Scheme for Acquisition of Electro-Medical and Other Equipment (PIPDIC)
Puducherry state government scheme
Scheme for Acquisition of Electro-Medical and Other Equipment is a PIPDIC term loan of the Government of Puducherry for registered medical practitioners buying and installing diagnostic and treatment equipment. Equipment cost of up to Rs 60 lakh is covered, interest starts at 10 per cent a year, and applications are filed online at pipdic.in.
What is the Scheme for Acquisition of Electro-Medical and Other Equipment?
Scheme for Acquisition of Electro-Medical and Other Equipment is a term loan scheme of the Pondicherry Industrial Promotion Development and Investment Corporation Limited (PIPDIC), the Government of Puducherry undertaking under the Department of Industries and Commerce. PIPDIC lists it among its schemes for the medical profession, and describes the purpose as acquisition and installation of electro-medical and other related equipment by registered medical practitioners.
Electro-medical equipment is a broad category. It covers diagnostic imaging, laboratory analysers, monitoring and physiotherapy equipment, dental chairs, ophthalmic and ENT equipment. The machines that make a modern clinic possible. These items are expensive relative to the earnings of a single-doctor practice, and they depreciate, which makes them awkward to fund entirely from savings. PIPDIC's scheme exists to bridge that.
Puducherry has an unusually dense medical sector for its size, with a large teaching hospital ecosystem and a substantial private practice base. The scheme serves the private practitioner within that.
How much can a practitioner borrow?
PIPDIC's published note puts the maximum equipment cost at Rs 60 lakh. The loan is assessed against that cost, the practitioner's contribution, and the projected income from the practice.
Interest follows PIPDIC's standard structure:
| Loan size | Interest rate per year |
|---|---|
| Up to Rs 25 lakh | 10 per cent |
| Above Rs 25 lakh and up to Rs 50 lakh | 11 per cent |
| Above Rs 50 lakh | 12 per cent |
A 0.5 per cent concession applies where the promoter is a woman, or belongs to a Scheduled Caste or Scheduled Tribe, or is a differently abled person.
The debt-equity norm is up to 3:1 for loans up to Rs 25 lakh and up to 2:1 above that. The investigation fee is 0.50 per cent of the loan applied up to Rs 25 lakh and 0.75 per cent above it, with a 50 per cent concession for SC and ST applicants.
Who is eligible for the electro-medical equipment loan?
You can apply if:
- You are a registered medical practitioner. Registration is the defining condition of the scheme.
- You are acquiring electro-medical or other related equipment for installation in a clinic or practice.
- The equipment cost is within Rs 60 lakh.
- You practise in the Union Territory of Puducherry, and the equipment will be installed there.
- You can bring the promoter contribution required by the debt-equity norm and offer immovable property as collateral.
You cannot apply if:
- You are not a registered medical practitioner. A distributor of medical equipment, a diagnostic centre run by non-practitioners, or a person planning to lease equipment out is not the target of this scheme.
- You are setting up a hospital or nursing home. That belongs under PIPDIC's separate hospitals and nursing homes scheme, which covers 10 to 50 bed facilities and polyclinics with a project cost of up to Rs 500 lakh and requires a post-graduate doctors' association.
- Your equipment cost exceeds Rs 60 lakh.
- You have no collateral property meeting PIPDIC's valuation norms.
- You are an existing defaulter with PIPDIC, a bank or another financial institution.
Practitioners setting up a consultancy or professional practice more generally; including in management, accountancy, architecture and engineering: may instead fall under PIPDIC's Scheme for Professionals, which carries a project cost ceiling of Rs 20 lakh with land and building limited to 50 per cent of the outlay.

How to apply for the electro-medical equipment scheme
- Finalise the equipment and get quotations. PIPDIC requires the selected supplier's quotation with detailed specification and catalogue, plus two comparative quotations from standard suppliers, and asks for the originals to be produced. Getting all three at the start saves a round of queries.
- Register as a New Customer on pipdic.in and log in to the customer account.
- Choose the correct form under Loan Applications, Application Upto 25 Lakhs or Above 25 Lakhs, depending on the loan sought.
- Fill in the practice and equipment details: your registration number and qualifications, the equipment and its installation requirements, the premises, and the projected revenue.
- Upload documents and pay the fee online, Rs 100 up to Rs 25 lakh, Rs 200 above Rs 25 lakh.
- Go through appraisal, including verification of the quotations and valuation of the collateral property by a Chartered Engineer from PIPDIC's approved panel.
- Complete documentation after sanction, original and antecedent title deeds, 30-year encumbrance certificate, valuation certificate, patta, FMB copy, tax receipts and the legal opinion report. PIPDIC disburses, usually against the supplier's invoice, after documentation.
How do I check my application status?
- Log in to pipdic.in and use the application status view.
- Quote your application number in any correspondence.
- Contact The Managing Director, PIPDIC Ltd., No. 60, Romain Rolland Street, Puducherry 605001: 0413-2334361, info@pipdic.com.
- Use the Enquiry or Grievance form on pipdic.in.
Common reasons applications are rejected
- Registration not produced. Without a valid medical registration certificate the application falls outside the scheme entirely.
- Only one quotation for the equipment. PIPDIC's checklist requires comparative quotations and a justification for the supplier chosen.
- Equipment cost above Rs 60 lakh, taking the proposal outside the scheme.
- Collateral shortfall or defects in title over the 30-year encumbrance period.
- Premises not secured; no sale deed, or a lease that does not run long enough to cover the repayment period.
- Revenue projections not supported by the size of the existing practice.
How does this scheme sit alongside PIPDIC's other medical lending?
PIPDIC runs three distinct lines that a doctor in Puducherry might use, and picking the wrong one wastes an application cycle:
- Acquisition of electro-medical and other equipment β this scheme. For a registered medical practitioner buying equipment, with an equipment cost ceiling of Rs 60 lakh.
- Hospitals and nursing homes, for setting up a 10 to 50 bed facility or a polyclinic, project cost up to Rs 500 lakh, with post-graduate doctors required to be associated with the project.
- Scheme for Professionals, for qualified professionals including doctors setting up a practice or consultancy, project cost up to Rs 20 lakh, with land and building restricted to 50 per cent of the total outlay.
A practitioner adding a scanner or an analyser to an existing clinic belongs in the first. A practitioner converting a clinic into a small in-patient facility belongs in the second. A newly qualified practitioner setting up a consulting room from scratch may find the third the better fit.
Key dates
PIPDIC accepts applications through the year and does not publish a window for this scheme. The Rs 60 lakh equipment ceiling, the interest rates and the fees quoted here are PIPDIC's published norms; the rate that binds is the rate in force on the date of sanction.
