A Pradhan Mantri Jan Dhan Yojana account is designed to be almost impossible to refuse, the whole point of the scheme is to bank the unbanked, and a Small Account exists so nobody is turned away for lack of documents. So most "rejections" are not about opening the account at all; they are refusals of the overdraft, the RuPay accident claim, or DBT credits that land in the wrong place. Why would a PMJDY account opening be refused?

  1. You already hold a savings account. PMJDY is for the unbanked, so a bank may decline a duplicate. Fix: ask the bank to convert your existing account into a Basic Savings Bank Deposit Account (BSBDA) with a free RuPay card. You get the same benefits.
  2. You are an NRI or a non-individual. PMJDY is for resident individuals; firms, companies, trusts and societies are not eligible. There is no fix; use a regular account.
  3. No documents at all. This is not a valid reason to refuse you. Fix: insist on a Small Account opened on self-certification, which the scheme guarantees. It carries balance and transaction limits until you produce a valid document.

Why does the PMJDY overdraft get rejected?

The overdraft of up to Rs 10,000 (first Rs 2,000 without conditions) is the most commonly refused benefit. Common reasons and fixes:

  1. Account under six months old. The overdraft needs six months of satisfactory operation. Fix: wait and keep the account active.
  2. Another household member already took it. The overdraft is limited to one per household. There is no fix — only one member can hold it.
  3. Age outside 18–65. Minors and holders above 65 are not eligible for the overdraft. No fix.
  4. Irregular account conduct. Erratic operation weakens the bank's assessment. Fix: run the account regularly before applying.

Why does the RuPay accident insurance claim get rejected?

The RuPay card carries Rs 2 lakh accident cover for accounts opened on or after 28 August 2018 (Rs 1 lakh for earlier accounts). Claims fail chiefly because:

  1. Card not used within the prescribed period before the accident. The cover requires the card to have been used within the window your bank specifies. Fix: use the RuPay card at least once within that window to keep cover live.
  2. Claim filed late or without the required accident documents. Fix: report promptly through the issuing bank with the FIR, death/disability certificate and hospital records as applicable.

Why do DBT benefits not reach my Jan Dhan account?

  1. Aadhaar mapped to a different bank. A person's Aadhaar can be mapped to only one account for DBT at a time, so money lands wherever it is mapped. Fix: re-seed Aadhaar at the bank where you want the benefit, signing the NPCI mapper consent.
  2. Account not Aadhaar-seeded. Fix: take your Aadhaar and passbook to the branch or Bank Mitra and ask for seeding, then verify on the UIDAI website or bank app.
  3. Account gone dormant after two years of no transactions. Fix: reactivate at the branch with fresh KYC.

Other common PMJDY problems

  • Small Account limits hit because a valid document was never submitted, produce one to lift the caps.
  • Minimum balance penalty charged in error. A PMJDY BSBDA has no minimum balance; raise it with the branch.

How to escalate

  • PMJDY national toll free number: 1800-11-0001, with state-wise numbers listed on pmjdy.gov.in under Contact Information.
  • Your branch or Bank Mitra for account, card and overdraft issues.
  • Banking Ombudsman under the RBI Integrated Ombudsman Scheme if the bank does not resolve a complaint within 30 days.

No bank official or Bank Mitra may charge you to open the account or issue the RuPay card, and no genuine employee will ask for your OTP, PIN or card number over the phone.
