Property Registration (Sale Deed) in Odisha
Odisha state government scheme
Property registration in Odisha is handled by the Inspector General of Registration through the portal igrodisha.gov.in. A buyer books an online slot for the deed, gets the benchmark valuation and stamp duty computed by the portal calculator, pays the registration fee through the Odisha Treasury and the stamp duty by e-stamp, then executes the sale deed before the Sub-Registrar, normally on the booked slot day.
What is property registration in Odisha?
Property registration in Odisha is the process of presenting a sale deed before the Sub-Registrar of the area, paying stamp duty and the registration fee, and having the deed recorded permanently in the state registration records. The department responsible is the Inspector General of Registration (IGR), under the Revenue and Disaster Management Department, and its portal is igrodisha.gov.in.
Registration of a sale of immovable property is compulsory under Section 17 of the Registration Act, 1908. Money paid on an unregistered agreement does not buy title. In Odisha the practical consequence is immediate: without a registered deed, the plot cannot be mutated in the Bhulekh record of rights, and the Tahasildar's record will keep showing the seller's name.
Odisha has moved most of the surrounding process online. The IGR portal offers online slot booking for deeds, a stamp duty and registration fee calculator, benchmark valuation lookup, encumbrance certificates, certified copies, model deed formats, and a facility to identify the correct Sub-Registrar Office. What has not moved online, and will not, is the execution of the deed itself.
Who can and cannot register a sale deed in Odisha?
You can register if:
- You are the buyer and seller of immovable property situated in Odisha: land, a flat, a house, a shop or agricultural land.
- Both parties are adults of sound mind and competent to contract. A minor's property is dealt with through a guardian, with court permission where the law requires it.
- The seller holds title and it is reflected in the Record of Rights on Bhulekh, or in a registered parent deed with a mutation application pending.
- A party appears through a registered power of attorney, where they cannot attend personally. A notarised-only power of attorney is not enough for a conveyance.
- The party is a company, trust, society or firm, acting through an authorised signatory with a resolution or authorisation letter.
You cannot register if:
- The stamp duty or registration fee is unpaid or short-paid against the assessed value.
- The property is tribal land subject to transfer restrictions, or otherwise falls under a statutory prohibition on transfer. Transfer of land belonging to members of Scheduled Tribes in scheduled areas of Odisha is restricted and needs the competent authority's permission.
- The property is under court injunction or attachment, or the transfer is barred by a ceiling or tenancy law.
- The seller's title is not established and the Record of Rights stands in another name with no explanation.
- The deed is presented at the wrong Sub-Registrar Office. Jurisdiction follows the property.
- Either party or the witnesses fail to appear on the booked slot.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Draft sale deed | Yes | Use the model deed format on igrodisha.gov.in |
| PAN of buyer and seller | Yes | Form 60 where PAN is absent |
| Aadhaar of parties and witnesses | Yes | For identification and biometrics |
| Photographs of both parties | Yes | Affixed and captured at the counter |
| Parent deed / chain of title | Yes | Proves the seller's title |
| Record of Rights from Bhulekh | Yes | Khata and plot number must match the deed |
| Land revenue / rent receipt | Yes | Current year |
| e-Stamp certificate | Yes | Value must equal the assessed stamp duty |
| Treasury challan for registration fee | Yes | Paid online |
| Two witnesses with photo ID | Yes | Must attend in person |
The schedule of property in the deed is where most Odisha registrations come unstuck. The tahasil, village, khata number, plot number, area and boundaries in the deed must match the Bhulekh record exactly. Copy them from the RoR, not from the seller's memory.
What does it cost?
Two separate government charges apply to a sale deed in Odisha:
- Stamp duty, levied under the Indian Stamp Act as applied in Odisha, and charged on the higher of the consideration and the government benchmark valuation of the plot.
- Registration fee, levied under the Table of Fees notified under the Registration Act, 1908 and payable to the Government of Odisha.
The IGR Odisha portal publishes a "Regd. and Stamp Duty Calculator" and a "Govt. Fees Details" section, and those are the figures to rely on. The calculator applies the current notified rate, Odisha has been amending its stamp rules recently, most recently through the Odisha Stamp (Amendment) Rules: together with the current benchmark value for your exact plot. A rate quoted on a broker's website or a two-year-old blog will not match what the Sub-Registrar demands.
Payment is electronic. Stamp duty is paid through e-stamp, and the registration fee is paid through the Odisha Treasury portal, as the IGR portal directs. Both leave a receipt in your name. Nothing is collected in cash at the counter.
How to apply for property registration in Odisha
- Verify the property first. Pull the Record of Rights on Bhulekh and apply for an encumbrance certificate on igrodisha.gov.in covering a reasonable number of past years. Do this before paying an advance, not after.
- Identify the correct Sub-Registrar Office using the SRO locator on the IGR portal, based on the village or ward where the plot lies.
- Get the deed drafted by a licensed document writer or advocate, starting from the model deed format published on igrodisha.gov.in, with the schedule of property copied from the RoR.
- Check the benchmark valuation for the plot on the portal, then run the Regd. and Stamp Duty Calculator to get the exact stamp duty and registration fee payable.
- Buy the e-stamp for the assessed stamp duty amount, in the name of the party liable to pay it under the deed.
- Pay the registration fee online through the Odisha Treasury portal route shown on igrodisha.gov.in, and save the challan.
- Book the slot using "Online Slot Booking for Deed" on the IGR portal for the correct SRO. Slot booking is compulsory before presentation.
- Attend the SRO on the slot date with the printed deed, the e-stamp certificate, the treasury challan, original identity documents, the parent deed, the RoR, and two witnesses. Both buyer and seller must be present.
- Execute and present the deed before the Sub-Registrar. Sign, give thumb impressions and photographs, and let the office capture the biometrics of both parties and the witnesses.
- Collect the registered deed with its document number, volume and page after the office completes scanning and endorsement.
Is there an offline route?
Partly. A citizen who cannot use the portal can have a licensed document writer or advocate attached to the Sub-Registrar Office complete the valuation, the payments and the slot booking on their behalf, and can be helped at the SRO's own facilitation counter or at a Common Service Centre. The IGR helpdesk on 0671-2507344, or by email at igr@odisha.gov.in, can guide you through the portal steps.
What is not optional is the electronic payment and the slot booking. Odisha does not take stamp duty in cash at the counter, and a deed presented without a booked slot will not be taken up.
How do I check the status of my application?
- On the portal: igrodisha.gov.in has an application tracking facility for services filed online, including encumbrance certificates and certified copies.
- Slot status: check your slot booking acknowledgement on the portal.
- Payment status: verify the treasury challan and the e-stamp certificate independently; e-stamp certificates carry an online verification facility.
- After registration: search the registration records on the portal with the document number and year, and order a certified copy.
- By phone or email: the IGR office on 0671-2507344, igr@odisha.gov.in or helpdesk.igrodisha@gmail.com.
What do I do after the deed is registered?
Registration transfers title. It does not update the land records by itself. In Odisha the next step is mutation:
- Apply for mutation before the Tahasildar so that the Record of Rights on Bhulekh is corrected to your name, and the rent is assessed on you.
- Pay the land revenue in your own name for the next cycle and keep the receipt.
- Update the municipal holding tax record for a house or flat in an urban local body area.
- Obtain a certified copy of the registered deed from the SRO and store it separately from the original.
- Transfer the electricity and water connections into your name.
An unmutated plot causes trouble at the worst possible time — when you sell, or when a bank runs its title search.
Why do property registrations fail or get delayed in Odisha?
- Under-valuation. The consideration stated is below the benchmark valuation, so the assessed stamp duty is higher than the parties budgeted for.
- Schedule mismatch. The khata number, plot number, area or boundaries in the deed do not match the Bhulekh Record of Rights.
- Wrong SRO. The deed is presented at an office without jurisdiction over the plot.
- e-Stamp of the wrong value, or an e-stamp issued in the wrong party's name.
- Restricted land. The plot is tribal land in a scheduled area, or otherwise subject to a transfer bar, without the competent authority's permission.
- Undisclosed encumbrance, a subsisting mortgage that the encumbrance certificate would have revealed.
- Absent witnesses, or witnesses without photo identity proof.
- No slot booked, or attendance on a day other than the booked slot.
What should you refuse to pay?
The only compulsory charges are the stamp duty and the registration fee computed by the calculator on igrodisha.gov.in, paid by e-stamp and through the Odisha Treasury portal respectively. Both are paid electronically and both leave a receipt carrying your name.
A document writer or advocate legitimately charges a professional fee for drafting the deed. That is a private service and you should agree the amount in advance. What is never legitimate is a payment for "an earlier slot", "a lower benchmark valuation" or "clearing the file at the counter". There is no paid priority queue at a Sub-Registrar Office in Odisha. Buy the e-stamp yourself, pay the fee yourself, keep both receipts, and never share an Aadhaar OTP with an intermediary.

Frequently asked questions
Which office registers a sale deed in Odisha?
The Sub-Registrar Office (SRO) having territorial jurisdiction over the property registers the sale deed, under the Inspector General of Registration, Revenue and Disaster Management Department. The igrodisha.gov.in portal has a "Know your SRO" facility that tells you the correct office for a given village or ward. Jurisdiction follows the land, not your address.
How do I book a slot for deed registration in Odisha?
Book it through the "Online Slot Booking for Deed" service on igrodisha.gov.in, which is compulsory before you appear at the Sub-Registrar office. The system issues a dated and timed slot, and the deed is taken up at the counter against that booking.
How is stamp duty calculated in Odisha?
Stamp duty in Odisha is charged on the higher of the sale consideration and the government benchmark valuation of the plot, using the rate notified under the Indian Stamp Act as applied in Odisha. Use the "Regd. and Stamp Duty Calculator" on igrodisha.gov.in for the exact rupee figure — it applies the current rate and the current benchmark value together.
How do I pay stamp duty and registration fee in Odisha?
Stamp duty is paid by e-stamp and the registration fee is paid online through the Odisha Treasury portal, as set out on igrodisha.gov.in. Nothing is paid in cash at the Sub-Registrar counter, and both payments generate a receipt in your own name.
Can I register property fully online in Odisha?
No, slot booking, valuation and payment are online, but execution and presentation of the sale deed still happen in person before the Sub-Registrar. Both the buyer and the seller, or their registered power-of-attorney holders, must appear with two witnesses for signature and biometric capture.
What is an encumbrance certificate and do I need one?
An encumbrance certificate is a statement from the registration records of the transactions registered against a property over a chosen period, and you should get one before buying. Odisha issues it online through igrodisha.gov.in. It is the cheapest way to find out that the plot is already mortgaged or already sold.
What happens if a sale deed is not registered in Odisha?
An unregistered sale deed does not transfer title to immovable property and cannot be received as evidence of the transfer, because registration is compulsory under Section 17 of the Registration Act 1908. You will also be unable to get the plot mutated in Bhulekh records or raise a loan against it.
Do I need an agent to register property in Odisha?
No, the only compulsory payments are the stamp duty and registration fee computed by the igrodisha.gov.in calculator and paid to the government. A document writer or advocate charges a professional drafting fee, which is a separate private charge; there is no legitimate payment for a faster slot or a lower valuation.
