A Pradhan Mantri MUDRA Yojana (PMMY) application is not an entitlement, it is a loan proposal that a bank, NBFC or microfinance institution appraises on its own credit judgement. The single most important fact to accept is this: PMMY has no automatic sanction. The Department of Financial Services makes clear that the sanction decision rests entirely with the lending institution's credit appraisal. So a rejection is a lender's credit call, not a portal error. This article walks through the common reasons MUDRA proposals get turned down and the fix for each.

Common rejection reasons and how to fix them
- Poor or thin credit history (CIBIL). Existing loan defaults, credit-card overdues or no credit record at all weaken the proposal. Fix: clear overdues, wait for the bureau record to update, and if you have no history, start with a smaller Shishu-size ask to build one.
- Existing default or NPA classification. A borrower whose account is a non-performing asset will not get a fresh MUDRA loan. Fix: regularise the old account first; lenders check this before appraisal.
- Weak or missing business viability. For Kishore, Tarun and Tarun Plus, lenders want to see a realistic project report and cash flow. Fix: submit a proper business plan with expected turnover, costs and repayment capacity.
- Ineligible purpose. PMMY does not fund crop loans, agricultural land purchase, or personal consumption. Fix: reframe only if the activity is genuinely income-generating and non-farm; crop finance belongs under the Kisan Credit Card.
- Incomplete or mismatched documents. Identity, address, business proof and a 6-month bank statement are mandatory; mismatches stall the file. Fix: ensure name and address match across Aadhaar, PAN and business documents.
- Applying for Tarun Plus without a repaid Tarun loan. Tarun Plus (above Rs 10 lakh up to Rs 20 lakh) is a repeat-borrower category. Fix: a first-timer must start at the appropriate lower category; Tarun Plus unlocks only after a Tarun loan is fully repaid.
- Business proof absent where expected. Larger proposals need Udyam registration, GST or a shop licence. Fix: complete Udyam registration (free at udyamregistration.gov.in) before applying.
What a rejection is not
A lender demanding property collateral or a third-party guarantee for a MUDRA loan is acting outside the scheme's terms: PMMY loans are collateral-free up to Rs 20 lakh. That is a ground for escalation, not a legitimate rejection. Similarly, no agent can guarantee sanction, and no fee should be paid to any intermediary; a "rejection" followed by an offer to fix it for money is a red flag.
How to fix and re-apply
- Ask the lender for the specific reason in writing. You are entitled to know why the proposal was declined.
- Correct the underlying issue — clear overdues, add the missing document, or strengthen the project report.
- Consider a different Member Lending Institution. PMMY is offered by public and private banks, RRBs, small finance banks, NBFCs and MFIs, and appraisal standards differ between them.
- Escalate genuine mistreatment. If a lender wrongly demands collateral or a fee, raise it with the bank's nodal officer, then the grievance redressal cell, and if unresolved, the RBI Ombudsman.

Can I re-apply immediately after rejection? Yes, but fix the reason first: re-submitting the same weak file to the same lender rarely changes the outcome.
