PM-KUSUM: Why Applications Get Rejected and How to Fix It

Why do PM-KUSUM applications get rejected?

PM-KUSUM applications most often fail because of a component mismatch (asking for an off-grid pump on grid-connected land), a land record not in the applicant's name, or applying after the state window closed. Each has a concrete fix. This is the troubleshooting companion to the main Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) guide, which explains the three components and the 30% central subsidy (50% in special-category states).

Because PM-KUSUM is run by state nodal agencies, exact rejection wording varies by state. The underlying reasons, drawn from the MNRE scheme guidelines and common state practice, are consistent.

Reason 1: Wrong component for your land

Component B (standalone solar pumps) is only for off-grid areas. If your field already has a grid electricity connection, a Component B application will be rejected. Component C is the opposite, it needs an existing grid-connected agricultural pump to solarise; apply for C with no such pump and it fails.

Fix: Confirm whether your field is grid-connected before applying. Off-grid land → Component B. Existing grid pump → Component C. If unsure, ask your state agency helpdesk which component your connection status qualifies for.

Reason 2: Land record not in your name

The land ownership record: khasra, khatauni, patta or record of rights: must match the applicant. A record in a father's or deceased relative's name, with no succession or partition entry bridging the gap, is a frequent rejection cause.

Fix: Get the land mutation or succession record updated in the state land-record system before applying, or apply in the name that actually holds the record. A partition or inheritance certificate can bridge a genuine gap.

Reason 3: State window closed or target exhausted

Eligibility on paper is not the same as an open queue. States open and close enrolment in batches against their sanctioned targets. Applying after a window closes, or after the batch target is full, means no allotment even if every document is perfect.

Fix: Watch your state nodal agency portal for the next open window and apply early in it. MNRE has extended the scheme timeline — reporting indicates eligible projects with power purchase agreements signed on or before 31 December 2025 now run to 31 March 2027, but individual enrolment windows remain state-controlled, so the operative deadline is your state's.

Reason 4: No usable water source

Under Component B several states require proof of a bore well or water source. A site with no assured water can be rejected at verification.

Fix: Attach the bore well or water-source certificate your state asks for. If none exists, the site genuinely does not qualify for a productive solar pump.

Reason 5: Farmer share not paid in time

This is not a rejection at application, but it cancels an approved case. After provisional selection you must pay the farmer share within the state's deadline; miss it and the allotment lapses.

Fix: Pay promptly once your status shows "provisionally selected." Bank finance is available for the farmer's share under Components B and C, so arrange it in advance rather than after selection.

Reason 6: Document and detail errors

Illegible uploads, a mismatched Aadhaar name, a wrong mobile number that never receives the OTP, or an incomplete form all stall an application at scrutiny.

Fix: Upload clear scans, use a mobile number you control for OTP, and match your name across Aadhaar, land record and bank passbook.

How to fix a rejected application

  1. Read the exact reason on your state portal status screen: do not guess.
  2. Contact the state nodal agency helpdesk with your reference number; they hold your file and can say what is missing.
  3. Correct the specific defect: update the land record, switch component, add the water-source proof, or re-upload a clear document.
  4. Re-apply in the next open window if the original was rejected rather than merely queried.
  5. Call the PM-KUSUM helpline 1800-180-3333 for scheme-level questions the state desk cannot resolve.

Avoiding fraud during "fixes"

Several fake websites and agents collect "registration" or "clearance" fees promising to fix a rejection. The Government of India runs only pmkusum.mnre.gov.in and the state portals linked from it, applying is free, and no payment is due before your application is approved and a vendor is allotted. Never share your OTP.
