What is the Odisha EV purchase subsidy?

The Odisha Electric Vehicle Purchase Subsidy is the user-side incentive under the Odisha Electric Vehicle Policy, 2021, notified by the Commerce and Transport (Transport) Department, Government of Odisha through Resolution No. 7645/T dated 1 September 2021 and published in Odisha Gazette Extraordinary No. 1358 dated 2 September 2021. The policy was framed on the advice of NITI Aayog.

The policy's stated objective is to accelerate adoption of electric vehicles, especially two-wheelers, three-wheelers and light motor vehicles, and to achieve 20 percent battery electric vehicles in all vehicle registrations by 2025. Two-wheelers make up about 82 percent of new vehicle registrations in Odisha, which is why they sit at the centre of the policy, with LMVs at roughly 7 percent and three-wheelers at 3.06 percent.

The fiscal incentives under the state policy were designed to be in addition to the demand incentives available under the Government of India's FAME India Phase-II scheme, not in place of them.

How much is the EV subsidy in Odisha?

The subsidy was revised once, and the revised rates are the ones that matter.

Original rates (Resolution of 1 September 2021, applicable from 1 September 2021)

Category Subsidy Maximum
Two-wheelers 15% of vehicle cost Rs 5,000
Three-wheelers 15% of vehicle cost Rs 10,000
Four-wheelers 15% of vehicle cost Rs 50,000

Revised rates (amendment notification No. 4709 dated 26 April 2023)

Category Subsidy Maximum
Two-wheelers Rs 5,000 per kWh Rs 20,000
Three-wheelers Flat rate per vehicle Rs 30,000
Four-wheelers Rs 10,000 per kWh Rs 1,50,000

The Commerce and Transport Department gave a candid reason for the increase in the amendment itself: against the policy objective of 20 percent, only about 4.48 percent of electric vehicles had been registered by the end of 2022, which the department described as not satisfactory. The subsidy therefore moved from a percentage of price to a battery-capacity basis, which rewards larger and longer-range vehicles.

Two other user incentives sit alongside the purchase subsidy. Interest subvention at 5 percent during the policy period was provided to the public for purchase of personal EVs, and 100 percent interest-free loans were to be made available to state government employees for purchase of electric vehicles.

What about road tax and registration fees?

By notification No. 9191 dated 29 October 2021, issued under clause (ii) of sub-section (1) of Section 15 of the Odisha Motor Vehicles Taxation Act, 1975, the state government allowed 100 percent exemption of motor vehicle taxes and registration fees for all types of battery-operated vehicles during the policy period. This followed the Ministry of Road Transport and Highways notification G.S.R. 525(E) of 2 August 2021, which had already exempted battery-operated vehicles from registration certificate fees under the Central Motor Vehicle Rules.

The exemption is automatic at the RTO counter, there is no application and no separate certificate to obtain.

Who is eligible and who is not eligible?

You can benefit if:

  • You buy and register an electric vehicle in Odisha during the policy period.
  • Your two-wheeler meets the FAME India Phase-II performance and efficiency criteria: minimum top speed of 40 km/hour, minimum acceleration of 0.65 m/s², maximum electric energy consumption not exceeding 7 kWh per 100 km, and at least 3 years' comprehensive warranty including the battery from the manufacturer.
  • Your vehicle is a battery electric vehicle or fuel cell EV using advanced battery technology with energy power density similar to or greater than a lithium-ion battery. The regulations apply equally to both.
  • The OEM has registered the model, including swappable battery models, with the Transport Department as required by clause 4.1.7.

You are not eligible if:

  • The vehicle was registered outside Odisha. The subsidy is credited by the RTO where the vehicle is registered or will be registered, so an out-of-state registration takes the buyer outside the scheme.
  • The vehicle is a hybrid or conventional internal combustion engine vehicle. The policy is written for battery electric and fuel cell vehicles.
  • Your electric two-wheeler fails the FAME-II thresholds on speed, acceleration, energy consumption or warranty.
  • You are the 5,001st or later buyer of an electric goods carrier, since that incentive is expressly capped at the first 5,000 such vehicles registered in the state.
  • You buy after the policy period. The subsidy is tied to the policy window, which is discussed below.

How to apply for and receive the Odisha EV subsidy

  1. Choose a qualifying electric vehicle whose model is registered with the Transport Department, and for a two-wheeler check that it meets the FAME-II criteria on top speed, acceleration, energy consumption and battery warranty.
  2. Note the battery capacity in kWh on the invoice, because the two-wheeler and four-wheeler subsidy is calculated per kWh — Rs 5,000 per kWh and Rs 10,000 per kWh respectively.
  3. Register the vehicle at your Odisha RTO, where the 100 percent exemption on motor vehicle tax and registration fees is applied at the counter.
  4. Give the RTO your correct bank account details. The notification of 26 April 2023 states that the subsidy amount will be credited to the bank accounts of the beneficiaries by the concerned RTO where the vehicle is registered or will be registered.
  5. Follow up with the RTO if the credit does not arrive. The Transport Commissioner was directed, with the help of NIC and OCAC, to develop a dedicated portal to monitor EV sales, crediting of purchase incentives and loan subsidy, ask your RTO whether that tracking facility covers your case.

There is no application fee and no separate claim form for the purchase subsidy. A dealer or agent asking for money to "process your EV subsidy" is not acting for the Transport Department.

Is the Odisha EV policy still open?

This is the question most buyers need answered, and the answer requires care.

The policy stated at clause 3.1 that it would remain valid for four years from the date of notification, that is from 1 September 2021. The subsidy notification of 26 April 2023 described the policy period as running up to 31 December 2025, and the motor vehicle tax exemption notification of 29 October 2021 used the same end date.

Then, by notification No. 16394 dated 31 December 2025, issued under para 11.5 of the policy, the government extended the validity of the policy till 31 March 2026 in the public interest.

As of this page's fact-check date, no notification extending the policy beyond 31 March 2026 appears on the Commerce and Transport Department's policies page, which lists the consolidated Odisha EV Policy-2021 alongside the Civil Aviation, Port, Logistics and RVSF policies. A buyer should therefore treat the purchase subsidy as closed unless the RTO confirms a fresh extension, and should not assume the incentive from a dealer's brochure.

What incentives exist beyond the personal purchase subsidy?

Buses. Government of Odisha undertook to ensure that pure electric buses form at least 50 percent of all new stage carriages procured for city buses over five years. A subsidy of 10 percent of vehicle cost limited to Rs 4 lakh applies, with caps of Rs 2 lakh for non-AC, Rs 3 lakh for AC and Rs 4 lakh for AC deluxe buses per vehicle, along with 100 percent exemption on road tax and registration fees for the first four years and 5 percent interest subvention on purchase loans.

Goods carriers. Individual and fleet owners get a purchase incentive of Rs 30,000 for the first 5,000 electric goods carriers registered in the state, with 5 percent interest subvention, 100 percent road tax and registration fee exemption for the policy period, exemption from no-entry and idle-parking restrictions on identified roads during notified hours, and a scrapping incentive for old ICE goods carriers as per the Government of India scrapping policy.

Charging infrastructure. For private charging points, the government provides a grant for purchase of charging equipment of up to Rs 5,000 for the first 20,000 points, available only where the point complies with the electrical norms of the state's distribution companies and Ministry of Power guidelines. Customers buy the point with the grant and ask the discom to install it, with the approved installation charge collected through the electricity bill. For public charging, energy operators are invited to set up charging and battery swapping stations across cities and along national and state highways at bare minimum rental lease, fuel stations on highways are encouraged to add fast chargers, and the tariff for charging stations is notified by OERC.

Manufacturing. Reimbursement of 100 percent net SGST to EV manufacturing units in Odisha during the policy period was provided under IPR 2015 and the MSME Policy 2016, and small and micro EV battery manufacturing units were made eligible for incentives under the MSME Policy 2016 and the Odisha Startup Policy 2016.

Who administers the policy and where do I complain?

Administration runs through a State Level Task Force chaired by the Chief Secretary with the Agriculture Production Commissioner as Vice-Chairman, a Steering Committee that acts as its executing arm, and an EV Cell. The Steering Committee's declared job is to ensure that the incentives approved in the policy actually reach end-users, and to review the functioning of the EV Cell.

For an individual buyer, the practical channel is narrower and simpler: the Regional Transport Office where the vehicle is registered credits the subsidy, and the Transport Commissioner, Odisha under the Commerce and Transport Department is the authority above it. Policy documents, including the consolidated Odisha EV Policy-2021 with all its amendment notifications, are published on the department's policies page at ct.odisha.gov.in.

How to check your EV subsidy status

There is no online application, no acknowledgement number and no tracking portal for an individual buyer to log into, because the Odisha EV purchase subsidy is not claimed, it is credited automatically by the RTO after registration. That makes status checking a matter of following up at the right office rather than checking a dashboard.

  • Start with the RTO where the vehicle is registered. The 26 April 2023 notification places the responsibility for crediting the subsidy on "the concerned RTO where the vehicle is registered or will be registered." That RTO, not the Transport Commissioner's office or the department headquarters, is the correct first point of contact if a credit has not arrived.
  • Keep your registration certificate and bank account proof ready when you follow up, since the RTO will check the credit against your vehicle registration number and the bank details you gave at the time of registration.
  • Ask specifically about the EV sales and incentive monitoring facility. The policy directed the Transport Commissioner, working with NIC and OCAC, to build a dedicated system to monitor EV sales and the crediting of purchase incentives and loan subsidy. Coverage and rollout of this tracking facility have not been confirmed publicly for every RTO, so ask your RTO whether your registration is reflected in it rather than assuming it exists everywhere.
  • If the RTO cannot resolve it, escalate in writing to the Transport Commissioner, Odisha, under the Commerce and Transport Department, quoting your vehicle registration number, the RTO where you registered, and the date of registration.
  • Check the department's policies page at ct.odisha.gov.in for the consolidated Odisha EV Policy-2021 and its amendment notifications if you need to confirm the rate or the notification number that applies to your registration date, since the rate changed in April 2023 and the deadline was extended in December 2025.
  • A wait of a few weeks after registration before the credit lands is normal given this runs through RTO administrative processing rather than an instant portal payout; treat a delay of a couple of months, or a registration made close to the 31 March 2026 closing date, as the trigger to actively follow up.

Common reasons the EV subsidy does not get credited

Because there is no application to be rejected in the usual sense, the practical failure points are different: the credit either does not reach the buyer, or the buyer discovers after the fact that the vehicle never qualified. The recurring causes are:

  • Vehicle registered outside Odisha. The subsidy is tied to the RTO of registration inside the state. Registering the vehicle in another state, or transferring registration there before the credit is processed, removes the buyer from the scheme. Fix: complete first registration in an Odisha RTO before assuming the incentive applies.
  • Two-wheeler does not meet FAME-II performance criteria. A two-wheeler that falls short on the minimum top speed of 40 km/hour, minimum acceleration of 0.65 m/s², maximum energy consumption of 7 kWh per 100 km, or the 3-year comprehensive battery warranty does not qualify, regardless of what the dealer advertised. Fix: verify the model's FAME-II compliance certificate from the manufacturer before purchase, not after.
  • Model not registered with the Transport Department. Clause 4.1.7 requires the OEM to have registered the model, including swappable-battery variants, with the department. A vehicle bought from a smaller or newer manufacturer that skipped this registration will not generate a valid subsidy credit even if it otherwise qualifies technically. Fix: ask the dealer to confirm, in writing, that the exact model and variant is on the department's registered list.
  • Hybrid or conventional vehicle mistaken for an EV. The policy covers only battery electric vehicles and fuel cell EVs. Petrol-electric hybrids and range-extender vehicles are outside its scope even if marketed as "electric." Fix: confirm the vehicle is a pure battery EV or fuel cell EV on the registration certificate.
  • Incorrect or outdated bank account details given to the RTO. Since the credit is a direct bank transfer initiated by the RTO, a wrong account number, an account that has since closed, or a mismatch between the registration holder's name and the account holder's name will stall the payout. Fix: double-check the bank details submitted at registration and update the RTO immediately if they change.
  • Goods carrier purchased after the 5,000-vehicle cap was reached. The flat Rs 30,000 incentive for electric goods carriers is explicitly capped at the first 5,000 such vehicles registered in the state. A carrier registered after that cap is reached does not receive this component. Fix: ask the RTO or dealer where the count currently stands for goods carriers before relying on this incentive.
  • Purchase or registration falling outside the policy window. The policy period, after the extension notified on 31 December 2025, closed on 31 March 2026. A vehicle bought or registered after that date, without a fresh extension notification on the department's policies page, will not attract the purchase subsidy even though the vehicle itself is a qualifying EV. Fix: check ct.odisha.gov.in for any extension notice before purchase, and do not rely on a dealer's assurance that the subsidy is still active.

Frequently asked questions

How much is the EV subsidy in Odisha?

Under the April 2023 amendment, an electric two-wheeler gets Rs 5,000 per kWh of battery capacity up to a maximum of Rs 20,000, a three-wheeler gets a flat Rs 30,000 per vehicle, and a four-wheeler gets Rs 10,000 per kWh up to a maximum of Rs 1,50,000. These replaced the original rates of 15 percent of vehicle cost capped at Rs 5,000, Rs 10,000 and Rs 50,000.

Is the Odisha EV policy still running?

The Odisha Electric Vehicle Policy 2021 was notified on 1 September 2021 for four years, its subsidy was first stated to run up to 31 December 2025, and a notification of 31 December 2025 extended the validity to 31 March 2026. No further extension appears on the Commerce and Transport Department's policies page, so confirm the current position with your RTO before buying.

How do I claim the Odisha EV subsidy?

There is no separate claim form. The subsidy amount is credited to the bank account of the beneficiary by the concerned RTO where the vehicle is registered or will be registered, so the correct step is to register the vehicle in Odisha and ensure your bank details are accurate at the RTO.

Do electric vehicles pay road tax in Odisha?

No. By notification dated 29 October 2021 under Section 15(1)(ii) of the Odisha Motor Vehicles Taxation Act 1975, the state allowed 100 percent exemption of motor vehicle taxes and registration fees for all types of battery-operated vehicles during the policy period.

What is the subsidy for an electric bus in Odisha?

A subsidy of 10 percent of the cost of the vehicle limited to Rs 4 lakh, with category caps of Rs 2 lakh for non-AC, Rs 3 lakh for AC and Rs 4 lakh for AC deluxe buses per vehicle, for passenger buses registered in the state during the policy period, plus road tax and registration fee exemption for the first four years.

Is there any subsidy for electric goods carriers?

Yes. Individual and fleet owners get a purchase incentive of Rs 30,000, but only for the first 5,000 electric goods carriers registered in the state, along with 5 percent interest subvention on loans and 100 percent exemption from road tax and registration fees for the policy period.

Which two-wheelers qualify for the Odisha EV subsidy?

Electric two-wheelers must meet the FAME India Phase-II performance criteria — minimum top speed of 40 km/hour, minimum acceleration of 0.65 m/s2, maximum electric energy consumption not exceeding 7 kWh per 100 km, and at least a 3-year comprehensive warranty including the battery from the manufacturer.

Can I get a grant for a home charging point in Odisha?

The policy provides a grant for purchase of charging equipment of up to Rs 5,000 for the first 20,000 private charging points, available only to points that comply with the electrical norms of the state's distribution companies and the Ministry of Power guidelines.
