Rent Subsidy under Motivation of Entrepreneurs to Start Industries and Fiscal Assistance to Industries
Puducherry state government scheme
Rent Subsidy is a Puducherry Industries and Commerce Department incentive for women, Scheduled Caste and Scheduled Tribe entrepreneurs who started production in a rented building on or after 27 March 2002. The subsidy runs for five years on a tapering scale to 50%, 40% and 25% of rent, with a ceiling of Rs 5,000 a month. Apply offline.
What is the Rent Subsidy scheme in Puducherry?
Rent Subsidy is a component of the "Motivation of Entrepreneurs to Start Industries and Fiscal Assistance to Industries" scheme of the Industries and Commerce Department, Union Territory of Puducherry. The component supports Scheduled Caste, Scheduled Tribe and women entrepreneurs who started production on or after 27 March 2002 in a rented building, by meeting part of the rent for the unit's first five years.
The problem the component addresses is specific to a small, land-scarce Union Territory. Industrial land in Puducherry is expensive, and an entrepreneur without inherited property or capital starts out paying rent from day one, a fixed monthly cost that falls due long before the unit is profitable. Meeting half of it for the first two years, when a new unit is at its most fragile, is the design intent.
The support tapers deliberately, so that the unit is weaned off it as it stabilises:
| Period from commencement of commercial production | Share of rent paid |
|---|---|
| First two years | 50% of the rent |
| Third year | 40% of the rent |
| Fourth and fifth years | 25% of the rent |
Across all five years the subsidy is subject to a ceiling of Rs 5,000 per month, or Rs 60,000 in a year. Where 50% of the rent exceeds Rs 5,000 a month, the ceiling applies and the balance is borne by the unit.
Applications are accepted offline only, in the prescribed common subsidy application form on the Department's website.
Who is eligible for the rent subsidy?
Entrepreneurs who can claim:
- An entrepreneur running an industrial unit in the Union Territory of Puducherry.
- Who is a woman, or belongs to a Scheduled Caste or Scheduled Tribe.
- Who started production on or after 27 March 2002.
- Who started production in a rented building.
A condition that runs through the whole five years: claims are entertained and granted only in respect of units in operation. The rent subsidy is not a lease support for an idle shed; it follows a working unit.
Who is not eligible:
- General-category male entrepreneurs, who are not covered by this component at all.
- Units operating from their own premises, where there is no rent.
- Units that started production before 27 March 2002.
- Units that have closed or suspended production, for the period they were not operating.
- Individuals seeking a personal housing or rent benefit. Individuals cannot apply for a personal benefit, this is a subsidy on the rent of industrial premises used by a registered unit, not domestic rent assistance.
- Claims filed after the one-year window from registration or commencement of production, unless the delay is condoned.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Prescribed common subsidy application form | Yes | Free download from industry.py.gov.in |
| Caste certificate or proof of women ownership | Yes | The eligibility gate for this component |
| Registered rent or lease agreement | Yes | Establishes the rented premises and the monthly rent |
| Rent receipts for the claim period | Yes | Proves rent was actually paid |
| Udyam registration or EM Part-II | Yes | Establishes registered industrial status |
| Certificate of commencement of commercial production | Yes | Production on or after 27 March 2002; fixes the five-year window |
| Bank account details of the unit | Yes | For credit of the subsidy |
Keep the rent agreement and receipts consistent. Where the agreed rent in the lease differs from the amount on the receipts, the Department will work from the lower figure.
How to apply for the rent subsidy
- Download and print the prescribed form from industry.py.gov.in/common-application-subsidies and indicate the rent subsidy component.
- Fill in every mandatory field, including the category of the entrepreneur, the date of commencement of commercial production, the monthly rent, and the period for which the subsidy is being claimed.
- Attach self-attested copies of all mandatory documents, the caste certificate or proof of women ownership, the rent agreement, rent receipts, registration, and the production certificate.
- Submit the duly filled and signed application with enclosures to the Directorate of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605009.
- Request a receipt or acknowledgement carrying the date and time of submission and a unique identification number.
What happens after you apply?
Rent subsidy claims follow a shorter route than capital subsidy claims. The scheme states that these applications are processed by the Industries Department to obtain sanction, and that these cases need not be placed before the State Level Committee. In practice that means a rent subsidy file should move faster than a capital investment subsidy file, since it does not have to wait for a committee sitting.
The Department will normally verify that the unit is in operation before releasing each period's subsidy, because operation is a live condition rather than a one-time test.
When must the claim be filed?
- New units — within one year from the date of obtaining the Entrepreneurs Memorandum Part-II, permanent registration or the commencement of production certificate.
- Existing units, within one year of completing expansion, diversification or modernisation.
Since the entitlement runs for five years from commencement of commercial production, an entrepreneur who applies late loses the earliest and most generous years of the taper rather than shifting them forward.
How to check your rent subsidy status
- Quote the unique identification number on your acknowledgement.
- Contact the Directorate of Industries and Commerce, Thattanchavady, on +91-413-2248476, 2248168 or 2248320, and ask at which stage the sanction is pending.
- Karaikal entrepreneurs can follow up with the Assistant Director at the Rural Industrial Estate, Kottucherry, on +91-4368-265438; Yanam on +91-884-2321257; Mahe on +91-490-233235.
Why rent subsidy claims fail
- The entrepreneur is outside the eligible categories. This is a category-specific incentive for women, SC and ST entrepreneurs.
- The rent agreement is unregistered or informal, so the rent cannot be verified.
- Rent receipts missing for part of the claim period.
- The unit was not in operation during the months claimed.
- The premises are owned, not rented, or are owned by a family member with a rent arrangement the Department treats as not at arm's length.
- Production commenced before 27 March 2002.
- The claim exceeds Rs 5,000 a month, with the excess disallowed rather than the claim rejected.
- The five-year period has already expired from the date of commencement of commercial production.
A worked example of the taper
Take a woman entrepreneur who commenced commercial production in a rented shed in Puducherry at a rent of Rs 12,000 a month.
| Year from commencement | Share | Calculation | Subsidy after the Rs 5,000 cap |
|---|---|---|---|
| Year 1 | 50% | Rs 6,000 a month | Rs 5,000 a month |
| Year 2 | 50% | Rs 6,000 a month | Rs 5,000 a month |
| Year 3 | 40% | Rs 4,800 a month | Rs 4,800 a month |
| Year 4 | 25% | Rs 3,000 a month | Rs 3,000 a month |
| Year 5 | 25% | Rs 3,000 a month | Rs 3,000 a month |
Two things follow from the arithmetic. First, the ceiling bites early: in years one and two the 50% entitlement of Rs 6,000 is trimmed to Rs 5,000, so the unit's effective support is 42% of rent rather than 50%. Second, from year three onward the percentage falls below the ceiling and the cap stops mattering, so the taper is felt in full.
A unit paying Rs 10,000 a month or less receives the whole percentage throughout and never touches the cap. In choosing premises, an entrepreneur eligible for this subsidy is effectively choosing between a cheaper shed where the state pays half, and a costlier one where the state's share is fixed at Rs 5,000.
What "units in operation" means in practice
The condition that claims are entertained and granted only in respect of units in operation is the one that most affects a struggling unit. It means the rent subsidy cannot be used to hold premises through a shutdown; if production stops, the entitlement for that period stops with it.
Practically, keep evidence that production continued through each period claimed, electricity bills showing industrial consumption, GST returns, wage records and despatch documents. Departmental verification of operation is routine before release, and a unit that can produce these quickly is paid faster.
A unit that has genuinely fallen sick should look separately at the Motivation of Entrepreneurs and Financial Assistance for Rehabilitation of Sick Industries scheme of the same Department, which offers diagnostic study support, expert fee reimbursement and an interest subsidy on rehabilitation finance.
Grievance redressal
Grievances are raised through the Industries and Commerce Department's grievance redressal mechanism at industry.py.gov.in/grievance-redressal-mechanism. The escalation route is the Director of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605009, and thereafter the Secretary to Government (Industries and Commerce), Chief Secretariat, Puducherry 605001, on +91-413-2336115.
The prescribed form is free to download, and no agent's fee is required to file a rent subsidy claim.

Frequently asked questions
How much rent subsidy does Puducherry give?
The subsidy is paid for the first five years from commencement of commercial production on a tapering basis — 50% of the rent for the first two years, 40% for the third year, and 25% for the fourth and fifth years — subject to a ceiling of Rs 5,000 per month.
Who is eligible for the rent subsidy?
Only women entrepreneurs and entrepreneurs belonging to the Scheduled Castes or Scheduled Tribes, who started production on or after 27 March 2002 in a rented building.
Is the rent subsidy paid to a unit that has stopped working?
No. Claims are entertained and granted only in respect of units that are in operation. A closed unit cannot claim rent subsidy for the period it was shut.
Does the State Level Committee decide rent subsidy claims?
No. Rent subsidy applications are processed by the Industries Department to obtain sanction directly, and these cases need not be placed before the State Level Committee, unlike capital investment subsidy claims.
What is the maximum a unit can receive in a year?
With the ceiling at Rs 5,000 per month, the maximum works out to Rs 60,000 in a year, and the actual amount is the lower of that ceiling and the applicable percentage of the rent paid.
Can a general-category male entrepreneur claim the rent subsidy?
No. A general-category male entrepreneur is not eligible for this component, which is confined to women, Scheduled Caste and Scheduled Tribe entrepreneurs.
Does the subsidy apply to a unit in its own building?
No. The entrepreneur must have started production in a rented building. A unit operating from premises it owns has no rent to subsidise.
