Outstanding Entrepreneur Award under State Awards to Micro, Small and Medium Enterprises, Puducherry
Puducherry state government scheme
Outstanding Entrepreneur is a Puducherry State Award for micro, small and medium enterprises that carries a cash award of Rs 2 lakh and a citation. The enterprise must have run profitably for 3 years and give at least 60 per cent of its employment to people of Puducherry. Applications are invited by the Director of Industries and filed offline.
What is the Outstanding Entrepreneur award?
Outstanding Entrepreneur is one of the State Awards to Micro, Small and Medium Enterprises given by the Industries and Commerce Department, Union Territory of Puducherry. The awards sit inside the umbrella scheme "Motivation of Entrepreneurs to Start Industries and Fiscal Assistance to Industries" and were formulated under the New Industrial Policy 2016, introduced on 4 October 2016. The State Award schemes exist, in the department's own words, to provide awards for the best outstanding entrepreneurs and enterprises conforming to the New Industrial Policy 2016.
The award carries a cash award of Rs 2,00,000 and a citation, and operates across the whole Union Territory; Puducherry, Karaikal, Mahe and Yanam.
Outstanding Entrepreneur is different in kind from the rest of the Puducherry incentive package. The generator subsidy, interest subsidy, quality certification subsidy and the other components are claim-based reimbursements tied to a specific investment or expenditure. This is a recognition, judged competitively on merit against other applicants, with a cash component attached. Nobody is entitled to it by meeting the criteria; the criteria only decide who may be considered.
Who is eligible for the Outstanding Entrepreneur award?
You can be considered if:
- Your unit has been functioning profitably for three years before the date of application. This is the central filter, the award goes to a demonstrated performer, not a promising start-up.
- Your unit gives at least 60 per cent of its employment to people of the Union Territory of Puducherry out of its total employment strength. The local-employment condition runs through every scheme in the Puducherry package and applies here too.
- Your unit is a micro, small or medium enterprise in the Union Territory.
- Applications for the award are currently open. The Director of Industries invites them by wide publicity rather than accepting them continuously.
You are not eligible, and cannot apply, if:
- Your unit has not completed three years of profitable operation before the date of application. A unit less than three years old, or one that has run at a loss in that window, does not qualify.
- Your unit's local employment is below 60 per cent of its total strength.
- You are an individual who does not run an enterprise, an employee, a professional or a job seeker. The award is conferred on an entrepreneur in respect of an enterprise.
- The enterprise is located outside the Union Territory of Puducherry, even if the promoter lives in Puducherry.
- Applications have not been invited. Unlike the subsidy components, which are claimed against your own unit's milestones, this award opens only when the Director of Industries publicises a call.
What does the award give?
| Item | Value |
|---|---|
| Cash award | Rs 2,00,000 |
| Recognition | A citation from the Government of Puducherry |
| Policy basis | New Industrial Policy 2016, introduced 4 October 2016 |
| Scope | Whole Union Territory of Puducherry |
Beyond the money, the citation has practical value for a small enterprise. A state award from the Industries Department is a credential a unit can put in front of lenders, large buyers and tender committees, and for many recipients that matters more than the Rs 2,00,000.

How to apply for the Outstanding Entrepreneur award
- Watch for the call. The Director of Industries invites applications for the award by wide publicity. Check notices at the Directorate of Industries and Commerce, the department's website and announcements in the local press, since there is no standing annual date published.
- Download or collect the prescribed form published on the website of the Directorate of Industries and Commerce, Puducherry, when the call is issued.
- Fill in all mandatory fields and attach self-attested copies of the supporting documents; three years of audited accounts, the unit's registration, the employment statement showing the 60 per cent local share, and your statement of achievements.
- Submit the duly filled and signed application form with the documents to the concerned authority, either in person or by post, at the Directorate of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605009.
- Keep an acknowledgement of submission, and retain a complete copy of the application, since the committee may seek clarifications on the figures you have claimed.
What happens after you apply?
Selection runs in three stages, and the department publishes the sequence:
- The Directorate of Industries and Commerce scrutinises the applications on a merit basis for the grant of state awards, and places them before the award committee.
- The committee for the awards goes into the merits of each case for granting the award.
- The list of selected enterprises is notified, and the Director of Industries informs the enterprises to receive the awards.
Because it is a competitive process, a complete, well-evidenced application matters more than in a subsidy claim. Two units that both clear the three-year profitability and 60 per cent employment tests will be separated on the strength of the achievements they can document.
Key dates and how the calendar works
There is no fixed last date carried on the department's website for this award. The scheme opens when the Director of Industries issues a call, and the eligibility clock: three years of profitable functioning — runs backwards from the date of application, not from a financial year end. A unit that has just completed its third profitable year should therefore be ready with audited accounts when the next call appears, rather than waiting for a further year.
Common reasons applications fail
- Under three years of profitable operation, or a loss in one of the three years.
- Unaudited or incomplete accounts, which make profitability impossible to verify.
- Local employment below 60 per cent, or an employment statement that does not separate local from non-local staff.
- Thin achievement narrative, a form filled with bare registration details and no evidence of production growth, exports, innovation or employment generation gives the committee nothing to weigh.
- Application submitted outside the call window.
Other State Awards in the same series
The State Awards to Micro, Small and Medium Enterprises series includes other categories carrying the same cash award of Rs 2,00,000 and a citation, among them the award for Green and Eco-Friendly Measures, conferred on industries that are green and eco-friendly as per the standards of the Department of Science, Technology and Environment, Puducherry. An enterprise that qualifies for more than one category should read the call notice carefully to see which categories are open in that round.

How to check your application status
There is no online tracking portal for the Outstanding Entrepreneur award. Since the application is filed offline with the Directorate of Industries and Commerce, follow-up also has to be offline.
- Keep the acknowledgement from submission. Whether you deliver the form in person or send it by post, the acknowledgement (or the postal receipt, if sent by registered post or speed post) is your only proof that the application reached the Directorate on a given date. Quote its reference when you follow up.
- Call the Directorate of Industries and Commerce helpline at +91-413-2248476 and ask for the status of your state award application, giving the applicant name, enterprise name and the date of submission.
- Visit the Directorate in person at Industrial Estate, Thattanchavady, Puducherry 605009, if a phone follow-up does not get a clear answer, since the file itself is held there through scrutiny and the award committee stage.
- Expect three stages before any result is communicated: scrutiny by the Directorate on a merit basis, review by the award committee, and then notification of the selected enterprises. There is no interim status update at each stage; the Directorate only confirms once your file has cleared or been rejected.
- Watch for the selection notification. If your enterprise is chosen, the Director of Industries informs you directly to receive the award. If you hear nothing after a call has closed and selections have been announced, treat that as non-selection for that round, since the department does not send individual rejection letters for a competitive award.
- Do not expect an SMS or email trail. Unlike claim-based subsidy disbursements, this is a one-time competitive award, so status tracking depends on the acknowledgement you hold and direct contact with the Directorate, not a digital dashboard.
