Outstanding Exporter Award under Motivation of Entrepreneurs to Start Industries and Fiscal Assistance to Industries — State Awards to Micro, Small and Medium Enterprises
Puducherry state government scheme
The Outstanding Exporter award is a Puducherry State Award to Micro, Small and Medium Enterprises that gives a direct manufacturer-exporter a cash award of Rs 2,00,000 and a citation. The unit must have been functioning profitably and exporting for 3 years and give at least 60% of jobs to people of Puducherry. Apply when the Director invites entries.
What is the Outstanding Exporter award in Puducherry?
The Outstanding Exporter award is one of the State Awards to Micro, Small and Medium Enterprises conferred by the Industries and Commerce Department, Union Territory of Puducherry, under the umbrella scheme "Motivation of Entrepreneurs to Start Industries and Fiscal Assistance to Industries". The award confers a cash award of Rs 2,00,000 and a citation on a direct manufacturer-exporter that has been exporting for three years.
According to the Department's award notification, the State Award schemes are formulated under the New Industrial Policy 2016, introduced on 4 October 2016, to provide awards for the best outstanding entrepreneurs and enterprises conforming to that policy.
An award is not a subsidy, and it is worth being clear about the difference. The capital investment subsidy or the generator subsidy is an entitlement: a unit that meets the conditions and files in time is paid. The Outstanding Exporter award is competitive and discretionary, a single enterprise is selected on merit from the entries received in a cycle. A unit should treat the Rs 2,00,000 as recognition rather than as budgetable income, and value the citation for what it does in a buyer's due diligence file.
Who is eligible for the Outstanding Exporter award?
Enterprises that can apply:
- Units that have been functioning profitably and exporting for three years. Both limbs matter, three years of exports at a loss will not satisfy the profitability requirement, and a profitable unit with two years of exports is short of the qualifying period.
- Units that are a direct manufacture exporter, meaning the enterprise itself makes the goods it exports.
- Units providing at least 60% of their total employment strength to people of the Union Territory of Puducherry, the same local employment condition that runs through the Puducherry industrial incentive framework.
- Micro, small and medium enterprises, this being a State Award to MSMEs.
Who is not eligible:
- Individuals. Individuals cannot apply for a personal benefit; the award is conferred on the enterprise.
- Merchant exporters and trading houses that buy finished goods and export them without manufacturing.
- Units with fewer than three years of export performance.
- Units that have not been functioning profitably through the qualifying period.
- Units below the 60% local employment threshold.
- Enterprises outside the MSME classification, since these are State Awards to Micro, Small and Medium Enterprises.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Prescribed state award application form | Yes | Published when the Director invites applications |
| Udyam registration or EM Part-II | Yes | Establishes MSME classification |
| Import Export Code (IEC) | Yes | Establishes exporter of record status |
| Shipping bills, export invoices and bank realisation certificates for 3 years | Yes | Proves continuous export performance |
| Audited accounts for 3 years | Yes | Proves profitable functioning |
| Employee list with residence proof of Puducherry workers | Yes | Establishes the 60% local employment share |
| Manufacturing evidence | Yes | Distinguishes a direct manufacturer-exporter from a merchant exporter |
Export realisation documents carry particular weight here, because they distinguish an enterprise that has genuinely exported and been paid from one that has merely shipped goods on paper.
How to apply for the Outstanding Exporter award
- Watch for the call. The Director of Industries invites applications for the award by wide publicity. There is no standing annual date, so monitor industry.py.gov.in and local dailies, and ask the Directorate directly at the start of a financial year whether the cycle has opened.
- Obtain the prescribed form for the award from the official website of the Directorate of Industries and Commerce, Puducherry.
- Fill in all mandatory fields, and attach self-attested copies of all mandatory documents: IEC, three years of export documentation, three years of audited accounts, the employee list with residence proof, and manufacturing evidence.
- Submit the duly filled and signed application with enclosures to the concerned authority at the Directorate of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605009, either in person or by post, and keep proof of despatch.
What happens after applications close?
- The Directorate of Industries and Commerce scrutinises the applications on merit for the grant of state awards, and places them before the award Committee.
- The Committee for the awards goes into the merits of each case for granting the award.
- The list of selected enterprises is notified, and the Director of Industries informs the enterprises to receive the awards.
Because selection is comparative, the strength of an application lies in how clearly it shows growth in export value across the three years, the range of markets served, and the depth of manufacturing done in-house.
How to check the status of your application
- Contact the Directorate of Industries and Commerce, Thattanchavady, on +91-413-2248476, 2248168 or 2248320, and ask whether the award Committee has met for the cycle.
- Karaikal enterprises can follow up with the Assistant Director at the Rural Industrial Estate, Kottucherry, on +91-4368-265438; Yanam on +91-884-2321257; Mahe on +91-490-233235.
- Watch for the notification of selected enterprises, since selected units are informed by the Director to receive the awards.
Why applications for the award fail
- The applicant is a merchant exporter, not a direct manufacturer-exporter.
- Fewer than three years of export performance, or a gap year in between.
- Losses in one of the three years, defeating the profitable-functioning test.
- Local employment below 60% of total strength.
- Bank realisation certificates missing, so exports cannot be shown as realised.
- Application submitted outside the announced window, since entries are taken only when the Director invites them.
- A stronger competing entry in the same cycle, an unavoidable outcome in a competitive award, and not a defect in the application.
A unit that is not selected in one cycle can apply again in the next, and the Directorate keeps no bar on repeat applications.
Direct manufacturer-exporter: what the test actually means
The eligibility condition that decides most entries is the requirement that the exporting industry be a direct manufacture exporter. Three situations are worth distinguishing:
| Situation | Qualifies? |
|---|---|
| The unit manufactures goods at its own plant in Puducherry and ships them abroad under its own IEC | Yes, a direct manufacturer-exporter |
| The unit buys finished goods from other manufacturers and exports them | No, a merchant exporter |
| The unit manufactures, but sells to an Indian trading house that exports | Not a direct exporter, because the export of record is the trading house's |
The third case catches a surprising number of otherwise strong Puducherry units. A manufacturer that has been supplying an export house for years may have no shipping bills in its own name at all, and therefore no way to evidence three years of exporting. If a unit intends to compete for this award, the practical step is to become the exporter of record — obtain its own Import Export Code and ship in its own name, well before the three-year qualifying period it wants to rely on.
Preparing a competitive entry
Because a single enterprise is chosen from the field, meeting the eligibility conditions only puts an application in contention. What distinguishes entries in practice:
- Growth, not just presence. Set out export value year by year across the three qualifying years so that the trend is visible on one page, rather than leaving the Committee to compute it from shipping bills.
- Market spread. The number of countries served, and any entry into a difficult or regulated market, speaks to genuine export capability.
- Depth of manufacture. Evidence of value added in-house, processes, quality certifications, testing, supports the direct manufacturer-exporter characterisation and distinguishes the unit from an assembler.
- Local employment beyond the minimum. The 60% Puducherry employment share is a condition of eligibility; a unit substantially above it is demonstrating exactly what the New Industrial Policy 2016 set out to encourage.
- Clean realisation record. Bank realisation certificates covering the whole period show that exports were not only shipped but paid for.
Assemble these before the call opens rather than after. Award windows are announced by publicity and are usually short.
Grievance redressal
Grievances relating to the state awards are taken through the Industries and Commerce Department's grievance redressal mechanism at industry.py.gov.in/grievance-redressal-mechanism, and escalate to the Director of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605009, and thereafter to the Secretary to Government (Industries and Commerce), Chief Secretariat, Puducherry 605001, on +91-413-2336115.
Note that the merits of the Committee's selection are a matter of judgement. Grievance channels are appropriate for procedural failures. An application not placed before the Committee, or documents not considered; rather than for disagreement with the choice made.
Related state awards
The Outstanding Exporter award sits alongside the other State Awards to Micro, Small and Medium Enterprises framed under the New Industrial Policy 2016, which recognise outstanding entrepreneurs and enterprises in other categories. A unit that qualifies for one category should check the full award notification at industry.py.gov.in, because the same set of documents usually supports entries in more than one category within the same cycle.
