What is the NLM pig semen lab component?

The Establishment of Pig Semen Collection and Processing Lab is an activity under the Genetic Improvement of Pig Breeds component of the National Livestock Mission (NLM), run by the Department of Animal Husbandry and Dairying (DAHD) under the Ministry of Fisheries, Animal Husbandry and Dairying. It funds State Governments to build a laboratory, at a government pig farm, that collects and processes high-quality liquid boar semen for artificial insemination.

According to the Department of Animal Husbandry and Dairying, propagating high-genetic-merit boar semen to cover a large number of sows requires the semen to be processed into many doses that stay active longer. This component pays for that processing infrastructure so that pig breeds and productivity improve across a state.

• One-time grant-in-aid up to Rs 150 lakh as the central share for constructing the semen laboratory and maintaining a breeding boar unit.
• Additional Rs 30 lakh as a one-time recurring expenditure for consumables, medicines and chemicals for first-time processing.

This is one of two very different pig-related NLM routes. Who is eligible for the NLM pig semen lab grant?

Eligible to receive the grant:

• A State Government, through its Animal Husbandry Department, proposing a pig semen collection and processing lab at a government pig farm.

You cannot apply if:

• You are an individual pig farmer, SHG, FPO or private company, this is an institutional state grant and individuals cannot apply for the money. If you want to run a pig enterprise, the NLM piggery entrepreneurship subsidy is the correct route, not this one.
• You are a state without a government pig farm or available land for the lab, in which case the proposal would not be eligible as framed.

What documents are required?

These are submitted by the State Government, not by a citizen.

How to apply for the pig semen lab grant (state route)

There is no individual application. The route is institutional:

1. The State Animal Husbandry Department identifies a government pig farm and prepares a Detailed Project Report for the semen lab and breeding boar unit.
2. The state submits the proposal to DAHD under the National Livestock Mission, using the NLM submission process for breed-development activities.
3. DAHD appraises and sanctions the grant against the approved funding pattern (60:40, or 90:10 for NER and Himalayan states).
4. The state constructs the lab and boar unit with the central grant of up to Rs 150 lakh, and uses the Rs 30 lakh recurring grant for consumables.
5. The lab begins collecting and processing boar semen for artificial insemination across the state.

How much benefit does the scheme provide?

The scheme provides a one-time grant of up to Rs 150 lakh as the central share for building the lab and maintaining a breeding boar unit, plus Rs 30 lakh for first-time consumables, medicines and chemicals. The central share follows a 60:40 pattern for most states and 90:10 for North Eastern and Himalayan states, with the state contributing the balance.
