Why MSME Innovative Scheme applications get rejected

MSME Innovative Scheme claims are most often rejected because the intellectual property was filed but not yet registered, an individual tried to apply directly for Incubation or Design, the same patent, design or machinery was already funded by another government scheme, or the enterprise lacked a valid Udyam registration. MSME Innovative Scheme, the Incubation-Design-IPR component of the MSME Champions Scheme, runs on innovative.msme.gov.in and follows the published scheme guidelines strictly. The scheme has three verticals with different rules, so the reason your application failed depends on which one you applied under, Incubation, Design or Intellectual Property Rights.

IPR claim filed but not registered

The most common IPR rejection. According to the scheme guidelines, reimbursement follows registration, not filing. An application for a patent, trademark, design or GI that has only been filed: not yet granted — is not eligible.

Fix: Wait until the IP is registered, then file the reimbursement claim with the grant certificate. Renewal fees, assignment costs and corrections to an application are not covered, so do not include them.

Missing registration certificate or original bills

IPR reimbursement is against actual expenditure supported by originals, within the per-IP ceiling (up to Rs 5 lakh foreign patent, Rs 1 lakh domestic patent, Rs 2 lakh GI, Rs 15,000 design, Rs 10,000 trademark). A claim without the registration certificate or without original invoices, bills and receipts fails scrutiny at the Intellectual Property Facilitation Centre.

Fix: Attach the registration certificate and original bills for government fees, attorney fees, drafting, prior-art search and prosecution charges.

Individual applied directly for Incubation or Design

Incubation and Design applications must be routed through a recognised Host Institute or an Implementing Agency such as an IISc, IIT or NIT. An individual or enterprise cannot upload an Incubation idea directly: only a Host Institute can, after shortlisting it with its own experts.

Fix: Approach a recognised Host Institute with your idea for Incubation, or submit your design problem through an empanelled Implementing Agency for Design. Only IPR reimbursement can be filed directly by a Udyam-registered enterprise.

Duplicate funding for the same item

An MSME that has taken a Central or State subsidy for the same patent, trademark, design or the same plant and machinery is not eligible for a second benefit on that item. A missing or false non-duplication declaration causes rejection.

Fix: Submit the self-declaration of non-duplication (on notarised stamp paper for machinery assistance) confirming no other scheme funded the same item.

Udyam registration missing or name mismatch

The Design component and all enterprise IPR claims require a valid Udyam Registration. For Host Institutes and IPFCs, the PFMS account and PAN must be in the same name, and a mismatch blocks release of funds even after approval.

Fix: Ensure the Udyam certificate is valid and that the PFMS account, PAN and enterprise name all match. For a partnership firm claiming IPR, the applicant must hold at least 51% shareholding.

Missing Detailed Project Report for machinery

Plant and machinery assistance of up to Rs 1 crore is available only to a Host Institute with two or more approved ideas, and requires a Detailed Project Report justifying the machinery. Without it, the application is not processed.

Fix: Submit a DPR justifying the machinery, and confirm the Host Institute already has two or more approved ideas before applying.

Utilisation certificate not submitted

Further instalments and future eligibility depend on the utilisation certificate at the milestones set in the sanction, for example UCs at defined intervals for machinery procurement. A missing UC stops the next instalment.

Fix: Submit the utilisation certificate on time at each milestone.

Grievance route

1. Track approval on innovative.msme.gov.in, where Incubation and Design proposals are cleared by the Project Monitoring and Advisory Committee after a Domain Expert Selection Committee screening.
2. For a plant and machinery application, acceptance or rejection is communicated within 30 days, and a Host Institute recommendation within 15 days.
3. Call the Ministry of MSME CHAMPIONS helpline on 1800-180-6763, or approach the MSME-Development Institute in your district, which acts as the Implementing Agency for Host Institute recognition.

The Ministry does not charge a fee for registering an idea, a design project or an IPR reimbursement claim on the portal.
