What is the Pathani Samanta Mathematics Talent Scholarship?

The Pathani Samanta Mathematics Talent Scholarship, abbreviated PSMTS, is a merit scholarship of the School & Mass Education Department, Government of Odisha, administered through the Directorate of Higher Secondary Education (DHSE). It rewards higher secondary students who have shown particular strength in mathematics at the Class 10 board examination.

The scholarship carries the name of Pathani Samanta; Samanta Chandrasekhar Singh Harichandan Mahapatra, the nineteenth-century Odia astronomer who measured the positions of celestial bodies with instruments of bamboo and wood, without a telescope, and set out his results in the Siddhanta Darpana. Naming a mathematics scholarship after him is the state's way of pointing students towards quantitative study.

According to the DHSE note on scholarships for higher secondary students, PSMTS is awarded at Rs 5,000 per annum to the top 1,000 students studying in Class XI and 1,000 students in Class XII.

How are PSMTS students chosen?

Selection under PSMTS is unusual, and worth understanding precisely, because there is no separate talent test to sit.

  • The award is based on aggregate marks plus the marks secured in Mathematics in the Annual HSC Examination conducted by BSE, Odisha, the Class 10 board examination.
  • After the HSC results are published, BSE Odisha provides a list of the top 2,000 students who are eligible to apply for PSMTS.
  • Those students apply through the State Scholarship Portal, and the applications are validated by their Principals.
  • From the validated pool, 1,000 students are finally selected on merit.

In other words, being in the top 2,000 makes you eligible to apply; it does not by itself award the scholarship. A student who is on the BSE list but does not apply on the portal, or whose application the Principal does not validate, is simply dropped from the final list of 1,000.

Who is eligible for the Pathani Samanta scholarship?

You can apply if:

  • You appeared in the Annual HSC Examination conducted by BSE, Odisha, and your name is on the list of the top 2,000 students supplied by BSE to the department on aggregate plus Mathematics marks.
  • You are currently studying in Class XI, or in Class XII for the second-year award.
  • You are a student of Odisha with a functioning bank account for the credit.
  • Your Principal validates your application on the State Scholarship Portal.

You cannot apply if:

  • Your name does not appear in the top-2,000 list released by BSE Odisha. There is no separate route in through an application or a test.
  • You did not sit the annual HSC examination of BSE, Odisha, for example because you took a CBSE or ICSE Class 10 examination, the selection is drawn directly from the BSE result database.
  • You are not enrolled in Class XI or Class XII in the year of the award.
  • Your application is not validated by the Principal within the window.

PSMTS is a talent award, and the DHSE note prescribes no caste category restriction. It should not be confused with the Junior Merit Scholarship, which the same department awards at Rs 3,000 per annum to 10,000 Class XI and 10,000 Class XII students who scored 60% or more in the Class 10 board examination and whose parental income does not exceed Rs 6 lakh. Many students qualify for the Junior Merit Scholarship and not for PSMTS, or the other way round, because the two use different filters.

How to apply for the Pathani Samanta Mathematics Talent Scholarship

  1. Wait for the BSE Odisha HSC result and the top-2,000 list. BSE supplies the list to the department after the result is published; students on that list become eligible to apply.
  2. Register on the Odisha State Scholarship Portal at scholarship.odisha.gov.in using your Aadhaar number and the mobile number linked to that Aadhaar. Collect the user ID and password sent by SMS.
  3. Log in and select the Pathani Samanta Mathematics Talent Scholarship from the list of schemes available to you.
  4. Fill in your personal, academic and bank details exactly as they appear on your Aadhaar and HSC mark sheet, and upload the mark sheet, bank passbook page, photograph and identity card.
  5. Preview and submit the form, then save the acknowledgement.
  6. Follow up with your Principal, who has to validate the application on the portal. Validation is the step that carries your name into the final merit selection of 1,000.

There is no offline form. The whole flow — application, validation, sanction and certificate; runs through the State Scholarship Portal.

How the money reaches the student

The scholarship amount is credited to the beneficiary's account through the bank. Administratively, the Director, Elementary Education is the Nodal Officer for PSMTS: the Nodal Officer draws the allotment and credits it to the DHSE account, from which payments to selected students are released.

For a student, this matters in one practical way, a payment query is a DHSE matter routed through the Principal, not something the school office settles on its own.

How to check your PSMTS status

Log in to scholarship.odisha.gov.in with the same user ID and open the application status page. The states to look for are submitted, validated by Principal and sanctioned. An application still sitting at submitted well after the closing date is almost always waiting on the Principal.

Awardees also receive an e-certificate in their portal login. The School & Mass Education Department introduced these certificates under the signature of the Secretary, S&ME and the Director, Higher Secondary Education, so a student does not need to collect a paper certificate from the office.

Common reasons a PSMTS application does not succeed

  • Not on the BSE top-2,000 list. This is a hard filter and cannot be appealed by applying anyway.
  • Principal did not validate the application before the deadline.
  • Name or date of birth mismatch between Aadhaar, the HSC mark sheet and the portal record.
  • Bank details wrong or the account dormant, so the credit bounces.
  • Ranked inside the top 2,000 but outside the final 1,000, a straightforward merit outcome, since twice as many students are made eligible as there are awards.

Students whose HSC marks change after re-addition or re-evaluation should raise the matter with the Principal at once, because the eligibility list is generated from the board's published result.

Key dates

PSMTS follows the BSE Odisha examination calendar rather than a fixed annual date. The sequence each year is: HSC result published, BSE hands the top-2,000 list to the department, the scheme opens on the State Scholarship Portal, students apply, Principals validate, and the final list of 1,000 is drawn. Watch scholarship.odisha.gov.in from the time the HSC result is announced; the closing date is notified there.

Help and grievance redressal

  • Sanjog scholarship helpline: 155335 or toll-free 1800-345-6770
  • First stop for any application or validation problem: the Principal of your higher secondary school or college, who holds the validation rights
  • Department: School & Mass Education Department, through the Directorate of Higher Secondary Education
  • Portal: scholarship.odisha.gov.in for status, e-certificate and instruction manuals

The application is free. No agent can place your name on the BSE top-2,000 list, because that list is generated from the board result itself.
