Pradhan Mantri Fasal Bima Yojana: Why Applications and Claims Get Rejected and How to Fix It

Pradhan Mantri Fasal Bima Yojana: Why Applications and Claims Get Rejected and How to Fix It

Most Pradhan Mantri Fasal Bima Yojana problems fall into two buckets: an enrolment that never reaches the National Crop Insurance Portal, and a claim that fails because the loss was reported late or falls outside cover. Both are fixable if you act before the season's cut-off or within the 72-hour loss window. This article troubleshoots each cause; for eligibility and premium basics see the main Pradhan Mantri Fasal Bima Yojana guide.

Why does a PMFBY enrolment get rejected?

  1. Crop or area not notified. PMFBY insures only a notified crop in a notified insurance unit. If you tried to insure a crop your state did not notify for that season, the portal rejects it. Fix: check the crop notification for your district on pmfby.gov.in and insure only a listed crop.
  2. Applied after the cut-off date. State cut-off dates differ by crop and season and an application even one day late cannot be accepted. Fix: enrol early; there is no grace period.
  3. Area insured exceeds sown area. Verification against your land record catches an insured area larger than the khasra shows. Fix: insure only the area recorded, and correct land records first if they are wrong.
  4. No insurable interest proven. Tenant and sharecropper enrolments fail without a tenancy or lease document your state accepts. Fix: attach the accepted tenancy proof.
  5. Premium debited but policy not uploaded. An intermediary or bank sometimes takes the premium without uploading the policy to the portal. Fix: verify your application number on pmfby.gov.in within a few days; if it is missing, return to the bank or CSC with your receipt.

Why does a PMFBY claim get rejected or delayed?

  1. Loss not reported within 72 hours. For localised calamities (hailstorm, landslide, inundation, cloudburst) and post-harvest losses, the 72-hour intimation is the trigger for a field visit. Without it no assessment happens and there is nothing to pay. Fix: report immediately via the Krishi Rakshak Helpline on 14447, the Crop Insurance app, pmfby.gov.in, the insurer's call centre, your bank, or the local agriculture or revenue officer.
  2. Crop sown differs from crop insured. Caught at verification, this invalidates the policy for that field. Fix: ensure your sowing declaration matches the crop you actually planted.
  3. Cause of loss is excluded. War and nuclear risks, riots, malicious damage, theft, acts of enmity, and damage by domestic or wild animals are outside PMFBY cover per the operational guidelines. There is no fix, these losses are simply not insured.
  4. Incorrect or inactive bank account. The claim is approved but the DBT credit fails. Fix: update correct, active, Aadhaar-seeded account details with your bank.
  5. Widespread-loss claim below threshold. For yield loss, the claim is the shortfall of actual yield against the threshold yield from Crop Cutting Experiments. If the unit's actual yield did not fall below threshold, no claim is due even if your own field suffered.

How to fix an unfair PMFBY decision

  • Verify the data first. For widespread-loss disputes, the issue is usually the Crop Cutting Experiment yield for your insurance unit. Raise it with the District Agriculture Officer and the District Level Monitoring Committee, which handle CCE and yield disputes.
  • Use the Krishi Rakshak Portal and Helpline on 14447, the single-window grievance channel launched on 24 February 2024, and keep your application number ready. A WhatsApp chatbot runs on 7065514447 for status queries.
  • Escalate through your financing bank if the policy was mis-uploaded on their side.

Frequently asked questions

Can I re-apply after the cut-off if my crop failed? No. Enrolment closes at the cut-off; a failed crop is not a reason to insure retrospectively.

My premium was debited but I see no policy — is my crop insured? Not until the policy appears on pmfby.gov.in. Chase the bank or CSC with your receipt immediately.

Who decides the yield that sets my claim? The state, through Crop Cutting Experiments in your insurance unit, not an individual inspection of your field, except for localised and post-harvest claims.
