The Pre-Matric Scholarship for ST Students, the Ministry of Tribal Affairs scheme for Scheduled Tribe children in Classes IX and X, is rejected or delayed far more often at the payment and verification stage than at the eligibility stage. A bank account that is not Aadhaar-seeded, a school that never verified the form, or a wrong hosteller declaration can each stop a valid claim. This article works through every cause with the fix and the correction routes. The one-line reminder from the parent guide: it pays a monthly scholarship for 10 months plus compulsory fees to ST students in Classes IX-X whose family income is up to Rs 2.50 lakh.

Bank account and Aadhaar failures. The most common cause

Payment is by Direct Benefit Transfer, and the DBT step is where sanctioned money bounces back.

1. Account not Aadhaar-seeded in the NPCI DBT mapper. Aadhaar merely linked to the bank is not enough. Fix: ask the branch to seed the account for DBT and confirm on the NPCI Aadhaar-mapper status page.
2. Account in a parent's name rather than the student's own. Fix: open a savings account in the student's name and update it on the portal.
3. Name mismatch across the Aadhaar card, bank passbook and school record, the single most common reason a sanctioned scholarship fails at payment. Fix: make the spelling identical on all three.

Verification, certificate and declaration errors

• School verification pending. The application sits with the Institute Nodal Officer and never reaches the district tribal welfare office. Fix: after submitting, confirm the school has verified it on NSP before the deadline. If the school is not registered on NSP, it must complete institute registration first. A student cannot bypass this.
• ST certificate problem. A community notified as ST in one state is not automatically ST in another, and the certificate must be from the competent revenue authority. Fix: hold a valid ST certificate for the domicile state in the student's name.
• Income certificate expired or from an authority the state does not accept. Fix: get a current-year certificate showing family income within Rs 2.50 lakh from the notified authority.
• Incorrect hosteller declaration, claiming the higher hosteller rate without a hostel certificate. Fix: declare day-scholar or hosteller status accurately and keep a hostel certificate ready if you claim the hosteller rate.
• Duplicate application submitted by both the school and the family. Fix: file only once.
• Class VIII or below, or Class XI and above. The scheme covers only Classes IX and X. Fix: use a state pre-matric scheme for lower classes, or the Post-Matric Scholarship for Class XI onward.

Using the defective-application correction window

The parent guide notes that when an application shows "rejected", the National Scholarship Portal displays the reason, and most school- or district-level rejections can be corrected in the defective-application window NSP opens after the main deadline. According to NSP's process notes, the fields editable at institute or state level include category, annual income, Aadhaar number, day-scholar/hosteller status, IFSC code and account number. To act on it:

1. Log in and open the application flagged as defective; read the exact reason.
2. Correct the flagged field or re-upload the corrected document.
3. Resubmit within the correction window and have the school re-verify.

Do not start a fresh application — a duplicate from the same Aadhaar is itself a rejection reason.

Renewal-specific rejections

Because the scholarship is sanctioned for one academic year at a time, a Class IX awardee must submit a renewal in Class X, and renewals fail when proof of promotion or an updated bonafide certificate is missing. A student who fails and repeats the same class is generally not paid twice for that class, though states differ. Fix: attach promotion proof and the current bonafide certificate at renewal.

Grievance and escalation routes

• Grievance module on scholarships.gov.in; enter the application ID for a tracked ticket; the India.gov.in service listing indicates resolution generally within about 30 days.
• District tribal welfare officer, for verification and sanction disputes.
• State tribal welfare department, for questions on state rates, state top-ups and state-run portals.

Resubmission checklist

• Bank account in the student's name, Aadhaar-seeded for DBT, name identical across Aadhaar, bank and school records.
• Valid ST certificate for the domicile state and a current-year income certificate within Rs 2.50 lakh.
• Correct day-scholar/hosteller declaration, hostel certificate ready if claiming the hosteller rate.
• Correct class (IX or X), single application, school verification confirmed before the deadline.
