Financial Assistance for Purchase of Battery Operated Vehicles
Puducherry state government scheme
Financial Assistance for Purchase of Battery Operated Vehicles is a PIPDIC term loan scheme for residents of Puducherry, requiring a promoter's contribution of 10% of the vehicle cost and carrying an investment subsidy of Rs 80,000 from the Ministry of New and Renewable Energy for companies and societies. Applications are filed online at pipdic.in.
What is the PIPDIC battery operated vehicle scheme?
Financial Assistance for Purchase of Battery Operated Vehicles is a term loan scheme of the Pondicherry Industrial Promotion Development and Investment Corporation Limited (PIPDIC), the Government of Puducherry undertaking under the Department of Industries and Commerce. The scheme finances the purchase of a battery operated vehicle by a resident of Puducherry, with a promoter's contribution of 10% on the cost of the vehicle, and carries an investment subsidy of Rs 80,000 provided by the Ministry of New and Renewable Energy, Government of India, specifically for companies or societies.
It is important to read that structure correctly, because the headline figure and the loan facility do not sit in the same place. PIPDIC lends; the Ministry of New and Renewable Energy subsidises. The lending side is open to residents of Puducherry. The Rs 80,000 investment subsidy is expressly stated to be for companies or societies, not for individuals. A shopkeeper buying an electric three-wheeler through PIPDIC gets a term loan on the Corporation's normal commercial terms; a registered society running a fleet gets the loan plus the central investment subsidy on top.
PIPDIC is a development finance institution rather than a welfare department, and this scheme sits alongside its general, equity-type, special and specific schemes for the small and medium industrial sector, women entrepreneurs, Scheduled Caste and Scheduled Tribe entrepreneurs, professionals and tourism activities. The application, appraisal, security and fee framework described below is PIPDIC's standard lending framework, applied to this scheme.
Who is eligible for the battery operated vehicle scheme?
You can apply if:
- You are a resident of Puducherry. This is the eligibility condition PIPDIC publishes for the scheme.
- You can meet the promoter's contribution of 10% on the cost of the vehicle from your own funds.
- You can offer collateral security meeting PIPDIC's norms, described below.
You cannot obtain the Rs 80,000 investment subsidy if:
- You are an individual borrower. PIPDIC states that the investment subsidy from the Ministry of New and Renewable Energy is provided only for Companies or Societies. Individuals may still take the loan, but should not budget for the subsidy.
You are not eligible for the facility at all if:
- You are not a resident of Puducherry.
- You cannot fund the 10% promoter's contribution.
- You cannot furnish acceptable collateral security at the values PIPDIC's norms require.
- You have not paid the application fee, which the portal collects before the file moves to appraisal.
What are the collateral security norms?
PIPDIC's published conditions for this scheme set the collateral requirement by the location and nature of the property:
| Property offered | Required value |
|---|---|
| Immovable property situated in the Union Territory of Puducherry | Not less than the amount of the term loan sanctioned |
| Land with a building situated outside Puducherry | Not less than 150% of the loan amount |
| Only land, situated outside Puducherry | Not less than 200% of the loan amount |
| Unit promoted by Women, SC, ST or differently abled persons | Reduced to 50% of the loan amount |
The concession in the last row is substantial and easy to overlook. For a unit promoted by a woman, a Scheduled Caste or Scheduled Tribe entrepreneur or a differently abled person, PIPDIC halves the collateral requirement relative to the loan, which changes what is realistically financeable for a promoter without large property holdings.
What does it cost to apply?
| Loan amount | Application fee |
|---|---|
| Up to Rs 25,00,000 | Rs 100 |
| Above Rs 25,00,000 | Rs 200 |
The fee is paid on the portal at the end of the application flow. A checklist shown before the form opens also sets out PIPDIC's general terms and conditions, interest rate structure, investigation fees and collateral security norms, and you must read and accept it before proceeding. Read that checklist carefully. The interest rate applicable to your loan is disclosed there, not in the scheme description.

How do I check the status of my application?
Click View My application on your PIPDIC dashboard and select the relevant loan application from the drop-down menu. The status initially shows as UNDER REVIEW and moves as the Corporation appraises the file.
PIPDIC also publishes a user manual for the online application at pipdic.in/uploads/PIPDIC_docs/user_manual.pdf and a How to Apply page at pipdic.in/how_to_apply, both of which walk through the same flow with screenshots. If a step on the portal behaves unexpectedly, check the manual before assuming the application has failed.
Why applications stall, and how to avoid it
- Profile not updated before opening the Applications tab, which is the commonest cause of a form that will not proceed.
- Documents not uploaded against every field in the promoter bio-data step. The system takes them one field at a time, and a missed field leaves the file incomplete.
- Application fee unpaid, or paid without saving the receipt.
- Collateral offered below the required value, particularly where the property is outside Puducherry and the 150% or 200% test applies.
- Concession claimed without a certificate. The 50% collateral norm for Women, SC, ST and differently abled promoters needs supporting proof.
- Individuals expecting the Rs 80,000 subsidy. It is provided by the Ministry of New and Renewable Energy for companies or societies; individuals get the loan facility only.
- Residence not established. Residence in Puducherry is the eligibility condition for the scheme.

Frequently asked questions
How much subsidy is available for buying a battery operated vehicle in Puducherry?
An investment subsidy of Rs 80,000 is provided by the Ministry of New and Renewable Energy, Government of India. PIPDIC states that this investment subsidy is specifically for companies or societies, so an individual borrower receives the loan facility but not that subsidy.
Who is eligible to apply?
The applicant must be a resident of Puducherry. PIPDIC publishes this as the eligibility condition for the scheme, and the loan itself is available to residents; the Rs 80,000 investment subsidy element is restricted to companies and societies.
How much do I have to put in myself?
A promoter's contribution of 10% on the cost of the vehicle. PIPDIC's published scheme conditions set this out as a firm requirement rather than a guideline.
What collateral security does PIPDIC require?
Immovable property in the Union Territory of Puducherry must be valued at not less than the term loan sanctioned. Property outside Puducherry must be worth not less than 150% of the loan where it is land with a building, or not less than 200% where only land is offered.
Is there a concession on collateral for women or SC/ST promoters?
Yes. Where the unit is promoted by Women, Scheduled Caste, Scheduled Tribe or differently abled persons, the value of the property to be offered as collateral security is reduced and fixed at 50% of the loan amount.
What is the application fee?
Rs 100 for loans up to Rs 25,00,000 and Rs 200 for loans above Rs 25,00,000. The fee is paid on the PIPDIC portal at the end of the application process and a receipt is generated for printing or saving.
Can I apply offline?
PIPDIC runs the process through its own portal at pipdic.in, where you register, complete the multi-step loan application, upload documents and pay the fee. For anything the portal does not cover, contact the Corporation at No. 60, Romain Rolland Street, Puducherry 605001 on 0413-2334361.
