What is PM-JANMAN?

Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) is a mission of the Ministry of Tribal Affairs aimed at the most vulnerable tribal communities in India. The Prime Minister announced it on 15 November 2023, Janjatiya Gaurav Divas, from Khunti in Jharkhand.

According to the PM-JANMAN operational guidelines, India's Scheduled Tribe population was 10.45 crore at the 2011 census, and 75 communities located in 18 states and the Union Territory of Andaman and Nicobar Islands are classified as Particularly Vulnerable Tribal Groups (PVTGs). PM-JANMAN was created because these groups continue to lag behind other Scheduled Tribes on social, economic and educational indicators.

The Union Cabinet approved the mission with a total outlay of Rs 24,104 crore. A central share of Rs 15,336 crore and a state share of Rs 8,768 crore, to fund 11 critical interventions through 9 line ministries. The Ministry of Tribal Affairs has stated that the mission reaches out to about 22,000 PVTG-majority habitations in 200 districts.

Who is eligible for PM-JANMAN?

You are covered if:

• You belong to one of the 75 notified Particularly Vulnerable Tribal Groups.
• You live in one of the 18 states or the Union Territory of Andaman and Nicobar Islands where PVTGs are notified.
• Your habitation is among the roughly 22,000 PVTG-majority habitations in 200 districts identified by the Ministry of Tribal Affairs.
• You also satisfy the eligibility rules of the specific underlying scheme, for example, living in a kaccha house to qualify for the PMAY-G component.

You cannot apply if:

• You are a Scheduled Tribe household but not from a notified PVTG: general ST villages are covered by DA-JGUA instead, not PM-JANMAN.
• Your habitation is not on the identified PVTG habitation list; households cannot nominate their own habitation.
• You are looking for a direct cash grant from PM-JANMAN. The mission has no standalone DBT component.
• You already have a pucca house or an existing PMAY-G sanction, in which case the housing intervention does not apply to you.

How to apply for PM-JANMAN benefits

PM-JANMAN has no personal application form, no registration number and no direct benefit transfer of its own. A PVTG household receives benefits by being enrolled at a habitation camp or by applying to the underlying scheme.

1. Confirm your PVTG status by obtaining or checking your Scheduled Tribe certificate, which must record the specific community name notified as a PVTG in your state.
2. Attend the beneficiary saturation camp held in your habitation. Under the PM-JANMAN IEC campaign, district-level officers are assigned to each district to run these camps along with health camps in PVTG habitations.
3. Get your entitlement gaps recorded at the camp — missing house, tap connection, electricity, Ayushman card, Aadhaar or bank account are all noted by the dedicated habitation team.
4. Apply to the specific scheme through the Gram Panchayat secretary or the Block Development Office, PMAY-G for a house, Jal Jeevan Mission for water, RDSS for electricity, Ayushman Bharat for a health card.
5. Make land available where required. The guidelines note that the state's role includes making suitable land available for roads, Anganwadis, hostels and multipurpose centres: village-level land issues must be settled with the Gram Sabha.
6. Follow up with the district collector's office, which supervises PM-JANMAN implementation and the dedicated habitation teams in your district.

How much benefit does PM-JANMAN provide?

PM-JANMAN's Rs 24,104 crore outlay is spent on physical targets rather than on per-person cash. The clearest household-level benefit is the pucca house under PMAY-Gramin, targeted at all 4.9 lakh PVTG households living in kaccha houses. Under the linked DA-JGUA norms, PMAY-G unit assistance for PVTG and hilly areas is Rs 1.3 lakh against Rs 1.2 lakh for plain areas.

Other benefits are collective, 8,000 km of roads, 1,000 mobile medical units, 2,500 Anganwadi centres, 500 hostels, 500 Van Dhan Vikas Kendras and 1,000 multipurpose centres, and reach a household indirectly through the habitation it lives in.

How is PM-JANMAN monitored?

The Ministry of Tribal Affairs coordinates PM-JANMAN as the nodal agency and maintains a PM-JANMAN dashboard linked from tribal.nic.in. State governments coordinate their line departments, while district administrations deploy dedicated habitation teams that map missing benefits, follow up on FRA pattas, Aadhaar and bank accounts, and hold community meetings with headmen. Tribal Research Institutes in each state assist with planning and execution at district, block and habitation levels.

There is no fee for any PM-JANMAN benefit. No official will ask for money to include your habitation in the mission or to add your name to a beneficiary list.
