Puducherry state government scheme
Scheme for Setting Up of Industrial Estates is a PIPDIC term loan of the Government of Puducherry for companies, partnerships, proprietors and municipalities that develop industrial estates for allotment of sheds and plots to small-scale units. Assistance is need-based, interest starts at 10 per cent a year, and applications go online through pipdic.in.
What is the Scheme for Setting Up of Industrial Estates?
Scheme for Setting Up of Industrial Estates is an infrastructure lending scheme of the Pondicherry Industrial Promotion Development and Investment Corporation Limited (PIPDIC), a Government of Puducherry undertaking under the Department of Industries and Commerce. PIPDIC's published schemes of assistance describe the purpose as assisting organisations, public limited companies, private limited companies, partnership firms, sole proprietary concerns and municipalities, in setting up industrial estates for the exclusive allotment of sheds and plots to small-scale industrial units.
An industrial estate is a piece of enabling infrastructure. Someone acquires land, lays internal roads, brings in water, power and drainage, builds sheds or demarcates plots, and then allots them to small manufacturers who could never have assembled that infrastructure individually. The estate developer carries the cost for years before the allotments generate returns, which is precisely the gap this scheme fills.
PIPDIC itself is Puducherry's largest developer of industrial estates and growth centres. The Corporation publishes land and shed rate details and allotment criteria for its own estates on pipdic.in. This scheme exists for other organisations that want to do the same.
What is on offer?
Loan amount: need-based. PIPDIC does not publish a ceiling for this scheme. The Corporation assesses the project cost, the developer's own contribution and the projected allotment income.
Interest:
| Loan size | Interest rate per year |
|---|---|
| Up to Rs 25 lakh | 10 per cent |
| Above Rs 25 lakh and up to Rs 50 lakh | 11 per cent |
| Above Rs 50 lakh, and term loans to medium scale industry | 12 per cent |
Units promoted by women, Scheduled Caste, Scheduled Tribe or differently abled persons get 0.5 per cent less than the normal rate.
Debt-equity norm: up to 3:1 for loans up to Rs 25 lakh and up to 2:1 above that. PIPDIC notes that the equity requirement can be increased case by case, which is likely for a long-gestation infrastructure project.
Investigation fee: 0.50 per cent of the loan applied up to Rs 25 lakh and 0.75 per cent above, with a 50 per cent concession for SC and ST entrepreneurs.
Who is eligible for the industrial estates scheme?
You can apply if:
- You are a public limited company, private limited company, partnership firm, sole proprietary concern or municipality. PIPDIC names all five.
- You are developing an industrial estate in the Union Territory of Puducherry; Puducherry, Karaikal, Mahe or Yanam.
- The estate is for the exclusive allotment of sheds and plots to small-scale industrial units.
- You hold or are acquiring land with clear title and can get the layout approved by the competent authority.
- You can bring the promoter contribution and offer collateral security meeting PIPDIC's norms.
You cannot apply if:
- You are an individual entrepreneur wanting a plot or a shed rather than developing an estate. That is an allotment, not a loan; use the Plots / Sheds / Land Application on pipdic.in and read PIPDIC's published criteria for evaluation of land and shed allotment.
- Your estate is intended for commercial, residential or non-industrial use, or for large industry rather than exclusive allotment to small-scale units.
- Your project is outside the Union Territory of Puducherry.
- The land title is not clear, or the layout cannot be approved.
- You are an existing defaulter with PIPDIC, a bank or another financial institution.
This is an important distinction, and it is the thing readers most often get wrong about this scheme. No individual gets a personal benefit under it. The borrower is the estate developer.
What documents are required?

| Constitution documents | Yes | MoA and AoA, partnership deed, or municipal resolution |
| Audited accounts of the developer | Yes | Financial standing |

How to apply for the industrial estates scheme
- Secure the land and confirm the title. An estate proposal stands or falls on land title, so obtain the original and antecedent title deeds, a 30-year encumbrance certificate, patta, FMB copy and current tax receipts before approaching PIPDIC.
- Get the layout approved by the competent local planning authority, and prepare the civil estimate for roads, drainage, water supply, power distribution and the sheds themselves.
- Prepare the detailed project report, extent of land, number of sheds and plots, phasing, total cost, means of finance, the allotment policy you will follow, and the demand you have assessed from small-scale units.
- Register as a New Customer on pipdic.in and log in to the customer account.
- File the loan application under Loan Applications, the Above 25 Lakhs form for a project of this scale, and upload the project report, layout, title documents, constitution documents and audited accounts.
- Pay the application fee online: Rs 200 for a loan above Rs 25 lakh.
- Go through appraisal. PIPDIC examines the layout, the civil estimate, the demand assessment and the promoter's financial standing, and has the security property valued by a Chartered Engineer from its approved panel.
- Complete documentation after sanction and take disbursement, which for an infrastructure project is normally staged against verified civil progress.
How do I check my application status?
- Log in to the pipdic.in customer account and open the application status view.
- Quote the application number issued at submission.
- Contact The Managing Director, PIPDIC Ltd., No. 60, Romain Rolland Street, Puducherry 605001; 0413-2334361, info@pipdic.com. PIPDIC also publishes a Help Desk and Grievance Cell for land allotment matters, handled by the General Manager (Development).
- Use the Enquiry or Grievance form on pipdic.in.
Common reasons applications are rejected
- Land title not clear, encumbrances in the 30-year certificate, or land not yet converted to industrial use.
- Layout not approved by the competent planning authority.
- Estate not exclusively for small-scale units. The scheme's stated purpose is exclusive allotment to SSI, and a mixed commercial development does not fit.
- Demand not demonstrated for the number of sheds and plots proposed.
- Promoter contribution short of the debt-equity norm, which PIPDIC may increase case by case for a project of this gestation.
- Collateral shortfall against PIPDIC's valuation norms.
- Individual applying for a plot instead of applying for an allotment through the correct route.
Key dates
There is no application window for this scheme; PIPDIC accepts applications through the year. Separately, PIPDIC periodically invites applications for allotment of developed and undeveloped plots in its own estates, for example at the Industrial Growth Centre, Polagam, Karaikal, and those invitations do carry dates. Watch the Advertisements and News sections of pipdic.in if you are looking for an allotment rather than a development loan.

Frequently asked questions
Who can borrow under the industrial estates scheme?
Public limited companies, private limited companies, partnership firms, sole proprietary concerns and municipalities can borrow under PIPDIC's scheme for setting up of industrial estates.
What is the money used for?
Setting up an industrial estate for the exclusive allotment of sheds and plots to small-scale industrial units, which is how PIPDIC describes the purpose in its schemes of assistance.
How much does PIPDIC lend?
The loan is need-based. PIPDIC does not publish a fixed ceiling for the industrial estates scheme; the amount is assessed against the project cost and the promoter's contribution.
Can an individual apply for a plot in a PIPDIC estate through this scheme?
No. This scheme finances the organisation that develops an estate, not the unit that takes a plot in one. An entrepreneur wanting a plot or shed should use the Plots / Sheds / Land Application on pipdic.in, which is a separate allotment process.
What interest rate applies?
10 per cent a year up to Rs 25 lakh, 11 per cent above Rs 25 lakh and up to Rs 50 lakh, and 12 per cent above Rs 50 lakh, with 0.5 per cent less for units promoted by women, SC, ST and differently abled persons.
Does PIPDIC itself run industrial estates?
Yes. PIPDIC develops and manages industrial estates and growth centres in the Union Territory and publishes land and shed rate details along with allotment criteria on pipdic.in. This lending scheme is for other organisations that want to develop estates of their own.
What collateral is required?
Immovable property worth at least the loan amount if situated in Puducherry, 150 per cent if it is land with a building outside Puducherry, and 200 per cent if it is only land outside Puducherry, valued by a Chartered Engineer from PIPDIC's approved panel.
