What is Mo Ghara Yojana?

Mo Ghara Yojana, whose name means "my house" in Odia, is a rural housing scheme of the Government of Odisha launched in 2023 and administered by the Panchayati Raj & Drinking Water Department. It exists to solve a specific gap: lakhs of Odisha families live in kutcha or thatched houses but were never included in the Pradhan Mantri Awas Yojana - Gramin permanent waiting list, and so had no route to a pucca house.

Mo Ghara Yojana does not hand out a construction grant. Instead it arranges a bank loan of Rs 1 lakh to Rs 3 lakh for the family and the state government pays part of that loan as a subsidy of Rs 30,000 to Rs 70,000. The family repays only the balance, over 10 years, with the first year as a moratorium. Because the subsidy is credited against the loan account rather than paid in cash, the borrower's effective outstanding drops immediately.

How the four loan slabs and subsidies work

Loan amount Subsidy, general category Subsidy for SC, ST and persons with disabilities
Rs 1 lakh Rs 30,000 Rs 40,000
Rs 1.5 lakh Rs 45,000 Rs 55,000
Rs 2 lakh Rs 60,000 Rs 70,000
Rs 3 lakh Rs 60,000 Rs 70,000

Note the shape of that table carefully, because it changes what the best choice is. The subsidy rises with the loan amount up to the Rs 2 lakh slab and then stops rising. A family that borrows Rs 3 lakh receives exactly the same subsidy as one that borrows Rs 2 lakh, so the extra Rs 1 lakh is fully repayable borrowing. Take the Rs 3 lakh slab only if you genuinely need that much construction money.

Other benefits attached to the scheme

  • Registration charges, stamp duty and legal advice fees on mortgaging the title deed to the bank are exempted by the state.
  • MGNREGA wage support for the unskilled labour component of construction is available to households holding a job card.
  • The subsidy for SC, ST and disabled applicants is Rs 10,000 higher than the general rate at every slab.

Who is eligible for Mo Ghara Yojana?

You can apply if:

  • You are a permanent resident of Odisha.
  • Your family currently lives in a kutcha, thatched or temporary house, or has no house at all, and does not own a pucca house.
  • Your family was not covered under PMAY-Gramin. This is the defining test of the scheme, Mo Ghara exists precisely for the households PMAY-G left out.
  • Your family income is below Rs 25,000 a month.
  • You hold clear land title in your own name, with the land recorded in Gharabari kisam under the Sthitiban category, so it can be mortgaged.
  • Your family has either received no government housing assistance before, or received less than Rs 70,000 in total.
  • Your family owns not more than 5 acres of irrigated land or 15 acres of non-irrigated land.

You cannot apply if:

  • Your family is already covered by PMAY-Gramin or is on its permanent waiting list.
  • Any member of the family is a government employee or a government pensioner.
  • Your family owns a four-wheeler.
  • Your family income is Rs 25,000 a month or more.
  • Your family already owns a pucca house.
  • You have already drawn Rs 70,000 or more from any government housing scheme.
  • The homestead land is not in your name or is not of the Gharabari Sthitiban kisam. Disputed, encroached or ceiling-surplus land cannot be mortgaged and so cannot support a Mo Ghara loan.

The land title condition is the one that stops most otherwise-eligible families. If your homestead is recorded jointly with brothers, or is still in a deceased parent's name, resolve the mutation at the Tahasil office before applying, because the bank will not sanction against an unclear record.

How to apply for Mo Ghara Yojana

Mo Ghara accepts applications online and through the Block office. There is no fee for applying.

  1. Get the land record in order first. Obtain a current Record of Rights for the homestead plot from the Tahasil office and confirm that the kisam reads Gharabari and the category reads Sthitiban, and that your own name appears as the recorded owner. Doing this before you apply saves the most time.
  2. Collect the supporting papers. Aadhaar card, income certificate showing under Rs 25,000 a month, residence or domicile certificate, bank passbook, and where applicable the caste certificate or disability certificate that unlocks the higher subsidy slab. Keep the MGNREGA job card handy too.
  3. Open the Mo Ghara portal. Go to moghara.odisha.gov.in and select the Registration tab on the loan application page.
  4. Verify your mobile number. Enter the details asked for and click Get OTP, then enter the OTP received on your mobile to authenticate.
  5. Log in with your Aadhaar number and complete the application form, choosing the loan slab you want from Rs 1 lakh, Rs 1.5 lakh, Rs 2 lakh or Rs 3 lakh.
  6. Upload the documents in the formats the portal specifies, submit the form, and save the application or reference number that is generated.
  7. Wait for field verification. Block-level officials visit to confirm that the existing house is kutcha and the land is as recorded. The verified case then moves to the bank for loan sanction and to the department for subsidy tagging.

Offline route. If you cannot apply online, go to your Gram Panchayat office or the Block office with the same documents. Staff there register the application on the portal on your behalf. Villages are also covered through camps announced by the Block administration, and the Panchayat Executive Officer is the local point of contact.

How is the money released and how do I track it?

Mo Ghara money does not arrive in one payment. Once the bank sanctions the loan, disbursement is staged against construction progress; typically at foundation, at lintel or roof level, and at completion, with a field officer certifying each stage before the next tranche is released. The government subsidy is adjusted into the loan account so that your repayment liability is reduced by that amount.

To check where your case stands, log in at moghara.odisha.gov.in with your Aadhaar number and OTP and open the application status page. The Block office holds the same file and can tell you whether the delay sits at field verification, at document scrutiny, or at the bank branch. If the file is with the bank, deal with the branch directly, because sanction timelines are the bank's and not the department's.

Repayment begins after the one-year moratorium, and runs for the remaining period within the 10-year tenure in easy instalments.

Why do Mo Ghara applications get rejected?

  • Land title not clear. The plot is joint, unmutated, or of a kisam other than Gharabari Sthitiban. Fix the record at the Tahasil office and re-apply.
  • Already on the PMAY-Gramin list. Mo Ghara and PMAY-G are mutually exclusive; a household found on the PMAY-G permanent waiting list is moved out of Mo Ghara.
  • Income certificate above the ceiling. The certificate must show under Rs 25,000 a month, and a certificate issued for another purpose at a higher figure will fail the check.
  • House found to be pucca at verification. The field visit governs. A house with a concrete roof will be recorded as pucca even if the walls are old.
  • Prior housing benefit above Rs 70,000 discovered in the department's records.
  • Exclusion flag — a government employee or pensioner in the family, or a four-wheeler registered to the household.
  • Bank declines the loan on credit grounds. Departmental eligibility does not compel a bank to lend; an existing default or a very poor repayment record can stop the case at the branch.

Where do I complain about a Mo Ghara problem?

Take the matter first to the Panchayat Executive Officer and then to the Block Development Officer, who owns Mo Ghara verification at the block level. The Project Director, District Rural Development Agency and the District Collector are the escalation points above them, and the DRDA is the right office when the complaint is about delay in subsidy tagging or in stage release.

The Mo Ghara helpline published for the scheme is 0674-6817777, and the department's address is the Panchayati Raj & Drinking Water Department, Bhubaneswar 751001. Where the grievance is against a bank branch; refusal to sanction, or delay in releasing a stage payment, raise it with the branch manager first and then with the bank's own grievance channel, since the state's role there is limited to recommending the case.

Apply only through moghara.odisha.gov.in or a government office. No fee is payable to any agent for a Mo Ghara application, and no one can guarantee sanction for a payment.

Documents required

Aadhaar card
Mandatory. Mo Ghara registration and login on the portal run on Aadhaar, and the bank loan account is opened against it.
Record of Rights (RoR) for the homestead land
The single most important paper. The land must be recorded in the applicant's name under Gharabari kisam of the Sthitiban category, because the title deed is mortgaged to the lending bank.
Income certificate
Must show family income below Rs 25,000 a month. Issued by the Tahasildar.
Residence or domicile certificate of Odisha
Establishes that the applicant is a permanent resident of Odisha.
MGNREGA job cardoptional
Not compulsory, but it lets the household claim the unskilled labour component and the wage days linked to house construction.
Caste certificateoptional
Required only if you are claiming the higher SC or ST subsidy slab, which is Rs 10,000 more than the general slab at every loan amount.
Disability certificateoptional
Required only where the household claims the enhanced subsidy available to persons with disabilities.
Bank account passbook
The loan is disbursed and the subsidy adjusted through the account, so it must be active and in the applicant's name.

Frequently asked questions

How much money does Mo Ghara Yojana give?

Mo Ghara Yojana gives a housing loan of Rs 1 lakh, Rs 1.5 lakh, Rs 2 lakh or Rs 3 lakh, and the Odisha government pays a subsidy of Rs 30,000 to Rs 70,000 against it depending on the slab chosen and the applicant's category. A general-category family taking Rs 1 lakh gets Rs 30,000 of subsidy; an SC, ST or disabled applicant taking Rs 2 lakh or Rs 3 lakh gets the maximum Rs 70,000.

Who is eligible for Mo Ghara Yojana in Odisha?

Permanent residents of Odisha who live in a kutcha or thatched house, were not covered by PMAY-Gramin, earn less than Rs 25,000 a month as a family, and hold clear title to homestead land in Gharabari kisam of the Sthitiban category are eligible. Families that previously received less than Rs 70,000 of government housing help can still apply.

Who is not eligible for Mo Ghara Yojana?

Families already covered by PMAY-Gramin, government employees and pensioners, owners of a four-wheeler, families earning Rs 25,000 or more a month, and families owning more than 5 acres of irrigated or 15 acres of non-irrigated land cannot apply. Anyone who has already drawn Rs 70,000 or more from a government housing scheme is also not eligible.

How long do I get to repay the Mo Ghara loan?

Mo Ghara loans are repayable over 10 years, and the first year is a moratorium during which no instalment is due. The moratorium is meant to cover the construction period, so repayment begins once the family has moved into the completed house.

Do I have to pay stamp duty to mortgage my land?

No. The Odisha government exempts registration charges, stamp duty and legal advice fees on the mortgage of title deeds under Mo Ghara, so the cost of pledging your land to the bank does not fall on you.

Can I apply for Mo Ghara if I do not own the land?

No. Mo Ghara requires clear land title in the applicant's name under Gharabari kisam of the Sthitiban category, because the bank takes an equitable mortgage of that title. Landless families must first secure a homestead land pattah under the state's separate homestead land schemes.

How do I check my Mo Ghara application status?

Log in to moghara.odisha.gov.in with your Aadhaar number and the OTP sent to your registered mobile, and open the application status page. The Block office that processed your file can also tell you which stage it has reached, from field verification to bank sanction.

Is Mo Ghara a grant or a loan?

Mo Ghara is a bank loan with a government subsidy attached, not an outright grant. You borrow between Rs 1 lakh and Rs 3 lakh from a bank and repay it over 10 years, while the state pays Rs 30,000 to Rs 70,000 of that amount as subsidy on your behalf.
