a Rainbow Centre for a published charge, and in a delayed case they cannot obtain the court order any faster either. Pay only what is published, insist on a receipt, and take a demand for extra money to the Deputy Commissioner's office.
Where do you go if nothing moves?
Escalate through the registration hierarchy: the Registrar at the municipal board or village authority, then the District Registrar of Births and Deaths, and finally the Chief Registrar in the Directorate of Health Services (MCH & FW). For a problem with the online application itself, a stuck file, a failed upload, a certificate that will not download, use the support channels on the portal you applied through, or the Public Facilitation Centre at your DC or SDO office, which can look up the file for you. Where the entry exists but is wrong, ask for a correction to the register rather than filing a second registration; a duplicate entry causes far more trouble later than the original error.

Frequently asked questions
Where do I apply for a birth certificate in Meghalaya?
Meghalaya district administrations direct applicants to the national Civil Registration System at dc.crsorgi.gov.in, and the local Registrar of Births and Deaths is the municipal board or village authority for the place of birth. The West Garo Hills district page, for example, names the Tura Municipal Board Registrar and links to dc.crsorgi.gov.in.
Who is the registering authority for births in Meghalaya?
The Directorate of Health Services (MCH & FW) is the Chief Registrar of Births and Deaths for Meghalaya, and registration units under it cover hospitals, nursing homes, maternity homes, municipal areas and village authority areas. The Meghalaya government portal names the Director of Health Services (MCH & FW) as the office responsible.
How many days do I have to register a birth in Meghalaya?
21 days from the date of the birth or still birth is the window Meghalaya states for giving information to the registration unit, in line with the Registration of Births and Deaths Act 1969. The state portal describes registration of births, deaths and still births as compulsory under that Act.
What happens if a Meghalaya birth is reported after one year?
A court order is required — the Meghalaya registration unit lists "Court Order on Birth" and all documents submitted to the court as enclosures where a birth is intimated after 365 days. Start this route early, because obtaining the order takes far longer than the registration itself.
What is the Headman or Dorbar Shnong certificate for?
The certificate from the Headman, Dorbar Shnong or Nokma establishes where the birth took place and that the family belongs to that locality, and Meghalaya registration units list it among the required enclosures. It is the Meghalaya equivalent of a panchayat certificate elsewhere, reflecting the state's traditional local governance institutions.
Can I apply for a Meghalaya birth certificate at a Rainbow Centre?
Yes — Meghalaya's e-District system lets citizens apply from Rainbow Centres (Common Service Centres) and from Public Facilitation Centres at DC and SDO offices, in addition to the online portal. All three modes are listed on megedistrict.gov.in as ways to reach state services.
Do the forms cost anything in Meghalaya?
No — the Meghalaya government portal states that the prescribed forms for birth and death registration are available with the health officer of the birth and death department free of cost. Registration reported inside the 21-day window carries no registration fee under the 1969 Act.
Does a Meghalaya birth certificate expire?
No, a birth certificate never expires, because it records a fixed past event. If the paper copy is lost, ask the same registration unit for another certified copy from the register rather than starting a new registration.
