What is the Nagaland Skill and Entrepreneurship Development Mission?

Nagaland Skill and Entrepreneurship Development Mission, usually written as NSEDM and sometimes referred to locally simply as the "skill mission", is a Government of Nagaland initiative launched on 29 May 2025 by Chief Minister Neiphiu Rio at the Chief Minister's Residential Complex in Kohima. NSEDM exists to close the gap between what young people in Nagaland study and what employers in the state and outside it actually hire for.

According to the mission's own portal at nsedm.nagaland.gov.in, NSEDM sets out to empower 5,000 youth with market-driven skills and to convert that training into sustainable livelihoods, with a stated target of 60 to 80 per cent of trainees either placed in a job or running their own enterprise at the end of a course. That outcome target is the unusual part. Most skilling programmes count certificates issued; NSEDM was announced with a placement or enterprise outcome attached to it.

NSEDM is run through a Project Management Unit housed at the Investment Development Authority of Nagaland (IDAN), on the 1st floor of the Capital Convention Centre in Kohima. It operates in what the state calls convergence mode: stakeholder departments, including the Directorate of Employment, Skill Development and Entrepreneurship, are brought under one framework so that a candidate does not have to shuttle between a training office, an employment exchange and a credit scheme desk.

What NSEDM is built around

  • Training that is industry-aligned and hands-on rather than classroom-heavy.
  • Placement support, with mentorship and career guidance attached to the course.
  • Entrepreneurship support for candidates who want to start something of their own instead of taking a salaried job.
  • A single digital portal for registration, course access and partner onboarding.

Which sectors does NSEDM train for?

NSEDM concentrates on sectors where hiring in and around Nagaland is growing rather than spreading itself across every trade. The priority sectors named at launch and on the mission portal are:

  • Construction. The largest absorber of semi-skilled labour in the state.
  • Hospitality and tourism; tied directly to Nagaland's tourism push.
  • Healthcare; support and allied roles, where demand is steady.
  • Information technology: entry-level digital and IT-enabled services work.
  • Renewable and green industries, an emerging area flagged at launch.
  • Creative industries: design, media and content work.

The mission's public position is that hands-on skill matters more than academic qualification, which is why the sector list is written in terms of jobs rather than degrees.

Who is eligible for NSEDM?

You can register if:

  • You are a youth of Nagaland who is unemployed or underemployed and looking for a job or a route into self-employment.
  • You can produce basic identity and residence documents, Aadhaar and an Indigenous Inhabitant Certificate, permanent residence certificate or equivalent proof issued by the district administration.
  • You meet the entry requirement of the specific course you want, which is set by the empanelled training partner running that batch.
  • You have a working mobile number and an email address, both of which the registration form asks for.

You cannot apply, or are not eligible, in these situations:

  • Applicants from outside Nagaland โ€” NSEDM is a state mission funded and run for the youth of Nagaland, not an all-India skilling scheme.
  • Candidates who do not meet a specific course's minimum. A healthcare or IT course may set an education floor that a construction trade course does not.
  • People seeking a direct cash grant; NSEDM is not a cash-transfer scheme. Registering on the portal does not entitle you to money; it puts you in the pool for training, placement and enterprise support.
  • Organisations using the beneficiary form, training institutes, employers and implementing agencies must use the separate Partner Registration option, not the beneficiary one.

NSEDM has not published a single statewide age band or education cut-off. If a website or an agent quotes you one as if it applies to every NSEDM course, treat that as unverified and check the course page or the PMU directly.

What documents are required for NSEDM?

Document Mandatory Notes
Mobile number and email address Yes Both are asked for on the first registration screen
Aadhaar card Yes Identity proof for enrolment and candidate records
Nagaland residence proof Yes Indigenous Inhabitant Certificate or equivalent
Educational certificates Yes Highest marksheet; each course sets its own minimum
Passport-size photograph Yes For the batch enrolment record
Bank passbook No Needed only if you seek credit or incubation support
Business plan or idea note No For the entrepreneurship track only

How to apply for NSEDM online

  1. Open the official mission portal at nsedm.nagaland.gov.in. Online registration has been live since 9 June 2025.
  2. Select Register, then choose Beneficiary Registration if you are an individual looking for training. Organisations must instead choose Partner Registration.
  3. Enter your full legal name exactly as it appears on your official documents, your email address and your mobile number. A name that does not match your Aadhaar and certificates is the easiest way to get held up later.
  4. Set a password, confirm it, complete the captcha and submit the form.
  5. Verify your account using the confirmation sent to the email address and mobile number you gave, then sign in to your candidate dashboard.
  6. Complete your profile with qualification, sector preference and district, and keep scanned copies of your Aadhaar, residence proof, certificates and photograph ready to upload.
  7. Wait for the training partner running a batch in your chosen sector to contact you for counselling or a screening call, then confirm your seat.

How to apply for NSEDM offline

  1. Visit the NSEDM Project Management Unit at the Investment Development Authority of Nagaland, 1st floor, Capital Convention Centre, Kohima โ€“ 797001, between 9:00 AM and 5:00 PM on a working day.
  2. Carry your Aadhaar, residence proof, educational certificates and two passport photographs, and ask the PMU staff to help you complete the online beneficiary registration.
  3. Alternatively, approach the Directorate of Employment, Skill Development and Entrepreneurship at the ITI Kohima Complex, above High School Junction, Kohima โ€“ 797001, or your district employment exchange, and ask about the current NSEDM batches and the department's own skilling routes.

Because NSEDM registration is portal-first, the offline route is really assisted online registration rather than a paper application.

What support does NSEDM give after training?

NSEDM's design does not stop at the certificate. Three things are attached to the training:

  • Placement support. Empanelled training partners carry the placement responsibility, which is how the mission's 60 to 80 per cent outcome target is meant to be met.
  • Credit through convergence. The mission is linked to the Chief Minister's Micro Finance Initiative (CMMFI), reported at the launch as carrying Rs 35 crore for roughly 1,600 entrepreneurs. Skill loans and other state-backed financial schemes are the other credit routes the mission points candidates towards.
  • Incubation and enterprise readiness. On 6 and 7 February 2026 NSEDM ran its first workshop built purely for entrepreneurs, a two-day enterprise readiness programme at Circuit House, Kohima, covering entrepreneurial mindset, growth planning, digital skills, operations, financial literacy and compliance, along with an explanation of government credit schemes. I Changsang, Under Secretary and Project Manager (in charge) of NSEDM under IDAN, opened that workshop, and the mission committed to structured follow-up mentorship afterwards.

Who are the NSEDM training partners?

Three training organisations: Eagle Crest, Pinnacle Skills and AISECT, signed Memorandums of Understanding with NSEDM around the launch to implement projects sanctioned by the mission. The partner list is not closed: the portal keeps a live Partner Registration route open for other institutes, employers and implementing agencies. If an institute tells you it is an NSEDM partner, ask to see the sanction for the specific batch you are joining.

Why NSEDM registrations get held up

  • Name mismatch between the registration form, your Aadhaar and your certificates. The form explicitly asks for your name as per official documents.
  • Unreachable mobile number or email, so verification and the training partner's counselling call never land.
  • No batch running yet in your chosen sector or district; registration puts you in the pool, and the batch has to be sanctioned before you are called.
  • Course-specific minimum not met, for example an education floor on a healthcare or IT course.
  • Missing residence proof. NSEDM is limited to Nagaland's youth, so an Indigenous Inhabitant Certificate or equivalent is not optional.

If your registration goes quiet, call the PMU rather than re-registering with a second email address. Duplicate profiles make the record harder to trace.

Related routes if NSEDM has no batch for you

The Directorate of Employment, Skill Development and Entrepreneurship runs several other skilling channels in Nagaland that a candidate can use in parallel: Pradhan Mantri Kaushal Vikas Yojana (PMKVY), SANKALP, Apprenticeship India, PM Vishwakarma, state-funded skill development programmes, and the Craftsmen Training Scheme Stipend. The directorate also runs the state's Industrial Training Institutes, offering trades such as carpentry, masonry, welding and electrician work. Registering with your district employment exchange remains worth doing alongside NSEDM.

Help and grievance redressal

  • NSEDM helpline: +91 69094 65902, 9:00 AM to 5:00 PM
  • Email: nsedm.gon@gmail.com
  • NSEDM Project Management Unit: Investment Development Authority of Nagaland, 1st floor, Capital Convention Centre, Kohima โ€“ 797001
  • Directorate of Employment, Skill Development and Entrepreneurship: ITI Kohima Complex, above High School Junction, Kohima โ€“ 797001

NSEDM registration on nsedm.nagaland.gov.in is free. No agent, institute or middleman is authorised to charge you for a seat in an NSEDM batch, and no mission official will ask you for an OTP or a password.

How to check your NSEDM application status

NSEDM does not run a separate token-number or tracking-ID lookup page. Status checking works through the candidate dashboard you created at registration, plus a helpline you can call if the dashboard goes quiet.

  1. Go to nsedm.nagaland.gov.in and sign in with the email address and password you set during Beneficiary Registration.
  2. Open your candidate dashboard. This shows whether your profile is complete, whether a training partner has picked up your sector and district, and whether you have been assigned to a batch.
  3. If your dashboard still shows "registered" with no batch assignment after a few weeks, it usually means no partner has sanctioned a batch yet in your sector or district rather than a problem with your application. NSEDM registration is a pool, not a queue with a fixed processing time.
  4. To confirm whether an update has simply not reached the portal, call the NSEDM helpline at +91 69094 65902 between 9:00 AM and 5:00 PM, or write to nsedm.gon@gmail.com, quoting the mobile number and email you used to register.
  5. If you registered assisted, through the PMU at the Capital Convention Centre or through the Directorate of Employment, Skill Development and Entrepreneurship, you can also follow up in person at whichever office helped you register, since they can look up your entry directly.

Do not open a second registration with a different email to "check" your status. NSEDM's own guidance is that duplicate profiles make a candidate's record harder to trace, which is more likely to delay you than a single follow-up call.

Frequently asked questions

What is the Nagaland Skill and Entrepreneurship Development Mission?

NSEDM is a Government of Nagaland mission launched on 29 May 2025 to equip 5,000 youth of the state with market-driven skills and move them into jobs or self-employment. Chief Minister Neiphiu Rio launched it at the Chief Minister's Residential Complex in Kohima, and the mission runs in convergence mode so that training, credit and placement services sit under a single framework instead of being scattered across departments.

Who can register under NSEDM?

Unemployed and underemployed youth of Nagaland can register, and the mission is deliberately biased towards hands-on ability rather than academic qualifications. NSEDM has not published a single statewide age band or education cut-off; each sanctioned course carries its own minimum set by the training partner, so check the course page before you enrol.

Does NSEDM training cost money?

No. NSEDM training is delivered through projects sanctioned by the mission to empanelled training partners, so the trainee is not the paying party. Registration on nsedm.nagaland.gov.in is free, and no agent is authorised to charge you a fee for getting your name into a batch.

Which sectors does NSEDM train for?

NSEDM focuses on construction, hospitality and tourism, healthcare, information technology, renewable and green industries, and the creative industries. These were named as the mission's high-growth priority sectors at launch because they are where Nagaland employers and the state's tourism and services economy are actually hiring.

How do I register for NSEDM online?

Open nsedm.nagaland.gov.in, choose Beneficiary Registration, and enter your full legal name as it appears on your official documents, your email address, your mobile number, a password and the captcha. Online registration has been open since 9 June 2025 and stays open through the year; batches are then filled from the registered pool.

Does NSEDM give a loan to start a business?

NSEDM itself is a skilling and enterprise-support mission, and credit reaches beneficiaries through convergence with the Chief Minister's Micro Finance Initiative (CMMFI), which was reported at launch as carrying Rs 35 crore for roughly 1,600 entrepreneurs. Skill loans and incubation support are the other two routes the mission points entrepreneurs towards.

Can a training institute or company work with NSEDM?

Yes. The same registration page at nsedm.nagaland.gov.in carries a separate Partner Registration option asking for organisation name, email, mobile number and password. Eagle Crest, Pinnacle Skills and AISECT signed MoUs with NSEDM around the launch and are the early implementing partners.

How do I contact NSEDM if my registration is stuck?

Call the NSEDM Project Management Unit on +91 69094 65902 between 9:00 AM and 5:00 PM, or email nsedm.gon@gmail.com. The PMU sits on the 1st floor of the Capital Convention Centre in Kohima, at the Investment Development Authority of Nagaland, and walk-in queries are handled there.
