Madhu Babu Pension Yojana (MBPY)
Odisha state government scheme
Madhu Babu Pension Yojana is Odisha's state social security pension, in force since 1 January 2008, paying a monthly pension to 10 categories of destitute people, the elderly aged 60 and above, widows, persons with disabilities, leprosy patients and others; whose family income is under Rs 60,000 a year. Applications go to the Block Development Officer.
What is Madhu Babu Pension Yojana?
Madhu Babu Pension Yojana, usually shortened to MBPY, is the Government of Odisha's own social security pension. It came into force on 1 January 2008 by merging two older schemes, the Revised Old Age Pension Rules of 1989 and the Disability Pension Rules of 1985 to into a single set of rules called the Madhu Babu Pension Yojana Rules, 2008. The scheme is named after Utkal Gouraba Madhusudan Das, known across Odisha as Madhu Babu.
Madhu Babu Pension Yojana is administered today by the Social Security & Empowerment of Persons with Disabilities (SSEPD) Department, which took the scheme over from the Women & Child Development Department. It runs alongside the centrally funded National Social Assistance Programme pensions (IGNOAPS, IGNWPS and IGNDPS); a person is placed under one or the other, not both.
The core promise of Madhu Babu Pension Yojana is simple: a monthly cash pension, paid for life, to a destitute person who has no other government pension. Rule 7 of the 2008 Rules says the amount "shall be of such amount as may be decided by Government from time to time". The rate is fixed by executive order rather than written into the rules, and it has been revised upward several times since the Rs 200 a month recorded in the original 2008 notification. The SSEPD Department separately tracks and pays an enhanced pension to beneficiaries who are aged 80 and above, or who have 80 per cent or more disability; its public dashboard reports these two groups separately. Because the current figure is set by order and is not published on the department's own scheme page, confirm the rate applicable to you at the Block office before relying on any number you read elsewhere.
Who is eligible for Madhu Babu Pension Yojana?
Rule 6 of the Madhu Babu Pension Yojana Rules, 2008, as amended, sets out both a category test and a means test. You must clear both.
You can apply if you are a permanent resident of Odisha and fall in any of these categories:
- Aged 60 years or above (old age pension, OAP).
- A widow of any age (widow pension, WP).
- A widow of a person who died of COVID, added by the 2021 amendment.
- A leprosy patient with visible signs of deformity, at any age (CLP).
- A person aged 5 years or above who is unable to do normal work because of disability, being totally blind, orthopaedically handicapped, hearing and speech impaired, intellectually disabled, with cerebral palsy, with autism, with mental illness or with multiple disabilities (DP). Hearing and speech impairment was added in October 2013, and autism, mental illness and multiple disabilities in January 2014.
- The widow of an HIV-positive person, irrespective of age and income (WP-AIDS).
- An HIV-positive person identified by the Odisha State AIDS Control Society or a District AIDS Prevention and Control Unit, irrespective of income (DP-AIDS).
- An unmarried woman above the age of 30 from a BPL family, or with her own income not above Rs 24,000 a year, irrespective of the family income test.
- A child orphaned by COVID, where either both parents died of COVID or one died of COVID and the other earlier, certified by the Tahasildar. No income ceiling applies to this category.
And you must also satisfy all of these:
- Family income from all sources not exceeding Rs 60,000 per annum, or inclusion in the BPL list. The Tahasildar certifies the income.
- Permanent resident or domicile of Odisha.
- Not convicted of any criminal offence involving moral turpitude.
You cannot apply if:
- You are already receiving a pension from the Union Government, the State Government, or any organisation aided by either government. This is the single most common disqualification, a service pension, a family pension or a central NSAP pension all block an MBPY claim.
- Your family income exceeds Rs 60,000 a year and your family is not in the BPL list.
- You are not a permanent resident of Odisha.
- You have been convicted of an offence involving moral turpitude.
One point that is often missed: where both husband and wife independently satisfy the definition, the explanation to Rule 6 makes each of them eligible for a separate pension.
How to apply for Madhu Babu Pension Yojana
Madhu Babu Pension Yojana is applied for on form MBPY-I, and no fee is charged at any stage.
- Collect form MBPY-I free of cost from the office of the Block Development Officer, the Executive Officer of your Municipality or NAC, or the Gram Panchayat headquarters. Under Rule 8(e) the forms must also be kept available at Gram Panchayat offices.
- Get the income certificate from the Tahasildar showing total annual family income from all sources not above Rs 60,000. Skip this only if you are in the BPL list or applying under the HIV-positive categories.
- Assemble the category-specific proof — proof of age for old-age and disability claims, a disability certificate stating the latest percentage of disability, or a medical certificate of leprosy countersigned by the BDO or Tahasildar, as the case may be.
- Fill the form in triplicate and attach three identical attested passport-size photographs, your Aadhaar details and your bank passbook copy.
- Submit it to the Block Development Officer in a rural area, or to the Executive Officer of the NAC or Municipality in an urban area. You can also hand it to the officer disbursing pension at the disbursement place on the 15th of the month. Obtain the acknowledgement of receipt on the spot, your position in the waiting list is fixed by the date and time of receipt.
- Apply online instead, if you prefer, through the SSEPD social welfare
portal linked from
ssepd.odisha.gov.inunder the Allowance Scheme / Social Security Pension service. The Block still verifies the case. - Wait for enquiry and sanction. The BDO enters the application in the register in form MBPY-II through the Social Education Organiser and causes a field enquiry through the Extension Officer for that Gram Panchayat. The file then goes to the Sub-Collector, who under Rule 12 must dispose of it within fifteen days; either sanctioning pension in form MBPY-IV, or rejecting it with reasons clearly recorded, or seeking clarification.
For HIV-positive beneficiaries there is no application at all. The Block level ICTC sends names to the Odisha State AIDS Control Society, OSACS forwards the list with medical certificates to the District Collector, and the Collector sanctions the pension directly.
When and how is Madhu Babu Pension paid?
Madhu Babu Pension is disbursed on "Jana Seva Divas", the 15th of every month, irrespective of whether the 15th is a holiday. In rural areas the disbursement point is the Gram Panchayat headquarters, and in urban areas the Municipality or NAC office or a nearby school. Most beneficiaries now receive the money as a direct bank transfer, which is why an Aadhaar-seeded account in the pensioner's own name matters.
Two protections are written into the rules and are worth knowing. First, where a beneficiary is physically incapable of coming to the disbursement point, Rule 8(c) requires doorstep delivery within seven days. Second, the list of beneficiaries and the updated waiting list in order of priority, along with the Odia version of the guidelines, must be displayed at the disbursement place on payment day, so you can check your own position publicly, without asking a favour of anyone.
Why do Madhu Babu Pension applications get rejected or held up?
- Another pension already in payment. Rule 6(e) is absolute. A widow drawing a family pension, or a person already on an NSAP pension, is not eligible for MBPY as well.
- Income certificate above Rs 60,000. A certificate issued for another purpose at a higher figure will fail the check. Get a fresh certificate stating income for the year preceding the application.
- Disability percentage not recorded. The certificate must state the latest percentage; a certificate that merely names the condition is returned.
- Waiting list, not rejection. Very often the case is not rejected at all. It is sanctioned in priority order as vacancies and budget allow, and the applicant is simply waiting. The MBPY pending list published by SSEPD and the Block's MBPY-II register both show that order.
- Aadhaar or bank mismatch. A name spelt differently on Aadhaar and in the bank account, or an inoperative account, stops the credit even after sanction.
- Category proof missing, no Tahasildar certificate for a COVID-orphan claim, no OSACS recommendation for a DP-AIDS claim, no countersigned medical certificate for leprosy.
Where do I complain about a Madhu Babu Pension problem?
Take the matter first to the Block Development Officer, who holds the application register and the disbursement responsibility, and in urban areas to the Executive Officer of the Municipality or NAC. The Sub-Collector is the sanctioning authority and is the right person to approach when an application has been pending beyond the fifteen-day limit or has been rejected without reasons. Above them sit the District Social Security Officer / DSWO and the District Collector.
At the state level the scheme sits with the Social Security & Empowerment of
Persons with Disabilities Department, Red Building, Lok Seva Bhavan, Bhubaneswar
751001, telephone 0674-2390116. Odisha's general grievance portal
janasunani.odisha.gov.in also accepts pension complaints and routes them to the
district administration.
Applications for Madhu Babu Pension are free. Form MBPY-I is supplied free of cost, and no agent can secure or speed up a sanction for a payment.
How to check your Madhu Babu Pension application status
Madhu Babu Pension Yojana does not issue a tracking number the way a central portal does, so checking status means checking one of three records: the priority waiting list, the Block's own register, or your bank account.
- Check the SSEPD pending list online. The Social Security & Empowerment of Persons with Disabilities Department publishes the MBPY list of pending applications, in priority order, through its portal at
ssepd.odisha.gov.in, under the Allowance Scheme / Social Security Pension service used at the time of application. Since your place on the list is fixed by the date and time your application was received, this tells you roughly how many applicants are ahead of you. - Ask at the Block Development Officer's office, or the Municipality/NAC Executive Officer's office in a town. This is the office that actually holds the application register, form MBPY-II, in which your case was entered after submission. Quote the acknowledgement receipt you were given at submission; without it, staff have to search the register by name and date instead of by receipt number.
- Look at the list displayed on the 15th at the disbursement point. On Jana Seva Divas, the 15th of every month, the updated beneficiary list and the priority waiting list are required to be put up at the Gram Panchayat headquarters, or at the Municipality/NAC office or nearby school in urban areas. This is a public posting, so you do not need to ask anyone's favour to see whether your name has moved up or been added to the sanctioned list.
- Check your bank account or passbook around the 15th. Once sanctioned, the pension is credited as a direct bank transfer timed to Jana Seva Divas. A missed credit despite an earlier sanction usually points to an Aadhaar or bank-account mismatch rather than a fresh rejection, so an updated passbook entry or a mini-statement is often the fastest way to confirm payment has started.
- Escalate to the Sub-Collector if fifteen days have passed with no word. Rule 12 requires the Sub-Collector to sanction, reject with reasons, or seek clarification within fifteen days of the application reaching that office. If that period has clearly lapsed, ask the Sub-Collector's office directly rather than the Block, since sanction sits with the Sub-Collector, not the BDO.
- Call the SSEPD helpline for anything unresolved. The department can be reached at 0674-2390116, or a complaint can be lodged on Odisha's grievance portal
janasunani.odisha.gov.in, which routes pension complaints to the district administration for a response.

Family income from all sources must not exceed Rs 60,000 per annum, or the applicant must be included in the BPL list. That ceiling was set by the SSEPD Department resolution of 8 March 2021; it had earlier been raised from Rs 12,000 in 2008 to Rs 24,000 in September 2012.
Who cannot apply for Madhu Babu Pension Yojana?
A person already drawing a pension from the Union Government, the State Government or any organisation aided by either government is not eligible, and neither is anyone convicted of a criminal offence involving moral turpitude. Non-residents of Odisha and families whose income exceeds Rs 60,000 a year without being in the BPL list also cannot apply.
Can both husband and wife get Madhu Babu Pension?
Yes. The explanation to Rule 6 of the Madhu Babu Pension Yojana Rules, 2008 states that where both husband and wife are covered by the eligibility definition, each of them is eligible for the pension separately.
Who sanctions Madhu Babu Pension?
The Sub-Collector sanctions Madhu Babu Pension, and Rule 12 requires the applications to be examined as soon as possible and in any case within fifteen days. In a Municipal Corporation area the Municipal Commissioner, or an officer not below the rank of Sub-Collector authorised by the Commissioner, performs the same function.
When is Madhu Babu Pension paid every month?
Pension is paid on the 15th of every month, called Jana Seva Divas, at the Gram Panchayat headquarters in rural areas and the Municipality or NAC office in urban areas, whether or not the 15th is a holiday. Most beneficiaries now receive the money directly in their bank accounts.
Where do I get the Madhu Babu Pension application form?
Form MBPY-I is available free of cost from the Block Development Officer's office, the Executive Officer of the Municipality or NAC, and the Gram Panchayat headquarters. The rules also require the forms to be kept available at Gram Panchayat offices on pension disbursement day.
How do I check my place on the Madhu Babu Pension waiting list?
The SSEPD Department publishes the MBPY pending application list online at the departmental portal linked from ssepd.odisha.gov.in, and the Block keeps the same priority register in form MBPY-II. Priority runs by the date and time your application was received, so an early acknowledgement matters.
