OBC and SEBC Non-Creamy-Layer Certificate in Odisha
Odisha state government scheme
OBC Certificate in Odisha is a Revenue and Disaster Management Department service on e-District Odisha at edistrict.odisha.gov.in, with a notified service timeline of 15 working days and no government service charge at all. Odisha runs a separate SEBC Certificate service alongside it on the same portal, also free and also notified at 15 working days.
What is the OBC certificate in Odisha?
The OBC certificate in Odisha is the Revenue and Disaster Management Department's written proof that a named person belongs to a community listed as Other Backward Class in Odisha, and that the family does not fall within the creamy layer that is excluded from reservation. Odisha delivers it through e-District Odisha at edistrict.odisha.gov.in, the state's single certificate portal, and the e-District service page names the Revenue and Disaster Management Department as the owning department.
Odisha is unusual in running two parallel services on the same portal:
- OBC Certificate: Revenue and Disaster Management Department, notified timeline 15 working days, no government service charge.
- SEBC Certificate, Socially and Educationally Backward Classes, also Revenue and Disaster Management Department, also 15 working days, also free.
Both exist because Odisha's own reservation architecture uses the SEBC classification, while OBC is the label most central and out-of-state forms use. Before you apply, read the exact wording on the admission or recruitment form and pick the matching service. Applying for the wrong one costs you the full processing cycle.
The e-District service page states the purpose plainly: the certificate is needed to obtain reservation of seats in the Legislatures, and the caste certificate is essential to get reservation in government service.
How many people actually apply, and how long does it really take?
Odisha publishes live performance figures against each e-District service, and they are worth reading before you plan around a deadline.
For the OBC Certificate, e-District Odisha records over 14.25 lakh applications received and about 11.45 lakh approved, with an average approval time of roughly 24.85 days and a maximum of 59 days.
For the SEBC Certificate, the portal records about 13.98 lakh applications received and 11.27 lakh approved, with an average approval time of about 22.60 days and a maximum of 53 days.
The notified service timeline is 15 working days for both. The published averages are noticeably longer. Apply at least six to eight weeks before any admission or recruitment deadline rather than trusting the 15-day figure.
Who can and who cannot apply?
You can apply for an Odisha OBC or SEBC certificate if you are an Indian citizen, a permanent resident of Odisha, and your community appears on Odisha's OBC or SEBC list. Descent is normally traced through the father, and the family's revenue record is the anchor evidence.
You cannot apply in Odisha if your family's backward-class record belongs to another state. A certificate from West Bengal, Chhattisgarh, Jharkhand or Andhra Pradesh does not convert into an Odisha one; reservation follows the state that recorded your family, and Odisha will not re-issue on the strength of another state's paper. You are also not eligible if your community is not on the Odisha OBC or SEBC list, or if the family crosses the creamy-layer thresholds, in that case the department may certify the community but cannot certify non-creamy-layer status.
Note the separate question of central reservation. A community on Odisha's own list is not automatically on the Central List of OBCs for Odisha. For a central government job or a central institution, check the central listing first; the state certificate alone will not carry you there.
What documents are required?
The e-District Odisha OBC Certificate service lists these:
- Identity proof
- Self-declaration
- Copy of the ROR (Record of Rights)
- Land pass book
- Other relevant documents
The SEBC Certificate service lists exactly the same set. Two of these deserve explanation. The ROR is the land record extract, and Odisha uses it both because old revenue entries frequently carry the caste and because land holding feeds directly into the creamy-layer assessment. The land pass book is its companion record for families holding agricultural land.
Under "other relevant documents", carry whatever actually proves your case: the OBC or SEBC certificate already issued to your father or a paternal relative, an old school record carrying the caste entry, and a current income certificate. A file supported by a father's certificate clears far faster than one resting on a declaration alone.
How to apply for an OBC certificate in Odisha online
- Register on e-District Odisha. Open edistrict.odisha.gov.in and create a citizen account with your mobile number and email. The portal issues login credentials that you will reuse for every certificate service.
- Open the correct service. Log in and select OBC Certificate or SEBC Certificate under the Revenue and Disaster Management Department, matching whichever your admission or recruitment form asks for. The service page restates the 15-working-day timeline and the zero government service charge before you begin.
- Fill the application form. Enter your name exactly as on Aadhaar, your father's name, the community claimed, the district, Tahasil and village, and the family's income and land-holding particulars.
- Upload the documents. Attach the identity proof, the self-declaration, the ROR copy and the land pass book within the file sizes the upload screen specifies, along with any supporting caste evidence.
- Submit — there is no payment step. The service carries no government service charge, so the application goes straight to the acknowledgement. Save the acknowledgement number.
- Track the file and download the certificate. Use "Check Application Status" on the e-District home page, and download the approved certificate from your login once it is issued.
How do you apply offline in Odisha?
- Go to a Common Service Centre or your Tahasil office with originals and photocopies of the identity proof, the ROR, the land pass book and any caste evidence, plus passport-size photographs.
- Ask the operator to file the Revenue and Disaster Management Department's OBC or SEBC certificate application on e-District Odisha in your name. There is no separate paper channel, the file joins the same online queue.
- Pay only the Common Service Centre's notified counter charge for typing and scanning. The certificate itself carries no government service charge.
- Collect the printed acknowledgement carrying the application number, and download the certificate from e-District once it is approved.
How do you check the application status?
Scroll to the "Check Application Status" banner on the e-District Odisha home page and enter the acknowledgement number from your application. The status will show the stage; submission, verification by the Revenue Inspector, scrutiny at the Tahasil, and approval.
Odisha publishes two contact routes for this service. The toll-free helpline is 1800-121-8242, the Sanjog helpline is 155335, and the department's e-certificate email address is published on the portal as ecertificate[dot]rdm[at]odisha[dot]gov[dot]in. Quote the acknowledgement number in every follow-up.
If the file crosses the notified 15 working days, raise it with the Tahasildar's office in writing and then with the Collectorate, keeping the acknowledgement and your written complaint.
Why are Odisha OBC applications rejected?
- The community claimed is on another state's list, not Odisha's OBC or SEBC list.
- The ROR entry does not match the family relationship claimed, or no ROR could be produced.
- The name spelling differs across Aadhaar, the school record and the father's certificate.
- The declared income or land holding does not survive the Revenue Inspector's field verification.
- The applicant is not a permanent resident of Odisha, or applied from the wrong Tahasil.
- Uploaded scans are unreadable, or a document has been attached in the wrong slot.
- The applicant applied for OBC when the form required SEBC, or the reverse.
What does it cost, and what about agents?
The Odisha OBC certificate and the SEBC certificate are free. The e-District Odisha service page says so in its own words for both: there is no government service charge for this service. The only legitimate payment is the notified counter charge at a Common Service Centre for typing, scanning and printing, and that is a service charge to the operator, not a fee for the certificate.
No official, clerk or middleman is entitled to anything more, and nobody can move a file ahead of the queue. It still passes through the same Revenue Inspector verification and the same Tahasil scrutiny. Agents who promise an OBC certificate "in three days" for a few thousand rupees are selling a free service. Report any demand for money to the toll-free helpline 1800-121-8242 or the Sanjog helpline 155335, and keep your acknowledgement.

Frequently asked questions
How much does an OBC certificate cost in Odisha?
Nothing — the e-District Odisha service page states "There is no Government Service charge for this service" for both the OBC Certificate and the SEBC Certificate. A Common Service Centre operator may charge a notified counter fee for typing and scanning, but the certificate itself is free.
How long does an Odisha OBC certificate take?
Odisha notifies a service timeline of 15 working days for the OBC Certificate on e-District. The portal's own published performance data is more sobering — an average approval time of about 24.85 days and a maximum of 59 days across more than 14 lakh applications received.
What is the difference between the OBC and the SEBC certificate in Odisha?
Odisha runs OBC Certificate and SEBC Certificate as two separate services on e-District, each free and each notified at 15 working days. SEBC — Socially and Educationally Backward Classes — is the classification Odisha uses for its own state reservation, so check which one the form you are filling actually asks for before applying.
Which department issues the OBC certificate in Odisha?
The Revenue and Disaster Management Department issues it, and e-District Odisha names that department against both the OBC and the SEBC service. The file is processed through the Tahasildar's establishment in your Tahasil.
Why does Odisha ask for the ROR and the land pass book?
Odisha's OBC service lists the Record of Rights and the land pass book among its required documents because the revenue record is the state's primary evidence of both caste lineage and land holding. Land holding matters directly to the creamy-layer test, which is why these appear on an OBC application and not merely on a land case.
How do I check my Odisha OBC certificate application status?
Use the "Check Application Status" option on the e-District Odisha home page at edistrict.odisha.gov.in with the acknowledgement number from your application. The toll-free helpline 1800-121-8242 and the Sanjog helpline 155335 can also be used to follow up.
Does the Odisha OBC certificate expire?
The community finding itself does not lapse, but the non-creamy-layer part depends on family income and land holding, so recruiters and colleges usually insist on a recently issued certificate. Read the notification you are applying under — many specify that the NCL certificate must be issued within the current financial year.
Can I get an Odisha certificate for a central government OBC vacancy?
Only if your community also appears on the Central List of OBCs for Odisha, which does not include every community Odisha itself lists. A state OBC or SEBC certificate does not by itself entitle you to central OBC reservation, so confirm the central listing before you rely on it.
