Generator Subsidy under Motivation of Entrepreneurs to Start Industries and Fiscal Assistance to Industries
Puducherry state government scheme
Generator Subsidy is a Puducherry Industries and Commerce Department incentive that reimburses 50 per cent of the cost of buying and installing a generator, up to Rs 5 lakh per year per industrial unit. Micro, small, medium and large units that bought the generator on or after 1 April 2017 apply offline on the common subsidy form.
What is the Generator Subsidy in Puducherry?
Generator Subsidy is one of the incentives offered by the Industries and Commerce Department, Union Territory of Puducherry, under the umbrella scheme "Motivation of Entrepreneurs to Start Industries and Fiscal Assistance to Industries, Various Incentives". The incentive package was framed under the New Industrial Policy 2016 and the current set of incentives came into force with effect from 1 April 2017, applying across the whole Union Territory, the Puducherry, Karaikal, Mahe and Yanam regions.
Under the Generator Subsidy, the department reimburses 50 per cent of the cost of purchasing and installing a generator, subject to a ceiling of Rs 5,00,000 per annum per industrial unit. The purpose is straightforward: power interruptions stop production lines, and a diesel or gas generator set is an expensive but unavoidable purchase for a manufacturing unit. Rather than leave that cost entirely with the entrepreneur, the Union Territory shares half of it up to the ceiling.
Generator Subsidy is a claim-based reimbursement, not an upfront grant. The unit buys and installs the generator with its own or borrowed money, and then files a claim in the department's common subsidy application form.
Who is eligible for the Generator Subsidy?
Your unit can claim if:
- Your unit is a micro, small, medium or large industry located in the Union Territory of Puducherry. Unlike some incentives in the package, this one is not limited to MSMEs.
- The investment was made on or after 1 April 2017, and specifically the generator was purchased on or after 1 April 2017.
- Your unit gives at least 60 per cent of its total employment to people of the Union Territory of Puducherry. This local-employment condition runs through the entire incentive package and has to be maintained for the period stated in the affidavit you file.
- You undertake not to transfer or dispose of the fixed assets, including plant and machinery, until five years from the date of submitting the application or the date of disbursement of the subsidy, whichever is later.
Additional investments made by a new or existing unit after the first claim are also eligible, up to the ceiling limit, so a unit that adds a second generator set later is not shut out.
You are not eligible, and cannot apply, if:
- The generator is second-hand or used, whether imported or indigenous. Used machinery is expressly excluded from the package.
- You have already availed an investment subsidy for the same investment from the central government, the Puducherry government or any other agency. The department will not fund the same asset twice.
- The generator was bought before 1 April 2017, which places it outside the current incentive order.
- Your unit does not meet the 60 per cent local employment condition, or is unwilling to give the affidavit that keeps it in force.
- You are an individual seeking personal financial help. Generator Subsidy is an industrial incentive paid to a registered industrial unit; there is no household or personal benefit under it.
Where two or more industrial undertakings are set up by the same proprietor, by common partners or by a common board of directors or shareholders, the department treats them as separate entities for subsidy purposes, provided the units are at different locations and hold their licences, clearances and registrations separately.
How much is the subsidy and how is it paid?
| Item | Value |
|---|---|
| Rate of subsidy | 50 per cent of cost of purchase and installation |
| Ceiling | Rs 5,00,000 per annum per industrial unit |
| Qualifying purchase date | On or after 1 April 2017 |
| Instalments | Single or multiple, depending on availability of funds |
The mode of disbursement follows the standard rule for the Puducherry package. Where the unit is financed by a bank or financial institution, the subsidy is disbursed through that institution only, and is adjusted against the loan availed by the entrepreneur, or applied towards the creation of additional fixed assets or towards working capital. Where the unit is self-financed, the subsidy is paid directly to the entrepreneur or unit. "Financial institution" in this context includes PIPDIC, the Pondicherry Industrial Promotion Development and Investment Corporation, any other government corporation, and scheduled banks including co-operative banks.

How to apply for the Generator Subsidy
- Download the common application form for subsidies from the Directorate of Industries and Commerce, Puducherry, at industry.py.gov.in/common-application-subsidies, or collect it from the Directorate at Industrial Estate, Thattanchavady, Puducherry 605009.
- Fill in every mandatory field in the form, and attach self-attested copies of all the supporting documents, generator invoice, installation and payment proof, unit registration, the local-employment affidavit and your bank or loan details.
- Submit the signed form and enclosures to the Directorate of Industries and Commerce for the Puducherry region, or to the Assistant Director at the Rural Industrial Estate, Kottucherry, Karaikal for the Karaikal region, or to the technical officers at the Civil Station in Yanam or Mahe.
- Ask for a receipt or acknowledgement carrying the date and time of submission and a reference number, and keep it, this is what you quote when following up.
- Attend the departmental inspection. Officials of the Industries Department verify the date of commencement admitted by the entrepreneur and inspect the installed generator before the claim moves forward.
What happens after the claim is filed?
The Directorate of Industries scrutinises applications on merit and works out the quantum of subsidy admissible in each case. The worked-out claim is then placed before a State Level Committee, which examines the merits of each case, decides whether the unit qualifies for the incentive, and recommends the amount to be sanctioned. Sanction orders are issued as expenditure sanctions and are published on the Government of Puducherry website, sanctions for generator subsidy to individual units in the Puducherry region appear there periodically, which is a useful way to confirm that the scheme is live and disbursing.
By when must you apply?
The package sets a claim window rather than an annual last date:
- New units: within one year from obtaining the Entrepreneurs Memorandum Part-II, the permanent registration, or the commencement of production certificate.
- Existing units β within one year of completing an expansion, diversification or modernisation.
Missing that window is the single most avoidable reason for losing the subsidy.
Why generator subsidy claims get rejected
- Invoice dated before 1 April 2017, which puts the purchase outside the current order.
- Second-hand generator set presented for the claim.
- Claim filed after the one-year window closed.
- Local employment below 60 per cent, or the affidavit not filed.
- Duplicate subsidy already drawn on the same asset from a central or state scheme.
- Incomplete invoices, a quotation or a proforma invoice is not proof of purchase and installation.
- Disposal of assets within the five-year lock-in, which triggers recovery even after sanction.
What else is in the same incentive package?
Generator Subsidy sits alongside other incentives under the same umbrella scheme, and a unit is often eligible for several at once. According to the incentives published by the Government of Puducherry, these include capital investment subsidy, interest subsidy of 25 per cent of annual interest up to Rs 5 lakh a year, power subsidy of 50 paise per unit, 25 per cent subsidy on pollution control equipment up to Rs 5 lakh, quality certification subsidy of 50 per cent up to Rs 2 lakh, technology acquisition assistance of 50 per cent up to Rs 10 lakh, and reimbursement of 50 per cent of an energy or water audit up to Rs 25,000. Each is claimed on the same common application form.

How to check your application status
There is no online tracking portal or application ID login for the Generator Subsidy claim, since it is filed offline on paper at the Directorate of Industries and Commerce. Applicants have to follow up through these channels instead.
- Quote your acknowledgement reference. When you submitted the common subsidy application form, the receiving office gave you a receipt or acknowledgement with a date, time and reference number. Keep this safe, it is what the Directorate uses to trace your file when you follow up in person, by phone or by letter.
- Check whether the departmental inspection has happened. Before a claim moves forward, officials from the Industries Department verify the date of commencement you declared and physically inspect the installed generator. If this inspection has not yet taken place, the claim is still at the scrutiny stage and has not reached the State Level Committee.
- Ask whether the file has gone to the State Level Committee. After scrutiny, the Directorate works out the admissible subsidy amount and places the case before the State Level Committee, which decides eligibility and recommends the sanction amount. You can ask your regional office whether your case has been listed for the Committee yet.
- Watch for a published sanction order. Once approved, sanctions are issued as expenditure sanction orders and published on the Government of Puducherry website. Checking these periodic sanction lists for generator subsidy disbursed to units in the Puducherry region is a reliable, independent way to confirm your claim has been approved, without having to wait for a letter.
- Follow up with the office where you filed. Contact the office matching the region where you submitted your claim:
- Puducherry region: Directorate of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605009, phone +91-413-2248476, 2248168 or 2248320.
- Karaikal region: Assistant Director, Rural Industrial Estate, Kottucherry, phone +91-4368-265438.
- Yanam region: Technical Officer, Civil Station, phone +91-884-2321257.
- Mahe region: Technical Officer, Civil Station, phone +91-490-233235.
- Escalate through the grievance mechanism if there is unexplained delay. If your claim has been pending well beyond the time taken for similar claims and the office visit or call does not resolve it, use the grievance redressal mechanism at industry.py.gov.in/grievance-redressal-mechanism to raise the delay formally.
Since disbursement for bank-financed units is routed through the financing institution (PIPDIC, a government corporation, or a scheduled or co-operative bank), it is also worth checking with your bank or PIPDIC directly, the credit may show up in your loan account statement before the Directorate's own communication reaches you.

Frequently asked questions
How much generator subsidy does Puducherry give?
Puducherry gives 50 per cent of the cost of purchasing and installing a generator, subject to a ceiling of Rs 5,00,000 per annum per industrial unit. The subsidy is released in one or more instalments depending on the availability of funds.
Which units are eligible for the Generator Subsidy?
All micro, small, medium and large industrial units in the Union Territory of Puducherry are eligible, provided the generator was purchased on or after 1 April 2017 and the unit gives at least 60 per cent of its employment to people of Puducherry.
Is a second-hand generator eligible for the subsidy?
No. Second-hand or used machinery, whether imported or indigenous, is not eligible under the incentive package, so a used generator set will not be admitted for the claim.
By when must the claim be filed?
A new unit must file within one year of obtaining its Entrepreneurs Memorandum Part-II, permanent registration or commencement of production certificate; an existing unit must file within one year of completing its expansion, diversification or modernisation.
How is the generator subsidy paid out?
If the unit is financed by a bank, PIPDIC or another government corporation, the subsidy is routed through that institution and adjusted against the loan or used for fixed assets or working capital. A self-financed unit receives the money directly.
Can the same generator be claimed under a central scheme as well?
No. A unit that has availed investment subsidy for the same investment from the central government, state government or any other agency cannot claim again for that investment under this scheme.
Who decides whether the claim is sanctioned?
The Directorate of Industries scrutinises the claim on merit and works out the admissible amount, and a State Level Committee then decides whether the unit qualifies and recommends the quantum of subsidy.
Where is the application submitted?
The completed common subsidy form and documents go to the Directorate of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605009. Ask for a dated acknowledgement with a reference number.
