What is the NHDP Scholarship Component?

The National Handloom Development Programme (NHDP) Scholarship Component is a welfare measure of the Ministry of Textiles, delivered through the Office of the Development Commissioner for Handlooms and its field offices, the Weavers' Service Centres. The NHDP scholarship helps the children of registered handloom weavers and workers meet the cost of formal textile education, so that a weaver's family can move into skilled, better-paid work while staying connected to the handloom trade.

According to the Ministry of Textiles NHDP compendium, the scholarship covers a child's tuition fee, admission fee, examination fee and other annual fees as actually charged by the institution, plus a stipend of Rs 5,000 per month. The total is capped at Rs 2 lakh per child per year, or the actual amount, whichever is lower. Support runs for 3-year or 4-year diploma, undergraduate and postgraduate courses at textile institutions that are both recognised and funded by the Central or State Government. A maximum of two children per weaver or worker can benefit, and every rupee is paid by Direct Benefit Transfer into the bank account of the weaver or the student.

Who is eligible for the NHDP Scholarship, and who is not eligible?

The scholarship is defined by the parent's status as a weaver, the child's course and the institution's standing. It is not a general merit or means scholarship.

You can apply if:

  • You are the child of a registered handloom weaver or worker who holds a weaver Pehchan card issued by the Office of the Development Commissioner for Handlooms.
  • You are admitted to a 3-year or 4-year diploma, undergraduate or postgraduate course in textiles.
  • Your institution is recognised by the Central or State Government and funded by the Central or State Government, for example an Indian Institute of Handloom Technology or a state government textile institute.
  • Not more than two children from your weaver family are already drawing this scholarship.

You cannot apply, or are not eligible, if:

  • Your parent is not a registered handloom weaver or worker and holds no Pehchan card. Registration is the single hardest gate.
  • You are the third or later child of the same weaver seeking this benefit.
  • Your course is at a privately funded institution or one that is not Government-recognised and Government-funded, even if it is a textile course.
  • You are already receiving a similar scholarship from another source: every beneficiary must sign an undertaking that no comparable assistance is being drawn elsewhere, so the scholarship cannot be stacked on another one.

Because the benefit is tied to the parent's registration, the weaver Pehchan card and the admission letter from an eligible institution are the two documents that decide whether a proposal moves forward at all.

How to apply for the NHDP Scholarship

The scholarship is not applied for on a public web portal. It moves on paper through three offices. The Weavers' Service Centre (WSC), the Zonal Office, and the headquarters of the Development Commissioner for Handlooms (DC-HL).

  1. Confirm that your parent is a registered handloom weaver or worker holding a valid Pehchan card from the Office of the Development Commissioner for Handlooms.
  2. Secure admission to a 3 or 4-year textile diploma, degree or postgraduate course at a Government-recognised and Government-funded institution.
  3. Collect the prescribed Annexure-F3 application form from the nearest Weavers' Service Centre and fill in the weaver and student details.
  4. Attach the admission letter, tuition fee receipt, Pehchan card, bank details and an attested photo, plus the undertaking of no similar assistance.
  5. Submit the form to the Weavers' Service Centre, which verifies every document against the originals, attests the application, and forwards it with its recommendation to the concerned Zonal Office.
  6. The Zonal Office scrutinises the proposal and sends the fund requirement, with Annexure-F3, to the DC-HL headquarters for sanction and release.
  7. On sanction, funds go to the Zonal Office and are transferred by DBT into the bank account of the weaver or the child.

For each later year of the course, the family files a fresh proposal through the Weavers' Service Centre, attaching the mark sheet showing the previous year was passed and admission proof for the next session. Skipping this step stops the following year's payment.

How much does the NHDP Scholarship actually pay?

The scholarship reimburses the actual tuition, admission and examination fees charged by the institution and adds a stipend of Rs 5,000 per month towards living costs. The combined figure is subject to a hard ceiling of Rs 2 lakh per child per year, or the actual amount spent, whichever is lower. A student on a low-fee government course therefore receives less than the ceiling, while a student on a higher-fee course may reach it.

Because the ceiling is per child, a weaver family with two children in eligible textile courses can draw up to Rs 2 lakh a year for each, subject to the same fee-plus-stipend rule. The first year is paid after admission is confirmed; each subsequent year is paid only after the child clears the annual examination and secures admission to the next year.

Common reasons an NHDP scholarship proposal is held up

  • No Pehchan card, or a card that does not match the parent named in the form, so the weaver link cannot be verified.
  • The institution is not Government-funded, which is a common surprise — recognition alone is not enough.
  • Missing fee receipts, so the admissible amount cannot be worked out.
  • A skipped renewal, where the mark sheet and next-year admission proof were not submitted, stopping the following instalment.
  • An undischarged undertaking, where the family already draws a similar scholarship from another source.
