What is Popularisation of Fisheries Machinery / Equipment?

Popularisation of Fisheries Machinery / Equipment is a State Plan scheme of the Fisheries & Animal Resources Development Department, Government of Odisha, implemented by the Directorate of Fisheries, Odisha, Cuttack through District Fisheries Officers and, for the coast, the Additional Fisheries Officer (Marine). It sits inside the state's umbrella fisheries programme Mukhyamantri Maschyajibi Kalyan Yojana (MMKY) and is often written in field papers as "Popularization of Fishery Machinery / Equipment".

The scheme exists because a pond, a hatchery or a fishing boat becomes far more productive once basic machinery is added to it, and that machinery is usually beyond a small operator's cash flow. According to the MMKY guideline, aerators and air blowers oxidise unused nutrients and faecal matter, neutralise toxic gases and stabilise the biotic factors of the pond ecosystem; bio-security nets keep crabs, snakes, rodents and disease-carrying water out of a tank; automated feeders cut the single largest input cost in aquaculture by dispensing feed without waste; ice boxes hold fish quality long enough to fetch a better price; and gen-sets keep brackish water farm sites running when the grid fails. For marine fishers, a trawl net with square mesh at the cod end raises the catch per unit of effort.

The subsidy pattern is deliberately simple: 40 per cent of the unit cost for all categories, General, SC, ST, transgender and Divyang applicants alike: subject to a rupee ceiling fixed for each item.

How much subsidy does the scheme pay?

Subsidy is back-ended, meaning you buy the item first and the department reimburses 40 per cent of the unit cost afterwards, up to the ceiling below.

Component Tentative unit cost Maximum subsidy per unit
Aerator, 1 HP Rs 30,000 Rs 12,000
Aerator, 2 HP Rs 45,000 Rs 18,000
Air blower, 5 HP Rs 80,000 Rs 32,000
Air blower, 10 HP Rs 1,00,000 Rs 40,000
Fishing net with all fittings (300 ft) Rs 50,000 Rs 20,000
Bio-security net Rs 20,000 Rs 8,000
Trawl net with square mesh at cod end, or gill net Rs 2,00,000 Rs 80,000
Gen-set Rs 2,50,000 Rs 1,00,000
Solar power based smart technology Rs 2,50,000 Rs 1,00,000
Live fish / seed transport vehicle (four-wheeler with aeration) Rs 10,00,000 Rs 4,00,000
Automated feeder Rs 50,000 Rs 20,000
Ice box Rs 5,000 Rs 2,000

Aerators are allowed up to six units per farmer and air blowers one unit; the guideline notes that item-wise unit numbers are indicative and can be modified by district-level officers within the district financial target.

Payment reaches the Aadhaar-linked bank account by DBT. The guideline is blunt on one point: subsidy must never be released directly to suppliers, and any item costing Rs 20,000 or more must be paid for online by RTGS, NEFT or UPI, with the transaction receipt submitted before subsidy is released.

Who is eligible for the fisheries machinery subsidy?

You can claim the subsidy if:

  • You are an individual fish farmer, fisher, or a registered member of a Primary Fishermen Co-operative Society or a Women Self Help Group engaged in fish or shrimp farming or in marine fishing.
  • You are a resident or registered entity of Odisha and can produce identity and residential proof including an Aadhaar card.
  • You hold a bank account in Odisha in your own name or the organisation's name.
  • The item you want is relevant to your jurisdiction and sector. A marine fisher can take marine-sector items from their area of operation, an inland farmer takes inland items.
  • The equipment is completely new. The Assistant Fisheries Officer must certify this at the initial inspection.

You are not eligible if:

  • Your family has already drawn subsidy on the same component in the last three years. The scheme counts the beneficiary family, not the individual member, and one family cannot take multiple benefits under one scheme.
  • You want to claim for second-hand or already-installed equipment. The pre-installation geo-tagged photograph exists precisely to stop this.
  • You cannot produce a GST bill and tax invoice from a supplier holding a GSTIN.
  • You are a marine applicant without a registered boat and a current fishing licence, since both numbers are asked for in the application form.
  • You want subsidy on an item not listed in the unit-cost table. Only listed items attract subsidy, and only against actual GST bills for those items.

What documents are required?

The guideline's Annexure-I application form ends with a checklist of self-signed documents:

Document Mandatory Notes
QR Aadhaar card photocopy Yes Aadhaar-linked mobile number is required
Photo ID card photocopy Yes Any government photo identity
Caste certificate photocopy Only if claiming SC/ST/OBC Does not change the 40 per cent rate
First page of bank passbook Yes Account name, number, IFSC and branch
Boat registration certificate Marine applicants only Registration and licence numbers both go in the form
Up-to-date fishing licence Marine applicants only Must be current
GST bill / tax invoice Yes, after purchase Plus the online payment receipt for items of Rs 20,000 and above

The form also asks for plot and khata number, village, gram panchayat, block and district of the farm, the CAA registration number for brackish water farmers, whether you are funding the purchase yourself or through a bank, and a declaration of any government scheme support received in the last three years.

How to apply for the fisheries machinery subsidy

  1. Watch for the advertisement. The Directorate of Fisheries publicises the scheme on its website, in newspapers, and through wall posters at district and block fisheries offices.
  2. Register on the Go-Sugam portal at sugam.odisha.gov.in and fill the application, choosing the components you want and the number of units. If the online route is difficult, submit the Annexure-I form offline through the Assistant Fisheries Officer (block or marine extension unit), who will upload it to Go-Sugam.
  3. Let the Assistant Fisheries Officer inspect the site. The AFO takes initial geo-tagged photographs of your farm, hatchery, rearing unit or boat with you in frame and files a feasibility report in Annexure-II, normally within 15 days of receiving the application.
  4. Wait for the District Level Committee chaired by the Collector to approve the list, normally within 30 days of receipt of the application.
  5. Collect the go-ahead letter in Annexure-III from the District Fisheries Officer or Additional Fisheries Officer (Marine), issued within 15 days of DLC approval. Do not buy anything before this letter.
  6. Buy the equipment from any authorised dealer of an approved brand, or nets from OPDC if you opted for that, paying online for any item of Rs 20,000 or more and collecting the GST bill.
  7. Install it and tell the AFO. The AFO physically verifies 100 per cent of completed projects, takes post-installation geo-tagged photographs and files the utilisation certificate in Annexure-IV; you sign a self-declaration in Annexure-VI that the assets arrived in good condition and to specification.
  8. Receive the subsidy by DBT, released by the District Fisheries Officer within 15 days of the joint inspection.

How do I check the status of my application?

Log in to Go-Sugam with the credentials you registered with — the guideline requires a complete digitised beneficiary database on the portal, and district officers must upload subsidy release information there monthly. For anything the portal does not show, the correct person to ask is the Assistant Fisheries Officer of your block or marine extension unit, who handles the initial scrutiny, and above them the District Fisheries Officer or Additional Fisheries Officer (Marine), who chairs the file after the DLC.

Above the district, the Zonal Deputy Directors of Fisheries supervise implementation and inspect developed units during district visits, and the Directorate of Fisheries at Cuttack receives a monthly progress report from every district.

Why applications and subsidy claims fail

  • Equipment bought before the go-ahead letter. The pre-installation inspection cannot certify a machine that is already running.
  • No GST bill, or a bill from a supplier without a GSTIN. Subsidy is released only against a proper tax invoice.
  • Cash payment for an item of Rs 20,000 or more. Online transaction proof is mandatory for these, and the rule applies per item of the scheme regardless of how many suppliers or transactions were used.
  • Same component claimed inside three years by any member of the family.
  • Item mismatched to sector, for example an inland farmer claiming a trawl net.
  • Project not started within two months of the go-ahead, after which a one-month notice runs and the go-ahead may be cancelled. Bank-financed cases get up to six months but must still close within the financial year.
  • Marine papers not current, an expired fishing licence or an unregistered boat.

Key dates and verification checkpoints

The guideline sets a working calendar rather than a hard statutory deadline. Applications should reach the department preferably by December each year; initial scrutiny and geo-tagging by the AFO happens within 15 days; the District Level Committee meets within 30 days of receipt; the go-ahead follows within 15 days of DLC approval; field inspection within 15 days of your completion intimation; departmental cross-verification within 15 days after that; and subsidy release within 15 days of the joint inspection.

Cross-verification is layered. The AFO checks every completed project, and the DFO or Additional FO independently re-checks 10 per cent of cases with subsidy up to Rs 50,000 and 25 per cent of cases above Rs 50,001. Districts may raise their own target by up to 25 per cent based on demand.

Help, grievances and a caution

  • Directorate of Fisheries, Odisha, Cuttack, email director.odifish@gmail.com; is the apex office for the scheme. No dedicated toll-free helpline is published for this scheme.
  • Your District Fisheries Officer is the sanctioning authority and the first place to take a delayed subsidy.
  • Written grievances against any Odisha government office can be filed at janasunani.odisha.gov.in.

Applying is free. No dealer, agent or facilitator can charge you for a go-ahead letter, and the guideline's insistence that subsidy is never paid to suppliers exists to stop dealers from collecting it on your behalf. If a supplier offers to "handle the subsidy paperwork" in exchange for the subsidy amount, that arrangement is outside the scheme.

Documents required

Aadhaar card (QR copy)
Listed first in the guideline's checklist. The bank account must be Aadhaar-linked because the subsidy is paid by DBT.
Photo identity card
A self-signed photocopy is attached to the application form at Annexure-I.
First page of the bank passbook
Account must be in the applicant's or the organisation's name and held in Odisha.
Caste certificateoptional
Attached where the applicant claims SC, ST or OBC category. The subsidy rate is 40 per cent for every category, so it does not change the amount.
Boat registration certificateoptional
Mandatory only for marine fishermen applying for marine-sector items such as trawl nets or gill nets.
Up-to-date fishing licenceoptional
Mandatory only for marine fishermen. The application form also asks for the boat licence number.
CAA registration numberoptional
Required from brackish water farmers, who record their Coastal Aquaculture Authority registration in the form.
GST bill and tax invoice for the equipment purchased
Submitted after purchase. No subsidy is released without a GSTIN-bearing invoice, and payments of Rs 20,000 or more per item must be made by RTGS, NEFT or UPI with the transaction receipt attached.

Frequently asked questions

How much subsidy does Popularisation of Fisheries Machinery give?

The scheme gives a back-ended subsidy of 40 per cent of the unit cost for every category of applicant, capped item by item. The caps run from Rs 2,000 on an ice box and Rs 12,000 on a 1 HP aerator up to Rs 1,00,000 on a gen-set and Rs 4,00,000 on a live fish or seed transport vehicle.

Who can apply for the Odisha fisheries machinery subsidy?

Individual fish farmers, fishers, registered members of Primary Fishermen Co-operative Societies and Women Self Help Groups involved in fish or shrimp farming and marine fishing can apply. The applicant must be a resident or registered entity of Odisha and hold a bank account in Odisha in their own or the organisation's name.

Can I apply for more than one machine?

Yes. The guideline says a beneficiary is eligible for subsidy on more than one component according to the activity undertaken, within the per-item unit caps listed in the guideline. A component you have already drawn subsidy on in the last three years is barred, but other components remain open.

Where do I apply for this Odisha fisheries subsidy?

Applications go online through the Go-Sugam portal at sugam.odisha.gov.in. If the online route is difficult, the guideline allows an offline application in the Annexure-I format through the Assistant Fisheries Officer of the block or marine extension unit, who then uploads it to Go-Sugam before any go-ahead is issued.

When is the subsidy actually paid?

The subsidy is back-ended, so it is paid only after you buy and install the equipment. The Assistant Fisheries Officer inspects 100 per cent of completed units, uploads geo-tagged post-installation photographs and a utilisation certificate, and the District Fisheries Officer then releases the money by DBT within 15 days of the joint inspection.

Can a family claim the subsidy twice?

No. The guideline counts the beneficiary family, not the individual member. A family is not eligible for subsidy under the same scheme if any of its members has drawn subsidy on that component during the last three years, with 1 April taken as the cut-off date for each financial year.

Do I have to buy from a government-approved dealer?

You may buy from any authorised dealer of a brand whose specification the Director of Fisheries has approved. The guideline is explicit that the Director approves specifications and brands, not dealers. Nets may alternatively be bought from OPDC, Bhubaneswar, if you opt for that in the application itself.

What happens if I do not start the project after getting the go-ahead?

The District Fisheries Officer assesses progress two months after the go-ahead letter and issues a one-month notice if nothing has started. If there is still no progress after that notice, the go-ahead can be cancelled and the slot reissued, subject to review of the reasons case by case.
