Odisha State Food Security Scheme (SFSS)
Odisha state government scheme
The State Food Security Scheme is Odisha's own ration programme for poor households left out of the National Food Security Act, launched on 2 October 2018 for about 25 lakh people. SFSS gives 5 kg of rice per person per month at Re 1 per kg through fair price shops, and enrolment is done through the Block or urban local body office.
What is the Odisha State Food Security Scheme?
The State Food Security Scheme (SFSS) is Odisha's own subsidised food grain programme, run by the Food Supplies and Consumer Welfare Department and paid for entirely from the state budget. Odisha launched SFSS on 2 October 2018 to cover poor families who were genuinely eligible for subsidised rice but had been left out of the National Food Security Act list because the state's central quota was already exhausted. About 25 lakh people were brought under the scheme at launch.
According to the department's own allotment orders, the scale of distribution under SFSS is 5 kg of rice per person per month at Re 1 per kg, the same per-head entitlement an NFSA priority household receives in Odisha. The rice is issued through the same fair price shop network and the same e-PoS devices, so for a family standing at the counter there is no practical difference between the two schemes.
What does SFSS provide?
- 5 kg of rice per person per month, priced at Re 1 per kg.
- Distribution through fair price shops holding a valid licence for the financial year, using e-PoS devices with biometric or OTP authentication.
- Allotments issued district-wise by the department on a bi-monthly cycle, with the state allotment order published for every allotment month.
- A State Food Security Scheme ration card, distinct from the NFSA card but usable in the same way.
The department has periodically enhanced the benefit. On the Chief Minister's direction, the 5 kg SFSS entitlement was distributed free of cost for a 12-month period through 2023, and the scheme has been extended beyond its original horizon rather than closed.
Odisha's allotment order for February and March 2020, for example, released 31,230.10 quintals of rice from the state pool across 30 districts for 83,035 families and 3,12,301 individual members through 12,663 fair price shops. A useful illustration of how the per-head entitlement is converted into a district-wise allotment every cycle.
Who is eligible for the State Food Security Scheme?
You can be included if:
- You are a permanent resident of Odisha.
- Your household is poor by the state's own tests but does not hold a ration card under the National Food Security Act.
- Your household meets the state's income, land and asset criteria for a subsidised ration card.
- Every member you want listed on the card has an Aadhaar number that can be seeded to the card.
You are not eligible if:
- Your household already holds an NFSA ration card. SFSS exists only to cover households NFSA left out, and a family cannot draw from both.
- Any member of the household is an income tax payer.
- The household has a member in regular government or public sector service.
- The household exceeds the notified land, motor vehicle or income limits.
- The household is not resident in the Gram Panchayat or ward where the application is filed.
Inclusion is a household decision, not an individual one. The card is normally issued in the name of the eldest woman of the household aged 18 or above, following the same convention Odisha uses for NFSA cards.

How to apply for an SFSS ration card
- Collect the State Food Security Scheme ration card application form from your Block office if you live in a rural area, or from your Municipality, NAC or Tahasil office if you live in a town.
- Fill in the household details — head of household, every member to be listed, each member's Aadhaar number, your Gram Panchayat or ward, and the fair price shop you want the card tagged to.
- Attach Aadhaar copies for all listed members, a residence proof and a photograph of the head of household, and submit the form at the same office.
- Collect the acknowledgement receipt. Keep the application number written on it, this is what you will use to check status.
- Wait for the field verification by the Village Level Worker, the Panchayat Executive Officer or the ward officer, who confirms residence and household composition.
- Once approved, download or collect the ration card and check that every member's name and Aadhaar has been recorded correctly.
- Take the card to your tagged fair price shop for the first month's issue and complete the Aadhaar authentication on the e-PoS device.
How to check status and download the card online
- Open the department portal at foododisha.in.
- Select the ration card search or beneficiary search option.
- Choose your district and block or urban local body, then enter your ration card number or the application number from your acknowledgement.
- View the household record, the members listed and the monthly entitlement, and download the card where the option is available.
The portal also publishes the fair price shop-wise allotment, so you can see whether your dealer's stock for the month has actually been lifted before you walk to the shop.
Why SFSS rice sometimes does not reach a family
- Allotment not lifted by the dealer. The state releases stock district-wise each cycle, but if the fair price shop has not lifted it, nothing is issued. Check the FPS-wise allotment on the portal.
- Fair price shop licence not valid. Departmental orders are explicit that allotted stock is released only to shops holding a valid licence or renewal for the financial year.
- Aadhaar authentication failure on the e-PoS device, usually a worn fingerprint or a mobile number not linked for OTP. Ask the dealer to try the alternate authentication mode.
- Wrong dealer tagging. Irrational tagging of fair price shops at digitisation time was a known problem, and the department directed that SFSS cards be re-tagged to the dealers who actually distribute NFSA grain in the same area.
- Member not seeded. A newborn or a newly married member who has not been added will not be counted in the per-head calculation.
Manual distribution outside the e-PoS device is allowed only in exceptional cases and only with prior approval of the ADM, BDO, EO or Civil Supplies Officer, with stock and sales records preserved. If a dealer tells you the machine is broken and asks for cash without a receipt, that is a complaint worth making.
How to complain
- Toll-free consumer helpline: 1967
- Odisha food and consumer welfare helpline: 1800-345-6724
- Block Civil Supplies Officer or the Inspector of Supplies for shop-level problems, who is required to verify at least 25 per cent of sales in each block or urban local body every month.
- Civil Supplies Officer (CSO)-cum-District Manager at district level.
- Odisha State Food Commission, Toshali Bhawan, Bhubaneswar, for grievances that the district administration has not resolved.
Applying for a ration card under the State Food Security Scheme is free. No fee is payable to any dealer, agent or middleman for adding a name to the card, and the rice itself must be sold only at the notified Re 1 per kg; or free, where the state has notified a free distribution period.

Frequently asked questions
How much rice does the State Food Security Scheme give?
SFSS gives 5 kg of rice per person per month at Re 1 per kg, the same per-head scale used under the National Food Security Act in Odisha. The entitlement is per person listed on the card, so a family of four receives 20 kg a month.
Who is the State Food Security Scheme for?
SFSS is for poor Odisha households that were left out of the National Food Security Act list because the central quota for the state was already full. Odisha launched it on 2 October 2018 to cover about 25 lakh such people from its own budget.
How is SFSS different from an NFSA ration card?
The entitlement is the same — 5 kg per person per month — but SFSS rice is paid for entirely by the Odisha government, while NFSA rice comes from the central pool. The distinction matters only for the department's accounting; at the fair price shop the two are issued side by side.
Was SFSS rice ever given free?
Yes. On the Chief Minister's direction the state distributed the 5 kg SFSS entitlement free of cost for a 12-month period running through 2023, instead of charging Re 1 per kg.
Who cannot get an SFSS card?
Households that already hold an NFSA ration card are not eligible, since SFSS exists only to cover those excluded from NFSA. Households that fail the state's exclusion tests — income tax payers, government salary earners and families above the notified asset and income limits — are also not eligible.
Where do I apply for an SFSS card?
Apply at your Block office in rural areas or at the urban local body or Tahasil office in towns. The application is offline; the Food Supplies and Consumer Welfare Department portal at foododisha.in is used to check status and download the card.
How do I check my ration card status in Odisha?
Open foododisha.in and use the ration card search, entering your district, block or ULB and your ration card number or application number. The same portal lets you download the card and view your monthly entitlement.
Why did my fair price shop refuse to give SFSS rice?
The usual reasons are that the shop's monthly allotment had not been lifted, that Aadhaar authentication failed on the e-PoS device, or that the card was tagged to a different dealer. Take the card and Aadhaar to the Block Civil Supplies Officer, and use the 1967 toll-free number to complain.
