How an Ujjwala connection is given and used
What the numbers show
PM Ujjwala Yojana gives a free LPG connection to adult women in poor households. The PMUY portal shows 10.57 crore connections released as on 23 September 2026. The original 8 crore target was met in September 2019, Ujjwala 2.0 added 1.60 crore by December 2022, 75 lakh more were released by July 2024, and a further 25 lakh were approved for 2025-26 to clear pending applications.
The trend over the years
Connections grew fast until 2024 and have slowed as the scheme nears saturation. The Lok Sabha reply of April 2025 shows active beneficiaries rising 12.3 percent in 2021-22 but only 3.2 percent in the nine months to January 2025.
The more important number now is use. A connection that is not refilled does not replace firewood. Average refills per Ujjwala household rose from 3.01 a year in 2019-20 to 4.43 in 2024-25 and 4.71 in 2025-26, according to the PIB infrastructure note of June 2026. Over the same period the targeted subsidy made refills cheaper: the effective Delhi price for Ujjwala households fell from Rs 903 in March 2023 to Rs 503 in March 2025.
State differences
The biggest states account for most connections. Uttar Pradesh had over 1.85 crore PMUY households in December 2024, West Bengal about 1.23 crore, Bihar about 1.16 crore and Madhya Pradesh about 88.4 lakh. These are approximate figures given in a PIB feature, not an official state-wise table.
What the figures do not tell you
Connections released is not the same as active users. The portal total counts every connection issued, while PPAC counted 10.33 crore Ujjwala beneficiaries among active domestic LPG customers on 1 March 2025. An average of 4.71 refills a year also hides the spread between households, which these releases do not publish.
