Odisha Working Journalist Welfare Scheme
Odisha state government scheme
Odisha Working Journalist Welfare Scheme pays an ex-gratia of Rs 4 lakh to the legal heir of a working journalist who dies, and Rs 2 lakh to a journalist who is permanently incapacitated. The Information & Public Relations Department runs it, and applications are filed online at owjws.odisha.gov.in.
What is the Odisha Working Journalist Welfare Scheme?
Odisha Working Journalist Welfare Scheme is a welfare measure of the Information & Public Relations (I&PR) Department, Government of Odisha, that gives a lump sum ex-gratia payment to the family of a working journalist who dies, and to a working journalist who is permanently incapacitated and can no longer earn.
According to the scheme portal at owjws.odisha.gov.in, an ex-gratia of Rs 4 lakh is provided to the legal heir of a working journalist in case of his or her death, and Rs 2 lakh in case of permanent incapacitation. The eligible applicant applies online to the Information & Public Relations Department.
The scheme is often referred to in Odia as the Odisha Karmajibi Sambadika Kalyana Yojana, and searches for that name lead to the same portal. Journalism in Odisha is largely a low-margin profession, district stringers, photo journalists and freelance reporters typically have no employer-funded group life cover, and this ex-gratia exists to put a defined amount in the family's hands without a court process or an insurance claim.
Three things run on the same portal
- Financial assistance. The Rs 4 lakh and Rs 2 lakh ex-gratia described on this page.
- Gopabandhu Sambadika Swasthya Bima Yojana (GSSBY). A separate health insurance scheme covering the medical expenses of journalists and their eligible family members.
- Newspaper hawker registration — the Government of Odisha has recognised newspaper hawkers as organised sector workers, and the I&PR Department issues them identity cards through the same portal.
These are distinct benefits. Enrolment in GSSBY does not by itself create a claim to the ex-gratia, and receiving the ex-gratia does not require prior GSSBY enrolment.
Who is eligible under the Odisha Working Journalist Welfare Scheme?
You can claim if:
- You are the legal heir of a working journalist of Odisha who has died, and you can produce a death certificate together with a legal heir or succession certificate.
- You are a working journalist who has been permanently incapacitated, and a competent medical authority has certified that incapacity.
- The journalist concerned was working for a media house registered with the I&PR Department, Odisha, or was an accredited or freelance journalist recognised under the Odisha Press Accreditation Rules, 1994.
- The journalist was Odisha-based, including an Odisha-based journalist posted in New Delhi for an Odisha-based newspaper.
You are not eligible if:
- The person was not a working journalist: advertising staff, circulation staff, printing press employees and administrative employees of a newspaper are not covered by this component.
- The media house the journalist worked for is not registered with the I&PR Department, and no accreditation certificate can be produced.
- You are a relative but not the legal heir, and cannot produce a legal heir or succession certificate naming you.
- The journalist worked wholly outside Odisha for a non-Odisha publication.
Newspaper hawkers cannot apply under this ex-gratia component. Their route on the portal is registration and issue of an identity card, which is a separate recognition and not a cash benefit.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Death certificate | Yes (death claim) | Issued by the registering authority of the municipality or panchayat |
| Legal heir / succession certificate | Yes (death claim) | From the Tahasildar or other competent authority |
| Medical board certificate | Yes (incapacitation claim) | Certifying permanent incapacitation |
| Appointment letter | Yes | Proof of employment with a registered media house |
| Employee identity card | Yes | Issued by the media house |
| Accreditation certificate | For freelancers | Under the Odisha Press Accreditation Rules, 1994 |
| Aadhaar card of the applicant | Yes | For identification |
| Bank passbook of the claimant | Yes | Payment is made by bank transfer |
| Passport-size photograph | Yes | Of the applicant |
Every uploaded document should be a clear scan. The most common practical failure is a photographed passbook page where the IFSC or the account number is partly cut off.
How to apply for the Odisha Working Journalist Welfare Scheme
- Open the official portal at owjws.odisha.gov.in.
- Select Apply for Financial Assistance from the home page menu. Do not use the Gopabandhu Sambadika Swasthya Bima Yojana link, which is for health insurance enrolment, or the newspaper hawker link.
- Fill in the applicant's details, the deceased or incapacitated journalist's details, the media house and its I&PR registration, and the claimant's bank account details.
- Upload the supporting documents; death certificate or medical certificate, legal heir certificate, appointment letter, employee identity card, Aadhaar and bank passbook.
- Submit the form. An application number is generated on screen and an SMS confirming submission is sent to the registered mobile number. Save both.
- Log in later with the same mobile number and OTP to check the status of the application.
How to apply offline
- Approach the District Information & Public Relations Officer (DIPRO) of your district with the full document set.
- Ask for the financial assistance application form and submit it with self-attested copies of the supporting documents.
- Obtain an acknowledgement, and follow up with the I&PR Department, Lokaseva Bhawan / Lokasamparka Bhawan, Bhubaneswar.
The department's own instructions push applicants towards the online portal, and an online application is faster to trace because it carries an application number. Use the offline route where the family has no digital access, or where the documents are physically bulky.
How to check application status
- Go to owjws.odisha.gov.in and click Login.
- Enter the mobile number used at the time of application.
- Enter the OTP received on that number and complete the captcha.
- The dashboard shows the application and its current status.
If the OTP does not arrive, check that the number entered is the one used in the application, that it is not on DND for transactional SMS, and try again after a minute rather than resubmitting a fresh application. Filing a second application for the same claim slows the case down, because both then need scrutiny.
Why claims get rejected, and how to fix them
- No proof of "working journalist" status. The single largest reason. Fix it with an appointment letter plus employee identity card, or an accreditation certificate for freelance and photo journalists.
- Media house not registered with I&PR. The department verifies this from its own list. Ask the editor to confirm the registration status before filing.
- Legal heir certificate missing or naming someone else. Only the certified legal heir can receive the ex-gratia. Get the certificate from the Tahasildar first, then apply.
- Bank details mismatch. The name on the bank account must match the name of the claimant on the application and on the heir certificate.
- Illegible uploads. Rescan at a higher resolution rather than photographing the document at an angle.
- Wrong component selected. An application filed under health insurance enrolment does not become an ex-gratia claim. Refile under Financial Assistance.
Key dates to know
Odisha Working Journalist Welfare Scheme has no fixed application window for the financial assistance component. A claim arises when the journalist dies or is certified permanently incapacitated, and is filed after that event. The health insurance component on the same portal does run to announced windows, and the portal shows "Registration is closed" outside them; state press reports have noted enrolment deadlines being extended for that component in the past. Check the portal's own notice before assuming a window is open.

Frequently asked questions
How much money does the Odisha Working Journalist Welfare Scheme pay?
The scheme pays Rs 4 lakh as ex-gratia to the legal heir of a working journalist who dies, and Rs 2 lakh to a working journalist who becomes permanently incapacitated. The Information & Public Relations Department, Government of Odisha, sanctions and releases the amount.
Who can claim the Rs 4 lakh ex-gratia?
The legal heir of the deceased working journalist claims it. The applicant must be able to show a death certificate and a legal heir or succession certificate, along with proof that the journalist was working for a media house registered with the I&PR Department, Odisha.
Where do I apply for financial assistance under the scheme?
Apply online at owjws.odisha.gov.in using the "Apply for Financial Assistance" link on the home page. The same portal also handles enrolment in Gopabandhu Sambadika Swasthya Bima Yojana and registration of newspaper hawkers, so pick the correct link.
Is accreditation compulsory to get the ex-gratia?
Accreditation is not the only route, but it is the cleanest proof. A journalist employed by a registered media house can establish status through an appointment letter and employee identity card; a freelance journalist normally needs an accreditation certificate issued under the Odisha Press Accreditation Rules, 1994.
Does the scheme cover journalists from Odisha working in New Delhi?
Yes, the portal recognises Odisha-based journalists working in New Delhi for Odisha-based newspapers. For the health insurance component such applicants must additionally upload an editor's recommendation letter and a Delhi address proof.
Is there a last date to apply for the ex-gratia?
No fixed last date has been announced for the financial assistance component — a claim is filed after the death or permanent incapacitation occurs. The separate health insurance enrolment window does open and close, and the portal shows "Registration is closed" when it is not accepting applications.
How do I track my application?
Log in to owjws.odisha.gov.in with the mobile number used in the application and the OTP sent to it. The logged-in page shows the current status of the application against the application number generated at submission.
Whom do I contact if the application is stuck?
Contact the Information & Public Relations Department, Government of Odisha, on (0674) 2393220 or (0674) 2536736, on the mobile number 8480822035, or by e-mail at help.iprodisha@gmail.com.
