Sales Rebate under Marketing and Publicity
Puducherry state government scheme
Sales Rebate under Marketing and Publicity is a Puducherry Department of Industries and Commerce scheme that reimburses a 15% rebate, up to Rs 15,00,000 a year, to recognised sales emporia and showrooms selling handicrafts and micro and small enterprise products made in Puducherry. Showrooms apply offline at the District Industries Centre.
What is the Sales Rebate under Marketing and Publicity?
Sales Rebate under Marketing and Publicity is a scheme of the Department of Industries and Commerce, Union Territory of Puducherry, administered through the District Industries Centre. The scheme provides a sales rebate of 15% to existing and newly established sales emporia and showrooms recognised by the Union Territory of Puducherry, for the sale of handicrafts and micro and small enterprise products manufactured by units in Puducherry. The rebate is subject to a maximum of Rs 15,00,000 per annum.
The objective, as the Department states it, is to promote the sale of the products of micro, small and medium enterprises and of the cottage sector.
The mechanism is worth understanding because it is unusual among industrial incentives. Most subsidies pay the producer. This one pays the seller, to compensate for a discount the seller has already given the buyer. A visitor to a recognised Puducherry emporium buying a pith craft piece or a locally woven item pays 15% less than the marked price; the emporium books the shortfall and claims it back from the Department. The producer gets the full price, the customer gets the discount, and the government carries the 15%.
Who is eligible for the sales rebate?
Who can claim:
- A sales emporium or showroom, whether long established or newly opened.
- Which has its unit in Puducherry.
- Which is recognised by the Union Territory of Puducherry for the sale of handicrafts and the products of micro and small enterprises. Recognition is the gate; a shop that simply stocks local crafts without recognition cannot claim.
What the rebate covers:
- Sales of handicrafts and of micro and small enterprise products manufactured by units in Puducherry.
Who is not eligible:
- Individual artisans and craftspersons. Individuals cannot claim this rebate for a personal benefit; it belongs to the selling establishment. Artisans are supported instead through the Development of Handicrafts components; training, exhibition assistance and the monthly grant to old craftspersons.
- Unrecognised shops and retail outlets, however genuine their stock.
- Emporia based outside the Union Territory of Puducherry.
- Sales of goods manufactured outside Puducherry, which fall outside the scheme's wording even if sold by a recognised emporium.
- Claims above the Rs 15,00,000 annual ceiling, which caps each emporium irrespective of turnover.
How much can an emporium claim?
| Item | Detail |
|---|---|
| Rate of rebate | 15% of qualifying sales |
| Annual ceiling | Rs 15,00,000 per emporium or showroom |
| Qualifying goods | Handicrafts and micro and small enterprise products made in Puducherry |
| Nature of payment | Reimbursement of a rebate already allowed to the customer |
At the full 15% rate, the Rs 15 lakh ceiling corresponds to qualifying sales of Rs 1 crore in a year. An emporium approaching that level should watch the ceiling carefully, since sales beyond it carry no reimbursement and the discount then comes out of the seller's own margin.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Prescribed application form | Yes | Free download from dic.py.gov.in |
| Proof of recognition by the UT of Puducherry | Yes | The core eligibility document |
| Registration of the emporium or showroom | Yes | Shop and establishment, GST, society or company registration |
| Statement of rebated sales for the claim period | Yes | Item-wise, showing the 15% allowed to customers |
| Purchase records from Puducherry producers | Yes | Links the goods sold to local manufacture |
| Audited accounts or CA certificate | Yes | Certifies turnover and rebate claimed |
| Bank account details | Yes | For crediting the reimbursement |
Keep the sales records in a form that can be reconciled line by line. Because the Department reimburses a discount rather than paying a flat grant, the claim is only as strong as the sales register behind it.
How to apply for the sales rebate
- Print the prescribed application form from the application forms download area at dic.py.gov.in/application-forms-download-area.
- Fill in all mandatory fields, paste the passport-sized photograph of the authorised signatory where required (signed across), and set out the claim period and the total rebated sales for that period.
- Attach self-attested copies of all mandatory documents, the recognition proof, registration papers, the certified statement of rebated sales, purchase records from Puducherry producers, and bank details.
- Visit the District Industries Centre at Industrial Estate, Thattanchavady, Puducherry 605009, on a working day during office hours, and submit the duly filled and signed application with enclosures to the concerned authority.
- Collect the acknowledgement. The office records the application in its receipt register and assigns a unique number used for all further references.
Emporia in Karaikal can approach the Functional Manager, District Industries Centre, Rural Industrial Estate, Kottucherry, Karaikal 609609, on +91-4368-266467.
How to check the status of a rebate claim
- Quote the unique application number recorded on the acknowledgement.
- Contact the General Manager, District Industries Centre, Thattanchavady, on +91-413-2248391, 2248987 or 2249392, or email dic[dot]pon[at]nic[dot]in.
- Ask specifically whether the sales statement has been verified, since verification of the rebated sales is normally the longest stage of a claim.
Why sales rebate claims get reduced or rejected
- Recognition lapsed or never granted. The emporium must be recognised by the Union Territory for the sale of handicrafts and MSE products.
- Goods sourced from outside Puducherry included in the claim.
- Sales statement not reconcilable with the purchase records or the audited accounts.
- Rebate not actually passed on to the customer, so there is nothing to reimburse.
- Claim exceeds the Rs 15,00,000 annual ceiling, with the excess disallowed.
- Products of medium or large units claimed where the scheme's wording covers handicrafts and micro and small enterprise products.
- An individual artisan files in place of the recognised selling establishment.
A worked example
An emporium at Puducherry stocks pith craft, terracotta and locally woven textiles bought from micro units and registered artisans in the Union Territory. Over a financial year it sells Rs 40,00,000 of such goods, allowing every customer the 15% rebate at the counter.
- Rebate passed to customers: 15% of Rs 40,00,000 = Rs 6,00,000
- Annual ceiling: Rs 15,00,000, so the full Rs 6,00,000 is within the cap
- Reimbursement claimed from the Department: Rs 6,00,000
Now assume the same emporium also sold Rs 8,00,000 of handicrafts sourced from another state and allowed the same discount on them. That Rs 1,20,000 of rebate is not reimbursable, because the scheme covers goods manufactured by units in Puducherry. The emporium absorbs it from its own margin.
The lesson is that the stock ledger, not the sales counter, decides how much of the discount comes back. Emporia that keep locally made and bought-in stock in separate series of item codes find the claim far easier to certify.
Why the rebate matters to artisans and micro units
Although the money is paid to the seller, the intended beneficiary of the scheme is the producer. The 15% discount is what persuades a visitor to buy a Puducherry terracotta piece over an imported alternative; the artisan or micro unit is paid in full for the piece; and the Department, not the maker, funds the discount.
That is why the eligibility conditions are drawn the way they are. Restricting the rebate to recognised emporia keeps the discount inside a channel the Department can audit, and restricting it to goods made in Puducherry stops the subsidy leaking to goods produced elsewhere. Both conditions look restrictive from the seller's side and make complete sense from the producer's.
The Marketing and Publicity head sits alongside the Development of Handicrafts components — training, exhibition sponsorship and the grant to handicrafts societies, which support the same producers at earlier stages of the chain: skill first, market access next, and point-of-sale price support last.
Grievance redressal
The District Industries Centre publishes a Citizen's Charter at dic.py.gov.in setting out its service standards. Grievances on this scheme go through the Industries and Commerce Department's grievance redressal mechanism at industry.py.gov.in/grievance-redressal-mechanism.
Escalation runs to the Director, Directorate of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605009, on +91-413-2248476, and thereafter to the Secretary to Government (Industries and Commerce), Chief Secretariat, Puducherry 605001, on +91-413-2336115.
The application form is free, and no payment to an intermediary is needed to register a rebate claim.
