Scheme for Women Entrepreneurs — Mahila Udyam Nidhi (MUN)
Puducherry state government scheme
Mahila Udyam Nidhi is a PIPDIC scheme of the Government of Puducherry that funds a new small scale unit or service activity promoted by a woman entrepreneur, with a project cost up to Rs 10,00,000 met by a 65% term loan, 25% seed capital and only 10% promoter contribution. Apply online at pipdic.in.
What is Mahila Udyam Nidhi in Puducherry?
Mahila Udyam Nidhi, usually shortened to MUN, is an equity-type assistance scheme of the Pondicherry Industrial Promotion Development and Investment Corporation Limited (PIPDIC) under the Department of Industries and Commerce, Government of Puducherry. According to the PIPDIC schemes page, MUN exists to meet the equity gap faced by a woman entrepreneur setting up a new small scale industrial unit or service activity.
PIPDIC. The Pondicherry Industrial Promotion Development and Investment Corporation Limited: was set up by the Government of Puducherry in 1974 with an authorised share capital of Rs 45 crore. PIPDIC works under the Department of Industries and Commerce and does two things: it develops industrial estates, growth centres and IT parks in the Union Territory, and it lends to entrepreneurs through a published set of loan schemes.
The equity gap is the practical barrier this scheme is built around. A first-time woman promoter in Puducherry may have a workable project and a market, but not the 25% to 33% of project cost that a lender normally expects her to bring herself. MUN closes that gap by putting in seed capital; soft assistance that behaves like equity for the purposes of the debt-equity calculation, so that the promoter only has to find 10% of the project cost.
How a Rs 10,00,000 project is funded under MUN
| Component | Share | Amount on a Rs 10,00,000 project |
|---|---|---|
| Term loan from PIPDIC | 65% | Rs 6,50,000 |
| Seed capital from PIPDIC | 25% | Rs 2,50,000 |
| Promoter's own contribution | 10% | Rs 1,00,000 |
The resulting debt-equity ratio is 1.857:1, which PIPDIC states for this scheme.
Who is eligible for Mahila Udyam Nidhi?
You can apply if:
- You are a woman entrepreneur.
- You are setting up a new small scale industrial unit, or a service activity.
- The project cost does not exceed Rs 10,00,000.
- The unit will be located in the Union Territory of Puducherry.
- You can bring the 10% promoter contribution.
- You can offer immovable property as collateral, at the reduced norm of 50% of the loan amount that PIPDIC applies to women-promoted units.
You cannot apply if:
- You are a man applying in your own name. MUN is specific to women entrepreneurs; a man should look at PIPDIC's general schemes.
- The unit is an existing one. MUN funds a new unit; an existing woman-run unit looking to expand should examine PIPDIC's Mahalir Udavi scheme, which covers existing and new SSI and tiny units majority-promoted by women with a project cost up to Rs 20,00,000.
- The project cost exceeds Rs 10,00,000, which puts the project outside the MUN structure entirely.
- You are a defaulter to PIPDIC, a bank or any other financial institution.
- The unit will operate outside Puducherry, Karaikal, Mahe or Yanam.
What does a woman entrepreneur get beyond the loan?
PIPDIC attaches three concessions to a woman-promoted unit, and they apply here:
- Interest 0.5% below the normal rate. On a loan up to Rs 25,00,000 the normal rate is 10% a year, so a MUN term loan is charged at 9.5% a year.
- 50% concession on the investigation fee. The investigation fee for a loan up to Rs 25,00,000 is 0.50% of the loan applied for plus service tax.
- Collateral reduced to 50% of the loan amount. PIPDIC's ordinary norm is that immovable property inside Puducherry must be worth at least the full sanctioned loan; for a woman promoter the requirement is half that.
What are the repayment terms?
| Component | Repayment |
|---|---|
| Term loan (65% of project cost) | 6 to 8 years, including a moratorium of 1 to 2 years |
| Seed capital (25% of project cost) | 10 years |
The seed capital carries the longer tenure precisely because it is standing in for equity. A promoter should plan for the two repayment streams running in parallel for the first six to eight years, and the seed capital alone continuing after the term loan closes.
What documents are required?

|---|---|---|
| KYC of the woman promoter | Yes | Uploaded on the bio-data screen |
| Proof of residence in Puducherry | Yes | The unit must be in the Union Territory |
| Project report with cost of project | Yes | The 65:25:10 split is computed on it |
| Quotations for machinery and equipment | Yes | Supports the fixed asset cost |

How to apply for the Mahila Udyam Nidhi online
PIPDIC accepts applications only through its own portal at pipdic.in. There is no paper counter for fresh loan applications, and no agent is authorised to file on your behalf.
- Open pipdic.in and click Login, then choose the New customer link. Enter a username, an email ID, a password and the captcha, and click Register.
- Log in with the registered email ID. PIPDIC sends a one-time password to that email address; enter the OTP and click Login to reach the customer dashboard.
- Open Edit Profile from the top right corner of the dashboard, complete every required field about yourself and the enterprise, and click Submit. An incomplete profile blocks the application form.
- Click the Applications tab. A pop-up shows the checklist of general terms and conditions, the interest rate structure, the investigation fee and the collateral security norms. Read it, gather the listed papers, and click I Agree.
- Choose the correct application form. PIPDIC publishes four forms — Up to 25 Lakhs, Above 25 Lakhs, Transport, and the Merit Loan Letter, and fill the multi-step form, completing every mandatory field.
- Read the declaration, which covers the truth of the information, the absence of any unauthorised borrowing arrangement and consent to verification. Tick I agree to terms and click Submit.
- Enter the bio-data of the promoter, partner or director on the screen that follows, and upload each KYC and supporting document using the Choose File button beside the field.
- Pay the application fee: Rs 100 for a loan up to Rs 25,00,000 and Rs 200 for a loan above Rs 25,00,000. Online payment redirects you to a summary page before the debit.
- Save or print the fee receipt generated after payment. Keep it, because it carries the reference PIPDIC uses when you call about the file.
How to check the status of a PIPDIC application
- Log in to pipdic.in with the registered email ID and the OTP sent to it.
- Click View My application on the dashboard.
- Select the relevant loan application from the drop-down menu.
A freshly filed application shows as UNDER REVIEW. The status moves on as PIPDIC completes the technical appraisal, the site inspection and the valuation of the property offered as collateral. If the status has not changed for several weeks, call the corporation on 0413-2334361 quoting the application number on your fee receipt rather than filing a second application, since a duplicate file attracts a second application fee.
Why PIPDIC applications get rejected or delayed
Profile not completed on the portal, so the application form never opens.
Collateral property falls short of the prescribed value once PIPDIC's panel valuer files the report. A borrower who relies on a private valuation from outside the panel is the most common casualty here.
Title defects; property that is jointly held without every co-owner joining the mortgage, or property with an unreleased earlier charge.
Default with another lender. PIPDIC checks credit records, and an outstanding default against the promoter or a group concern stops the file.
Missing or unreadable uploads of KYC and financial documents.
Application fee unpaid. The file is not taken into appraisal until the Rs 100 or Rs 200 fee is received and the receipt generated.
Activity outside Puducherry. PIPDIC finances units located in the Union Territory of Puducherry, covering the Puducherry, Karaikal, Mahe and Yanam regions.
Project cost above Rs 10,00,000, which breaks the MUN structure. Trimming the project or moving to Mahalir Udavi is the usual fix.
Promoter contribution not in place. The 10% is small but it is real, and PIPDIC looks for evidence that it exists before sanction.
Woman promoter in name only. PIPDIC's women-focused schemes require the unit to be genuinely promoted by the woman entrepreneur, and the appraisal covers who actually runs the enterprise.
Key dates
Mahila Udyam Nidhi is open all year, with no notified application window and no last date. A promoter who is also planning to claim a District Industries Centre subsidy or a central scheme benefit should note that those schemes usually want the PIPDIC sanction letter first, so filing the MUN application early in the project timeline avoids a bottleneck later.
Whom to contact for help or a grievance
- Managing Director, PIPDIC, No. 60, Romain Rolland Street, Puducherry 605001 to phone 0413-2334361, email info@pipdic.com.
- General Manager (Administration), mobile 9894653835.
- Online grievance form at pipdic.in/grievance_form, which is the route that creates a written record.
- PIPDIC also holds virtual open house hearings for public grievances, notified on the portal.
- Department of Industries and Commerce, Government of Puducherry, is the administrative department above PIPDIC if a grievance is not settled by the corporation.
Filing an application on pipdic.in costs only the notified application fee. No official or intermediary is authorised to collect anything else for processing a file, and PIPDIC never asks for the OTP sent to your registered email.

Frequently asked questions
How is a Mahila Udyam Nidhi project financed in Puducherry?
A project costing up to Rs 10,00,000 is met by a term loan of 65% of the project cost, seed capital of 25% of the project cost, and a promoter contribution of only 10%. The resulting debt-equity ratio is 1.857:1.
What is the repayment period?
The term loan is repaid over 6 to 8 years including a moratorium of 1 to 2 years, and the seed capital component is repaid over 10 years.
What concessions does a woman entrepreneur get?
Interest 0.5% below the normal rate, a 50% concession on the investigation fee, and a collateral security requirement reduced to 50% of the loan amount instead of the full sanctioned value.
Who is not eligible for Mahila Udyam Nidhi?
A man applying in his own name, an existing unit rather than a new one, a project costing more than Rs 10,00,000, and any applicant who is a defaulter to a bank or financial institution.
Can the scheme fund a service business?
Yes. PIPDIC states the scheme covers new small scale industrial units and service activities promoted by women entrepreneurs.
What is seed capital and how is it different from the term loan?
Seed capital is soft assistance that stands in for part of the promoter's own equity, which is why it carries a longer 10-year repayment than the term loan. It is what allows the promoter contribution to fall to 10%.
How much collateral must a woman promoter offer?
Immovable property worth 50% of the loan amount, against PIPDIC's normal norm of property worth at least the full sanctioned loan when the property is inside Puducherry.
