Mukhyamantri Kanya Sumangala Yojana, Odisha
Odisha state government scheme
Mukhyamantri Kanya Sumangala Yojana is an Odisha scheme announced in the 2026-27 state budget under which a savings instrument of about Rs 20,000 is opened for an eligible girl child within one year of birth, growing in stages to a payout of over Rs 1 lakh when she turns 21. The Standard Operating Procedure has not yet been released.
What is Mukhyamantri Kanya Sumangala Yojana?
Mukhyamantri Kanya Sumangala Yojana is a girl child savings scheme announced by the Government of Odisha in the state budget for 2026-27. Under the announced design, a savings instrument worth about Rs 20,000 is created in the name of an eligible girl child within one year of her birth, and support continues in phases so that the accumulated amount exceeds Rs 1 lakh by the time she turns 21.
Chief Minister Mohan Charan Majhi announced the scheme in the budget, and reporting on the announcement described a payout on completion of graduation, citing a figure of Rs 1,00,001. The administering department is the Women & Child Development Department, and Deputy Chief Minister Pravati Parida, who holds the portfolio, has said the detailed guidelines and framework will be made public shortly.
Important status note. As of early August 2026, the Standard Operating Procedure has not been released. Deccan Chronicle and OdishaTV both reported the scheme as being in the final stage of implementation with the SOP still pending. That means the eligibility criteria, the fund disbursement structure and the enrolment mechanism are officially unsettled, and no enrolment channel is open. This guide states what has been announced and deliberately does not fill in the gaps.
Who will be eligible for the scheme?
The announced target group:
- Girl children born into economically weaker section families in Odisha.
- The deposit is to be created within one year of the girl's birth, which makes prompt birth registration the practical first step for any family.
Who cannot apply, at least at present:
- Nobody can apply yet. There is no application form, no portal module and no Anganwadi enrolment register for this scheme, because the SOP that would create them has not been issued.
- Families outside Odisha are not eligible; this is a state scheme.
- Families above whatever income ceiling the SOP fixes will not be eligible. The announcement used the phrase "economically weaker sections" without a published rupee figure, and that figure has not been notified.
- Girls already past the deposit-creation window, that is, older than one year when the scheme opens: may fall outside the birth-linked design, but the treatment of the first cohort is precisely the kind of transitional question the SOP has to answer.
Any website currently publishing a confident, itemised eligibility list for this scheme is inferring it, most often from Uttar Pradesh's unrelated scheme of the same name. Odisha's scheme has its own design.
How the benefit is expected to work
The structure announced is a long-horizon savings instrument, not an annual cash transfer. Three features have been stated publicly:
- A deposit of about Rs 20,000 made in the girl's name within a year of birth.
- Phased support through childhood, described as linked to developmental milestones.
- A payout of more than Rs 1 lakh at age 21, tied to completion of graduation.
The stated policy purpose is to remove the financial barriers that stop girls completing their education, and to connect the benefit to milestones rather than release it as unconditional cash. Reporting also indicated that the scheme is meant to sit alongside existing Odisha programmes such as Subhadra Yojana and the Anganwadi services network, which suggests Anganwadi workers will be part of the identification and delivery chain.
How to apply for Mukhyamantri Kanya Sumangala Yojana
No application route exists yet. The steps below are what a family should actually do now so that they are ready on day one, not an enrolment procedure.
- Register the birth of the girl child with the panchayat, municipality or hospital registrar and obtain the birth certificate. The one-year window announced for creating the deposit makes this time-critical.
- Get the child's Aadhaar enrolled, and check that the parents' Aadhaar, ration card and residence records are current and consistent in name and spelling.
- Register the child at the local Anganwadi centre. The Anganwadi network is the department's frontline and is the most likely place a new Women & Child Development scheme will be operated from.
- Watch for the SOP on the Women & Child Development Department portal at wcdodisha.gov.in and through the Anganwadi worker, and read the actual eligibility criteria when they are published rather than relying on circulating summaries.
- Do not pay anyone claiming to register you now. There is no enrolment channel, so any fee demanded for "getting the name added" is a fraud.
What has not been announced
Stating the gaps plainly is more useful here than guessing at them. The following have not been published as of this guide's fact-check date:
- The income ceiling defining "economically weaker section" for this scheme.
- Whether the benefit is limited to a certain number of girls per family.
- The instrument type — fixed deposit, post office scheme, or a dedicated account, and which bank or agency holds it.
- The amounts and timing of the phased contributions between birth and age
- Whether graduation is a strict condition for the full payout, or the age of 21 alone suffices.
- The enrolment channel, the application form and any deadline.
- Any helpline number specific to the scheme.
Where to follow up
Follow the Women & Child Development Department, Government of Odisha at wcdodisha.gov.in for the SOP and the scheme guidelines, and ask at your local Anganwadi centre and the District Social Welfare Officer's office once the guidelines are out. Those are the offices that will operate the scheme, and they will have the notification before any third-party website has an accurate account of it.

Frequently asked questions
Is Mukhyamantri Kanya Sumangala Yojana open for applications yet?
No. The scheme was announced in the Odisha state budget for 2026-27 and, as of early August 2026, the Standard Operating Procedure setting out eligibility, the disbursement structure and the enrolment mechanism had not been released. Nobody can enrol until the department publishes that framework.
How much money does the scheme give?
A savings instrument worth about Rs 20,000 is to be created in the name of an eligible girl child, with support continuing in phases so that the accumulated amount exceeds Rs 1 lakh by the time she turns 21. Reporting on the announcement described a payout on completion of graduation, with the figure of Rs 1,00,001 cited.
Who will be eligible for the scheme?
Girl children born into economically weaker section families in Odisha, with the deposit created within one year of birth. The precise income ceiling, the residence requirement and any limit on the number of girls per family are exactly the details the pending SOP is meant to settle, so treat every circulating eligibility list as provisional.
When is the money paid out?
At age 21, on completion of graduation, according to the announcement. The design is a long-horizon savings instrument rather than an annual cash transfer, which is why the deposit is made at birth and left to accumulate.
Which department runs the scheme?
The Women & Child Development Department, Government of Odisha, is the administering department, and Deputy Chief Minister Pravati Parida, who holds the portfolio, confirmed that the detailed guidelines would be made public shortly. Anganwadi services are expected to be part of the delivery chain.
Is this the same as the Uttar Pradesh Kanya Sumangala Yojana?
No. Uttar Pradesh runs a separate and much older scheme of the same name with a different structure of staged payments tied to school milestones. Odisha's Mukhyamantri Kanya Sumangala Yojana is a new state scheme with its own design, and eligibility rules from the UP scheme do not apply in Odisha.
What should a family do in the meantime?
Register the birth of the girl child promptly and obtain the birth certificate, keep the family's Aadhaar and residence documents current, and watch the Women & Child Development Department portal and Anganwadi centre for the SOP. Do not pay anyone who claims to be able to register you for the scheme now, because no enrolment channel exists yet.
