Pradhan Mantri Van Dhan Yojana: Why Enrolment Fails and How to Fix It
Pradhan Mantri Van Dhan Yojana (PMVDY) has no online application to reject, there is no individual form, no portal login and no approval or rejection status code. So the usual "why was my application rejected" question does not map onto this scheme. What actually blocks a tribal gatherer is being unable to enrol in a Van Dhan Vikas Kendra in the first place, or a Kendra that stalls after sanction. This guide troubleshoots those real barriers. Van Dhan Yojana, run by the Ministry of Tribal Affairs through TRIFED, is a collective enterprise scheme; this article covers what to do when enrolment or the Kendra does not work.
Why you may be unable to join
- No sanctioned Kendra in your district. You cannot enrol individually where no Van Dhan Vikas Kendra exists. Fix: check the Kendra list on trifed.tribal.gov.in, and if none is sanctioned, take the proposal route through the district tribal welfare officer or the Integrated Tribal Development Agency to have one sanctioned against the state's allocation.
- No Scheduled Tribe certificate. Kendra membership is meant for tribal gatherers and forest dwellers. Fix: obtain the ST certificate from the competent revenue authority before approaching the state implementing agency.
- You are a trader, not a gatherer. The scheme is for primary collectors of minor forest produce, not middlemen dealing in it. There is no fix; traders are outside the scheme's intent.
- Your state has no notified Scheduled Tribes. States such as Haryana, Punjab and Delhi have no ST gatherers and no Kendras. No fix exists, the scheme does not operate there.
- You expect a direct cash grant. Van Dhan funds the Kendra as a collective, around Rs 15 lakh of central support per Kendra, not any individual. A request for a personal loan or subsidy has nothing to receive. Fix: reset the expectation — the benefit is income from supplying and processing produce, plus a share of the enterprise surplus.
Why a sanctioned Kendra fails to deliver
Enrolment can succeed yet the benefit not arrive, for reasons TRIFED itself flags in its monitoring:
- Kendra sanctioned but not functioning. Many Kendras stall on the release of equipment or working capital. Fix: raise it with the state implementing agency (the state tribal development corporation or MFP federation) and the TRIFED regional office.
- Produce not being lifted. A Kendra buys seasonally and only the two or three items its processing line handles. Fix: confirm which items your Kendra deals in before collecting in bulk, so you do not gather produce it cannot absorb.
- Payment delays for supplied produce. Fix: keep the supply slip the Kendra issues and take it to the SHG leader and the state agency's district manager for reconciliation.
- SHG record or bank account missing. Your share is routed through the self-help group and your own Aadhaar-seeded bank account. Fix: complete SHG enrolment with your ST certificate, Aadhaar and bank passbook, and ensure the account is active.
The correct escalation route
- First: the self-help group leader and the Van Dhan Vikas Kendra's managing committee.
- Then: the state implementing agency and the TRIFED regional office.
- District level: the District Tribal Welfare Officer or ITDA Project Officer.

Frequently asked questions
Is there a rejection letter under Van Dhan Yojana? No. Because there is no individual application, there is no rejection letter or status code. Barriers are practical; no Kendra, no ST certificate, or a stalled Kendra.
Can I appeal if my area has no Kendra? There is nothing to appeal; instead, submit a proposal to sanction a new Kendra through the district tribal welfare office and the state implementing agency.
Can an individual apply again after being "refused"? The scheme has no individual approval to refuse. Re-approach the state implementing agency once a Kendra is sanctioned and you hold a valid ST certificate.
