What is Pradhan Mantri Swasthya Suraksha Yojana?
Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) is a Government of India scheme of the Ministry of Health and Family Welfare, announced in 2003, with two stated objectives: correcting regional imbalances in the availability of affordable and reliable tertiary healthcare, and augmenting facilities for quality medical education in the country.

Who is eligible under PMSSY?
Who can access PMSSY funding:
- State and union territory governments, which propose a site for a new AIIMS and offer suitable encumbrance-free land free of cost.
- Government medical colleges and institutions nominated by their state for upgradation, appraised by the Ministry of Health and Family Welfare.
- Central government institutions covered under specific phase approvals.
You cannot apply if:
- You are an individual patient or student. PMSSY pays no money to individuals and issues no card. You can use an AIIMS or an upgraded college, but you cannot apply to PMSSY.
- You are a private medical college or private hospital. PMSSY upgradation is confined to government medical colleges and institutions.
- You are an NGO or company seeking a grant. Private firms participate only as construction contractors or equipment suppliers through the tender process run by the Ministry or its executing agency.
- You are a state proposing a college for upgradation without meeting the criteria for the relevant phase - selection is decided phase by phase against criteria notified for that phase.
This is worth stating plainly: individuals are not eligible for a personal benefit under PMSSY. Any website offering "PMSSY registration" or a "PMSSY form" for a citizen is misrepresenting the scheme.

How to apply under PMSSY
PMSSY has no citizen application. Two institutional routes exist, and a third path is what a patient actually does.
- A state government identifies a site for a new AIIMS and formally offers land free of cost, or nominates one or more government medical colleges for upgradation.
- The Ministry of Health and Family Welfare appraises the proposal against the criteria for the current phase, considering regional imbalance, existing tertiary capacity and the state's readiness.
- The proposal is placed for Cabinet approval where a new institution or a new phase is involved, and a per-institution cost is sanctioned.
- Funds are released for construction and equipment, executed through the designated construction agency, and the institution is later established as an autonomous body.
- Contractors, equipment suppliers and manpower agencies participate only by bidding on the tenders published by the Ministry, the executing agency or the institution.
How to get treatment at a PMSSY hospital
- Identify the nearest new AIIMS or PMSSY-upgraded government medical college for the speciality you need.
- Book an OPD appointment on the national ORS portal at ors.gov.in, or take a token at the hospital registration counter.
- Carry a photo ID to generate your OPD registration card, plus any referral letter and previous investigation reports - super-speciality departments generally see referred patients first.
- If your family is eligible under Ayushman Bharat PM-JAY, present the card at the Ayushman Mitra desk for cashless treatment up to Rs 5 lakh per family per year.
- If you cannot afford charges and are not PM-JAY eligible, ask the medical social worker about the institution's poor-patient welfare fund and the Rashtriya Arogya Nidhi.
How much benefit does PMSSY provide?
PMSSY provides no cash to individuals. The sanctioned amounts are per institution, and the published Phase-I figures are:
- Rs 820 crore per new AIIMS - Rs 620 crore construction, Rs 200 crore medical equipment and modular operation theatres.

Costs for later phases were revised and are notified institution by institution rather than as one national figure, so a figure for a specific AIIMS should be checked in the relevant Cabinet approval or Parliament reply rather than assumed from Phase-I.
