Why Prime Minister Early Career Research Grant applications get rejected

Applications for the Prime Minister Early Career Research Grant (PM-ECRG), the Anusandhan National Research Foundation (ANRF) programme for newly appointed faculty, are rejected for two very different kinds of reason: hard eligibility filters that no correction can undo, and avoidable process errors that a careful resubmission fixes. This article separates the two so applicants do not waste one of their few eligible calls. The one-line reminder from the parent guide: PM-ECRG gives up to Rs 60 lakh plus overheads over three years to regular faculty who joined their institution on or after 1 February 2023 and are within the age and two-year windows.

Hard eligibility filters. A rejection you cannot appeal

These are structural. If any applies, the application is filtered out and no correction restores it, the fix is not to reapply until you genuinely qualify.

• Joining date outside the window. The applicant must have joined the current institution on or after 1 February 2023 and apply within two years of that date. Joining earlier, or after two years have elapsed, is a hard exclusion.
• Position is not regular. Research associates, postdoctoral fellows, ad-hoc, guest and contractual faculty, visiting scientists, consultants, project fellows and PhD students do not hold the regular faculty position PM-ECRG requires.
• A previous listed grant. Having held a Young Scientist Scheme, Early Career Research Award, Start-up Research Grant or Core Research Grant from SERB or ANRF triggers automatic exclusion, as does having already received PM-ECRG once. It is a one-time career grant.
• Age over the limit. The ceiling is 42, relaxed by three years to 45 for SC, ST, OBC, physically challenged and women applicants, counted on the last date of the call.

The eligibility rules are cumulative: meeting the age limit is not enough if the joining-date condition fails, and vice versa.

Process errors. The fixable rejections

These are the ones worth correcting before the call closes.

1. Missing institutional endorsement. The head of the host institution must approve the application online before it reaches ANRF; without it the application never arrives. Fix: forward it for endorsement early and confirm the institution has approved it before the deadline.
2. Technical proposal in the wrong format or over size. The proposal must be a single PDF of not more than 10 MB. Fix: compress figures and merge into one PDF under the limit.
3. Budget exceeding the Rs 60 lakh ceiling or unjustified. The budget must sit within the ceiling and be justified line by line — equipment, consumables, manpower, travel and contingency. Fix: bring the total within Rs 60 lakh and justify each head.
4. Profile fields inconsistent with documents. ANRF checks eligibility against your profile, so a joining date typed differently from the appointment letter can trip the automated filter. Fix: enter the joining date exactly as it appears on the appointment letter and match every field to its supporting document.
5. Missing category certificate when claiming age relaxation. Fix: upload the SC/ST/OBC or physically-challenged certificate if you rely on the three-year relaxation.

Rejections at the review stage

Even an eligible, complete application can be turned down on merit. With up to 700 grants a year against a much larger pool, ANRF expert committees weigh the technical proposal most heavily, and applications are penalised when the work plainly needs more than three years, when the budget is not justified, or when the institutional endorsement does not confirm that space and basic infrastructure are actually available. Fix for the next call: scope the project to a genuine three-year horizon, justify the budget in detail, and secure a concrete endorsement of facilities.

How to resubmit correctly

PM-ECRG runs through announced calls, not a permanently open window, and applications can be submitted only while a call is live. Because the two-year window from joining is short, an eligible applicant typically has only one or two calls in which to apply, so a wasted submission is costly. Before resubmitting in the next open call:

1. Re-check every hard filter; joining date, position type, prior grants, age; because none of these can be corrected after submission.
2. Rebuild the single-PDF proposal under 10 MB with a three-year plan and a line-by-line budget within Rs 60 lakh.
3. Match every profile field to its document, especially the joining date.
4. Route the application for institutional endorsement well before the closing date.
