What is the Overseas Visiting Doctoral Fellowship (OVDF)?

The Overseas Visiting Doctoral Fellowship (OVDF) is a research-training fellowship that enables PhD students registered in Indian institutions to spend a period of up to 12 months at a leading overseas university or research institute. It is run by the Anusandhan National Research Foundation (ANRF), which has absorbed the schemes of the erstwhile Science and Engineering Research Board (SERB); under the Department of Science and Technology, Ministry of Science and Technology.

Who is eligible for OVDF?

You can apply if:

• You are an Indian citizen.
• You are enrolled as a full-time PhD student in a recognised Indian university or research institution.
• Your area of work falls within science, engineering, medicine, pharmacy, agriculture or an allied discipline supported by ANRF/SERB.
• You have secured an invitation or acceptance from a suitable overseas university or institute for the training period.
• Your Indian supervisor and institution issue a no-objection for the visit.

You cannot apply if:

• You are a part-time PhD scholar or are already sponsored for study abroad.
• You have already submitted your PhD thesis for the award of the degree.
• You do not have a confirmed host abroad. The fellowship is not sanctioned for open-ended searches.
• You are not registered for a PhD in an Indian institution — OVDF is for scholars whose degree is anchored in India, not for independent researchers or those enrolled abroad.

Because OVDF is a doctoral training fellowship, it is narrowly targeted: undergraduate and master's students, post-doctoral researchers and working professionals who are not registered PhD candidates are outside its scope.

How much benefit does OVDF provide?

The core benefit is a monthly fellowship of USD 2,000 for the duration of the overseas training, up to 12 months. In addition, ANRF/SERB provides a one-time contingency grant of Rs 60,000 to help with visa, local transfers and medical insurance, and reimburses a round-trip economy-class air fare between the fellow's workplace in India and the host institute abroad.

How to check your application status

OVDF does not run on a rolling portal with a live status tracker for individual applicants; it is call-based, so status updates come at fixed points tied to the ANRF/SERB review cycle rather than on demand.

1. Confirm submission first. After you submit online during an open call window, note the application or reference number shown on the acknowledgement screen or emailed to you. Keep this for every future query, since ANRF/SERB staff will ask for it before checking anything.
2. Log back into the portal used for the call (serb.gov.in or anrfonline.in, depending on which system hosted that particular OVDF call) to see whether your submission shows as received or is still pending upload of any document.
3. Wait for the review outcome to be communicated, typically by email to the applicant and supervisor, since OVDF selection runs through an internal ANRF/SERB screening and does not publish a running merit list or a per-applicant dashboard the way some open-portal schemes do.

Common reasons for rejection

• No confirmed overseas host at the time of application. OVDF is sanctioned only against a firm invitation or acceptance letter from a specific foreign university or institute. An application built around an informal enquiry, a pending response, or a "co-supervisor is exploring options abroad" note is rejected because there is nothing concrete for ANRF/SERB to evaluate. Fix: secure the written host acceptance before you submit, not after.
• Applicant is not a full-time, currently registered PhD scholar. Part-time scholars, candidates whose registration has lapsed or is under renewal, and anyone who has already submitted the PhD thesis are outside the eligibility band and get screened out early. Fix: apply only while your full-time registration is active and your thesis has not yet been submitted.
• Missing or weak supervisor endorsement. OVDF treats the Indian supervisor's no-objection and recommendation as central, since the overseas training is meant to feed the ongoing thesis, not replace it. A generic forwarding note from the institution without the supervisor's specific endorsement of the research plan is a common cause of rejection. Fix: get a substantive, signed endorsement that ties the overseas work explicitly to the thesis objectives.
• Research plan does not clearly connect to the PhD thesis. Proposals that read as a standalone project, an unrelated short course, or general "exposure visit" without a defined research problem linked to the applicant's registered thesis topic are weak on the core selection criterion. Fix: write the plan around specific thesis chapters or objectives the overseas work will advance, not general skill-building.
• Already sponsored for study or training abroad. Scholars who hold another fellowship, sponsorship or funded placement for overseas study during the same period are not eligible for OVDF alongside it. Fix: disclose and resolve any overlapping support before applying, and apply for OVDF only if it will be your sole source of funding for that overseas stint.
• Incomplete document set at submission. Missing academic records, an unsigned NOC, or a host letter that does not clearly state the offered duration and start date are frequent, avoidable rejection triggers, since ANRF/SERB screens on paper completeness before assessing merit. Fix: cross-check every required document against the scheme's list before the portal window closes, since OVDF calls do not stay open for corrections after the deadline.
• Applying outside a live call window.
