Award of Incentive for Marriage Between Persons with Benchmark Disabilities and Other Person, Odisha
Odisha state government scheme
Award of Incentive for Marriage Between Persons with Benchmark Disabilities is an Odisha SSEPD Department scheme paying Rs 2,50,000 to a couple where one spouse has a permanent benchmark disability. The couple must apply online at ssepd.gov.in within one year of registering the marriage, and the money is locked in for 3 years.
What is the Odisha marriage incentive for persons with disabilities?
Award of Incentive for Marriage Between Persons with Benchmark Disabilities and Other Person is a cash incentive scheme of the Social Security and Empowerment of Persons with Disabilities (SSEPD) Department, Government of Odisha. The department issued comprehensive guidelines for the award in 2026 under file reference SSEPD-DA-I-DA-0027-2024, replacing the earlier practice with a single statewide procedure. Locally the scheme is usually spoken of simply as the "marriage incentive" or bibaha protsahan for divyang couples.
The stated purpose in the guideline document is to mainstream persons with disabilities in society, enable them to lead a normal and dignified life, and encourage the other person to marry a person with disability. The department frames the scheme as fulfilling mandates under the Rights of Persons with Disabilities Act, 2016 and the National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999.
Key features
- Incentive amount fixed at Rs 2,50,000 for the couple.
- Paid once in a lifetime, to the couple jointly.
- Open to all categories of benchmark disability, without exception.
- Amount is locked in for 3 years and released in three phases.
- Sanctioned by the District Collector, after a home visit by a Verification Officer.
Who is eligible for the Odisha marriage incentive?
Definitions of persons with benchmark disabilities and the disability categories follow the Rights of Persons with Disabilities Act, 2016, as amended from time to time.
You are eligible if all of the following are true:
- Exactly one of the two spouses has a benchmark disability, and that disability is permanent at the time of marriage.
- The bridegroom had completed 21 years and the bride 18 years on the date of the marriage.
- The spouse with benchmark disability is a resident of Odisha State.
- The marriage was dowry free.
- The marriage has been registered, and the gap between the date of marriage and the date of registration is not more than 12 months.
- Neither spouse is beyond 60 years of age at the time of applying.
- Neither spouse has availed this incentive earlier.
You are not eligible, or cannot apply, if:
- Both spouses have benchmark disabilities. The guidelines restrict the award to a couple having only one of the spouses with benchmark disability.
- The disability is temporary rather than permanent as on the date of marriage.
- Either spouse has already received this incentive in an earlier marriage, it is a once-in-a-lifetime benefit.
- The marriage was not registered, or was registered more than 12 months after the wedding.
- More than one year has passed since the marriage was registered.
- The spouse with disability is not a resident of Odisha.
One overlap deserves attention. Where a beneficiary qualifies for a marriage incentive under both the ST & SC Development, Minorities and Backward Classes Welfare Department and the SSEPD Department, the guidelines require the couple to opt for one department only, to avoid duplication. An undertaking to that effect is part of the application.
What documents are required for the marriage incentive?
| Document | Mandatory | Notes |

| UDID card of the spouse with disability | Yes | Must record permanent benchmark disability |
| Aadhaar number of both spouses | Yes | Both bride and bridegroom |

How to apply for the Odisha marriage incentive
- Register the marriage with the competent marriage registration authority first. Nothing can be filed until the Marriage Registration Certificate is in hand, and the registration itself must happen within 12 months of the wedding.
- Assemble the eight documents listed above, including the UDID card, the Tahsildar's residential certificate, both EPICs and a self-attested joint photograph.
- Open the SSEPD Department portal at ssepd.gov.in and choose the Application for Marriage Incentive menu. The direct form sits at ssepd.gov.in:8443/swp/applyMarriageIncentiveScheme.htm.
- Fill the online form and upload the scanned documents. Apply within one year from the date of registration of the marriage.
- Submit the form and take a printout of the system-generated application for your own record. Confirmation of complete documentation is sent by SMS and by email if an email address was given.
- Wait for the Verification Officer's home visit. Both spouses must be physically present with the original certificates on the date of the visit, for which prior intimation is given.
- Track the sanction. Sanctioned lists are displayed on the website of the district and of the SSEPD Department, along with the scanned joint photograph.
How is the application verified in Odisha?
Block Social Security Officers are the designated Verification Officers for both rural and urban areas. In Urban Local Bodies, officers authorised by the Collector or Commissioner take that role. On receiving an application, the Verification Officer makes a physical visit to the couple's residence, after giving prior intimation, and checks three things: the identity of the applicant, the UDID card, and whether either spouse has availed the same benefit before.
Verification must be completed within 15 days of the application being complete. The Verification Officer then forwards a report with the application to the District Social Security Officer, either recommending or not recommending it, and must record in writing the reasons for not recommending. The DSSO cross-checks and sends complete cases to the Collector, who sanctions subject to budget availability. A copy of the sanction order goes to the Verification Officer, the applicant and the Director, SSEPD.
If the application is rejected, the Collector and District Magistrate or Commissioner must intimate the reasons to the applicant.
How is the Rs 2,50,000 paid out?
The amount is not paid as free cash on day one. Under the guidelines the incentive is locked in for 3 years, and withdrawal is allowed in three phases:
- 10 per cent of the funds after the first year of the marriage
- 10 per cent after the second year
- 80 per cent after the third year
The bank holding the account is advised of this lock-in. The District Social Security Officer is responsible for ensuring disbursement as per the instructions issued from time to time. Couples planning around the money should budget on this three-year schedule rather than expect a lump sum.
What happens to the money if the marriage ends?
The guidelines carry a refund clause that couples should read before applying. If a divorce or dissolution of the marriage takes place within 5 years counted from the date of receipt of the first instalment of the incentive, the undrawn portion of the Marriage Incentive is cancelled and the bank refunds the balance to the Government Treasury. The 10 per cent already drawn is recovered from the beneficiary within one year of the demand notice. If it is not repaid in that year, the principal is charged with annual interest of 6.5 per cent.
This is why the three-year lock-in and the 10-10-80 release schedule exist at all: the bulk of the money only becomes withdrawable once the marriage has run for three years. The SSEPD Department also has the scheme evaluated by a third party once every 3 years.
Why marriage incentive applications get rejected
- Both spouses have benchmark disabilities. The single most common misunderstanding about this scheme.
- Marriage not registered, or registered more than 12 months after the wedding date.
- Application filed after one year from the date of registration.
- No UDID card. An older disability certificate that has not been converted to UDID will hold the file up.
- Disability recorded as temporary, not permanent, on the date of marriage.
- Age shortfall — bridegroom under 21 or bride under 18 on the marriage date.
- Couple not present at the Verification Officer's home visit with original documents.
- Duplicate claim under another Government of Odisha marriage incentive.
Most of these are fixable before filing rather than after. Getting the UDID card issued and the marriage registered promptly are the two steps that protect the one-year window.
Penalty for fraudulent claims
Section 91 of the Rights of Persons with Disabilities Act, 2016 applies to anyone who fraudulently avails, or attempts to avail after having already availed, a benefit meant for persons with disabilities. The punishment is imprisonment which may extend to two years, or a fine which may extend to Rs 1,00,000, or both. In such cases the Collector and District Magistrate initiates action, and the disbursed amount is recovered with 12 per cent interest under the OPDR Act.

Frequently asked questions
How much money does the Odisha marriage incentive for persons with disabilities give?
The incentive is fixed at Rs 2,50,000 for the couple. The SSEPD guidelines state the amount as "Rupees two lakh and fifty thousand only", paid once in a lifetime, and it is locked in for 3 years after sanction.
Can a couple where both husband and wife have disabilities claim the incentive?
No. The guidelines say marriage incentive can be sanctioned only to a couple having one of the spouses with benchmark disability. A marriage where both partners have benchmark disabilities is not eligible under this particular scheme.
By when must the couple apply?
The eligible couple must apply online within one year from the date of registration of their marriage. Separately, the gap between the date of the marriage and the date of its registration must not be more than 12 months, and neither spouse may be beyond 60 years of age.
When can the money actually be withdrawn?
The incentive is locked in for 3 years and released in three phases — 10 per cent of the funds after the first year, 10 per cent after the second year and the remaining 80 per cent after the third year of the marriage. The bank is advised accordingly by the District Social Security Officer.
Who verifies the application?
Block Social Security Officers (BSSOs) are the designated Verification Officers for both rural and urban areas, and for Urban Local Bodies officers authorised by the Collector or Commissioner act as Verification Officers. Verification is a physical home visit and must be done within 15 days of the application being complete.
What happens if someone claims the incentive fraudulently?
Fraudulent claims attract imprisonment of up to two years or a fine of up to Rs 1,00,000 or both, under Section 91 of the Rights of Persons with Disabilities Act, 2016. The disbursed amount is also recovered with 12 per cent interest under the OPDR Act.
Does the couple have to return the money if they divorce?
Yes, if the divorce or dissolution happens within 5 years of the first instalment being received. The undrawn incentive is cancelled and the bank refunds the balance to the Government Treasury, while the 10 per cent already drawn is recovered within one year of the demand notice, failing which annual interest of 6.5 per cent is charged on the principal.
Is the marriage incentive available more than once?
No. The guidelines state plainly that the incentive can only be availed once in a lifetime, and that either spouse must not have availed the award under this scheme earlier.
