Sweekruti — Assistance to Parents of Transgender Children, Odisha
Odisha state government scheme
Sweekruti Assistance to Parents of Transgender Children pays Rs 1,500 per transgender child per month to the parent or guardian, until the child turns 18. The SSEPD Department, Government of Odisha, runs it under the Sweekruti scheme, and applications go through the Block or ULB administration to the District Social Security Officer.
What is Sweekruti Assistance to Parents of Transgender Children?
Sweekruti; Assistance to Parents of Transgender Children is a component of Sweekruti (A Scheme for Promotion of Transgender Equality & Justice), an umbrella scheme of the Social Security & Empowerment of Persons with Disabilities (SSEPD) Department, Government of Odisha. It pays a monthly amount to the parent or guardian of a transgender or gender non-conforming child below 18 years.
According to the Sweekruti guidelines, assistance under this head is provided to the parent at the rate of Rs 1,500 per transgender child per month, and can be paid till the child attains the age of 18 years.
The department's reasoning is set out plainly in the guidelines. Parents and guardians need awareness and information to support a gender non-conforming or transgender child, setting aside their own discomfort and deeply held normative attitudes. They need to be alert to the risk of bullying and violence outside the home; in the extended family, at school, on the playground, and to the escalation of stress and discrimination as a transgender child grows into adolescence. Financial assistance is given so that parents can bring up their transgender children successfully against societal intolerance, stigma, discrimination and violence.
The component is also designed as a feeder programme for Sweekruti's pre- and post-matric scholarship, so that a child identified early stays in the education pipeline.
Who is eligible for the assistance?
The Sweekruti guidelines set three eligibility conditions for claiming this financial assistance.
You can apply if:
- You are a parent who certifies on an affidavit that you have a child showing gender non-conforming behaviour.
- The age of the child is less than 18 years.
- You are a guardian rather than a parent, where the parent has died, and you can produce the relevant certificate of guardianship obtained from the competent authority.
You are not eligible if:
- The child has already attained 18 years. The assistance is payable only till that age, and the claim ends there.
- You cannot or will not furnish the affidavit certifying gender non-conforming behaviour. The guidelines make this the primary test.
- You are a guardian of a living parent's child without a guardianship certificate from the competent authority.
- You are an adult transgender person applying for yourself. This particular component is for parents and guardians of children; adults should look at the other Sweekruti components described below.
Notably, this component carries no income ceiling. The Rs 2.40 lakh annual family income ceiling that appears in the Sweekruti guidelines applies to the skill upgradation training component for adult transgender persons, not to the assistance to parents.

How to apply for assistance to parents of transgender children
- Obtain the prescribed application form in the Annexure A format from your Block Development Office, the Urban Local Body office, or the District Social Security Officer (DSSO).
- Swear the affidavit certifying that you have a child showing gender non-conforming behaviour, and gather the child's age proof. If you are a guardian, obtain the guardianship certificate from the competent authority.
- Submit the application through the Block or ULB administration of the area where you live. This is the route the guidelines specify — the application does not go directly to the department.
- The Block or ULB administration verifies the information given in the application against the records available with it, and recommends the case for sanction to the concerned DSSO.
- The DSSO scrutinises the recommended applications and gets them sanctioned by the Collector as per rules and procedures.
- After sanction, the DSSO ensures a bank account is opened in the name of the transgender child jointly with the father, mother or guardian, in a post office or scheduled commercial bank.
- The DSSO places the block-wise and ULB-wise fund requirement before the SSEPD Department at the beginning of the financial year; the department releases funds and the money is remitted to the child's account directly.
State press reports of December 2025 noted that families would submit the required documents through a Sweekruti online portal, with District Social Security Officers monitoring eligibility and distribution and third-party evaluation used for transparency. Check with your DSSO whether the online route is live in your district before travelling with paper.
How is the money released and monitored?
Odisha's SSEPD Department controls the flow at four points. The DSSO consolidates requirements at the start of the financial year; the department releases funds in a first allotment to the DSSOs; the DSSO remits the money to the child's account; and after disbursement the DSSO submits consolidated utilisation certificates to the department by 31 March, countersigned by the Collector.
The DSSOs additionally make online entry of data on parents assisted, including information on the transgender child. That record is what a follow-up enquiry is checked against, so keep your sanction reference and account details.
What else does Sweekruti offer the family?
Sweekruti is an umbrella scheme with 20 programme components. The ones a family with a transgender child is most likely to use next are:
- Pre- and post-matric scholarship, paid for a maximum of 10 months in an academic year, at Rs 1,000 a month for Standards V to X, Rs 1,500 for Standards XI and XII, Rs 2,000 for general graduate and post-graduate courses, Rs 2,500 for professional degrees, diplomas and certificates, and Rs 3,000 for open university and non-formal courses. A student drawing a scholarship from any other central or state scheme is not considered.
- Hostel for transgender persons, created by colleges, universities, ULBs or NGOs, since transgender students often cannot access existing boys' and girls' hostels and are not preferred as tenants.
- Skill upgradation training, open to transgender persons above 18 with a transgender certificate from the National Portal for Transgender Persons, and subject to a family income ceiling of Rs 2.40 lakh a year. A condition that is not mandatory where the person does not live with parents or legal guardians.
- Pre-recruitment coaching for competitive examinations, delivered through empanelled institutions.
- Self-employment support, Self Help Group support, rehabilitation centres, legal aid, counselling, community awareness and a State Award in the field of transgender welfare.
A Project Management Unit at state level, with a coordinator, counsellor and documentation staff, acts as the cell to redress grievances and look after the all-round development of transgender persons.
Why applications get held up, and how to fix them
- No affidavit. A plain application without the sworn affidavit fails the first eligibility test. Get it executed before submitting.
- Child's age not provable. Attach a birth certificate or school record; a self-declared age is not enough for the Block verification stage.
- Application taken directly to the district or department. The guidelines route it through the Block or ULB first, and skipping that step sends the file back.
- Guardian applying without a guardianship certificate, where the parent has died.
- Bank account in the wrong name. The account must be the child's, held jointly with a parent or guardian. A parent's sole account does not satisfy the guidelines.
- Application submitted late in the financial year, after the DSSO has placed the district's fund requirement. The claim still stands, but payment may begin only in the next allotment.

Frequently asked questions
How much is the assistance to parents of transgender children in Odisha?
Rs 1,500 per transgender child per month, paid to the parent, and payable until the child attains the age of 18 years. Where a family has more than one such child, the rate is per child.
Who can claim this assistance?
The parent of a child below 18 years who certifies on an affidavit that the child shows gender non-conforming behaviour. If the parent has died, the guardian may claim it on producing a guardianship certificate from the competent authority.
Does the child need a transgender certificate?
No. For this component the guidelines require an affidavit from the parent certifying gender non-conforming behaviour, not a certificate from the National Portal for Transgender Persons. That certificate is required for the adult components of Sweekruti such as skill training.
Where do I submit the application?
To the Block Development Office or the Urban Local Body office, in the prescribed Annexure A format. The Block or ULB verifies the information and recommends it to the District Social Security Officer (DSSO), who gets it sanctioned by the Collector.
Whose name is the bank account in?
After sanction, the DSSO ensures that an account is opened in the name of the transgender child jointly with the father, mother or guardian, in a post office or scheduled commercial bank. Funds are remitted to the child directly through that account.
What happens when the child turns 18?
The monthly assistance stops at 18. Older transgender persons can move to the other Sweekruti components — hostel support, post-matric scholarship, skill upgradation training, pre-recruitment coaching and self-employment support.
