What is the Central Sector Interest Subsidy Scheme (CSIS)?

The Central Sector Interest Subsidy Scheme (CSIS) is a Government of India scheme run by the Ministry of Education, Department of Higher Education, now grouped under the Pradhan Mantri Uchchatar Shiksha Protsahan (PM-USP) umbrella. It reduces the cost of financing higher education for students from lower-income families by paying the interest that would otherwise pile up on their education loan while they are still studying.

According to the Department of Higher Education, CSIS provides a full interest subsidy during the moratorium period on education loans taken under the Indian Banks' Association (IBA) Model Education Loan Scheme for pursuing professional or technical courses in India. The moratorium period is the course duration plus one year. During that window the government pays the interest; once it ends, the borrower repays the loan with interest in the normal way.

How much does CSIS save you?

CSIS pays 100 percent of the interest that accrues on your eligible education loan during the moratorium period, the years you are studying, plus one year. On a Rs 10 lakh loan this can mean the government absorbing a substantial interest amount over four or five years, so that when repayment begins you owe only the principal plus interest from that point forward, not years of accumulated interest.

The subsidy does not reduce the loan principal, and it does not cover interest after the moratorium ends. If your loan is larger than Rs 10 lakh, only the interest on the first Rs 10 lakh is subsidised.

Who is eligible for CSIS?

You can claim CSIS if:

  • You are an Indian citizen from the economically weaker section, with family gross annual income up to Rs 4.5 lakh from all sources.
  • You have taken an education loan under the IBA Model Education Loan Scheme.
  • The loan is for a recognised professional or technical course studied in India.

You cannot claim CSIS if:

  • Your family income exceeds Rs 4.5 lakh.
  • You are studying abroad, only courses in India qualify.
  • You discontinue the course midway for reasons other than medical grounds.
  • You have already availed the subsidy for one course; it is a once-only benefit.

How to apply for the CSIS interest subsidy

CSIS is not a scheme you apply to directly. There is no citizen-facing application form on a government portal — the benefit is captured and claimed through your lending bank. The correct route is:

  1. Take an education loan under the IBA Model Education Loan Scheme from a participating bank for a recognised course in India.
  2. At loan sanction, submit your income certificate (income up to Rs 4.5 lakh) and course details to the branch, and declare that you want the CSIS interest subsidy.
  3. The bank uploads your claim on the Canara Bank nodal / Vidya Lakshmi portal, which the Ministry of Education uses to process interest subsidy.
  4. The subsidy is credited against your loan account for the moratorium period; confirm each year with your branch that the claim has been filed.

Because the whole flow runs through the bank, the single most important step is telling your branch at the time of loan sanction that you are eligible and want CSIS, and giving them the income certificate, a claim not filed by the bank is the most common reason students miss the benefit.

  • Income certificate not submitted or above the Rs 4.5 lakh limit.
