What is the MSME Competitive (LEAN) Scheme?

MSME Competitive (LEAN) Scheme is a Ministry of Micro, Small and Medium Enterprises programme that pays for expert handholding so that small manufacturers can adopt lean manufacturing tools to 5S, Kaizen, visual control, poka-yoke, single-minute exchange of dies, total productive maintenance and similar shop-floor techniques.

The scheme addresses a specific problem. Lean consultancy is expensive and its returns are invisible until it is done, so small manufacturers rarely buy it. MSME Competitive (LEAN) Scheme removes that barrier by making the government pay 90% of the implementation cost, and by making the entry level free.

MSME Competitive (LEAN) Scheme sits under the MSME Champions scheme of the Ministry, alongside ZED certification and MSME Innovative. The Quality Council of India (QCI) and the National Productivity Council (NPC) are the implementing agencies.

What are the levels under the MSME Competitive (LEAN) Scheme?

According to the LEAN scheme portal, an enterprise reaches certification in three levels after registering and taking the LEAN Pledge.

Each level involves handholding by an empanelled consultant, implementation of the prescribed lean tools, and an assessment before the certificate is issued. Levels are taken in sequence: Basic first, then Intermediate, then Advanced.

Uptake is heavily weighted towards the entry level. The LEAN portal has reported roughly 19,575 Basic level registrations against about 3,958 at the Intermediate level, which tells you where most enterprises stop.

Who is eligible for the MSME Competitive (LEAN) Scheme?

You can apply if:

• Your enterprise holds a valid Udyam Registration with the Ministry of MSME. All MSMEs registered on the Udyam portal are eligible to participate.
• You run a manufacturing unit with a shop floor where lean tools can be applied.
• You are willing to take the LEAN Pledge on the portal and commit management time to the handholding sessions.
• You can pay the 10% beneficiary share at the Intermediate and Advanced levels. Nothing is payable at the Basic level.

You cannot apply if:

• You are an individual with no Udyam-registered enterprise. The LEAN Scheme is not a personal benefit and there is no stipend, loan or grant to a citizen.
• Your enterprise is not registered on the Udyam portal. Udyam registration is free at udyamregistration.gov.in and must be completed first.
• You are looking for machinery subsidy or working capital. LEAN funds consultancy and assessment, not equipment purchase, for technology upgradation finance, look at the credit-linked schemes instead.
• You are an enterprise seeking certification without implementation. The certificate follows assessment of actual lean implementation on the shop floor.

How to apply for the MSME Competitive (LEAN) Scheme

1. Complete Udyam Registration at udyamregistration.gov.in if your enterprise does not already hold it. This is free and is the entry condition.
2. Open the scheme portal at lean.msme.gov.in and choose Register under the MSME option.
3. Verify your Udyam credentials on the portal using the OTP sent to the mobile number and email linked to your Udyam registration.
4. Complete the enterprise profile with PAN, bank details, product line and plant address, and upload category proof if you are claiming the additional 5% contribution.
5. Take the LEAN Pledge on the portal — this is a mandatory step before the Basic level begins.
6. Work through the Basic level handholding with the consultant assigned by QCI or NPC, and complete the assessment to earn the Basic certificate.
7. Opt for the Intermediate and then Advanced level, paying your 10% share at each, and complete the assessment at each level.

Registration on the portal is also open to consultants and OEM organisations through separate sign-up routes.

How much does the government contribute under the LEAN Scheme?

The Government of India provides financial support of up to 90% of the total implementation cost for handholding and consultancy fees: up to Rs 1,08,000 plus taxes at the Intermediate level and up to Rs 2,16,000 plus taxes at the Advanced level. The Basic level carries no implementation cost for the enterprise.

Two additional contributions of 5% each are available:

• 5% extra for MSMEs that are part of SFURTI clusters, are owned by women, SC or ST entrepreneurs, or are located in the North Eastern Region.
• 5% extra for MSMEs registering through industry associations or OEM organisations, after completing all levels.

These stack on the base 90%, cutting the enterprise's own share correspondingly.

How is LEAN certification different from ZED?

Both LEAN and ZED sit under the MSME Champions umbrella and both are delivered through QCI, which is why they get confused.

• LEAN certification rates how well an enterprise has implemented lean manufacturing tools: waste elimination, flow, workplace organisation, machine availability.
• ZED certification rates an enterprise on Zero Defect Zero Effect parameters; quality systems, process control and environmental performance.

An enterprise can hold both. Buyers and OEMs use them for different purposes, and neither substitutes for a product-level BIS or export certification.

Registration on lean.msme.gov.in is done by the enterprise itself. No agent fee is payable for enrolling, and consultants under the scheme are empanelled by QCI and NPC rather than chosen by the enterprise in the open market.
