Puducherry state government scheme
This PIPDIC scheme of the Government of Puducherry lends up to Rs 2,50,00,000 to proprietary concerns, partnerships and limited companies to construct a marriage hall, community hall, convention centre or commercial godown, including interior work and capital goods. Repayment runs 8 years after a 2-year moratorium. Apply online at pipdic.in.
What is the PIPDIC scheme for constructing a marriage hall or commercial godown?
The Scheme for Construction of Marriage Hall, Community Hall, Convention Centre or Commercial Godown is a specific lending scheme of the Pondicherry Industrial Promotion Development and Investment Corporation Limited (PIPDIC) under the Department of Industries and Commerce, Government of Puducherry. According to the PIPDIC schemes page, the scheme assists proprietary concerns, partnership firms and limited companies with the construction of the building, interior design and decoration, and the acquisition of capital goods.
PIPDIC, the Pondicherry Industrial Promotion Development and Investment Corporation Limited; was set up by the Government of Puducherry in 1974 with an authorised share capital of Rs 45 crore. PIPDIC works under the Department of Industries and Commerce and does two things: it develops industrial estates, growth centres and IT parks in the Union Territory, and it lends to entrepreneurs through a published set of loan schemes.
This is one of the few PIPDIC schemes that finances a commercial building rather than a factory. A marriage hall or convention centre in Puducherry, Karaikal, Mahe or Yanam is a real business with a long build period and a slow revenue ramp, and the scheme's terms reflect that: a two-year moratorium before repayment starts, and an eight-year schedule after it.
Headline terms
- Loan limit of Rs 2,50,00,000.
- Repayment over 8 years, excluding a moratorium of 2 years, so the full facility runs about 10 years from disbursement.
- Debt-equity ratio of 2:1.
- Collateral security of 100% of the loan amount, including the value of the commercial complex site.
- Purpose covers construction, interior design and decoration, and acquisition of capital goods and requirements.
Who is eligible for this scheme?
You can apply if:
- The applicant is a proprietary concern, a partnership firm or a limited company, private or public.
- The project is the construction of a marriage hall, community hall, convention centre or commercial godown in the Union Territory of Puducherry.
- You hold clear title to the site, since the site value is counted in the collateral.
- You can bring promoter equity consistent with a 2:1 debt-equity ratio.
- You have or can obtain the approved building plan from the municipality or commune panchayat.
You cannot apply if:
- You are an individual seeking a personal benefit. The scheme lends to a business entity that will run the hall or godown commercially.
- The applicant is a trust, temple, association or society raising a community building on donations. PIPDIC lists proprietary, partnership and limited company forms for this scheme.
- The site title is disputed or encumbered, because the collateral norm counts the site itself.
- You are a defaulter to PIPDIC, a bank or another financial institution.
- The property is outside Puducherry and you cannot meet the enhanced security norms that apply to out-of-territory collateral.
How much does the scheme lend and on what terms?
| Item | Norm |
|---|---|
| Loan limit | Rs 2,50,00,000 |
| Repayment | 8 years, excluding a moratorium of 2 years |
| Debt-equity ratio | 2:1 |
| Collateral security | 100% of the loan amount, including the value of the commercial complex site |
| Eligible cost | Building construction, interior design and decoration, capital goods and requirements |
At a Rs 2.5 crore sanction the loan falls in PIPDIC's highest interest slab of 12% per annum, since the corporation charges 12% on loans above Rs 50,00,000. Promoters should model the two moratorium years carefully: interest accrues during construction even though no principal is being repaid.
What are the interest rate and financial norms?
PIPDIC publishes a single rate card that applies across its lending schemes:
| Loan amount | Interest rate |
|---|---|
| Up to Rs 25,00,000 | 10% per annum |
| Above Rs 25,00,000 and up to Rs 50,00,000 | 11% per annum |
| Above Rs 50,00,000 | 12% per annum |
Units promoted by women, Scheduled Caste, Scheduled Tribe or differently abled entrepreneurs get a concession of 0.5% below the normal rate.
The investigation fee is 0.50% of the term loan applied for, plus service tax, where the loan is up to Rs 25,00,000, and 0.75% plus service tax above that. Scheduled Caste and Scheduled Tribe entrepreneurs pay half the investigation fee.
The debt-equity ratio expected is 2:1 for this scheme, as stated in PIPDIC's own scheme note.
Collateral security is required in the form of immovable property, over and above the mortgage or hypothecation of the assets being financed. Property inside the Union Territory of Puducherry must be worth at least the sanctioned loan amount. Property outside Puducherry must be worth at least 150% of the loan if it is land with a building, and at least 200% if it is bare land. For units promoted by women, SC, ST or differently abled persons the requirement is reduced to 50% of the loan amount. Valuation is done by chartered engineers and valuers on PIPDIC's approved panel, not by a valuer of the borrower's choosing.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| KYC of proprietor, partners or directors | Yes | Uploaded on the bio-data screen |

How to apply for the Scheme for Construction of Marriage Hall, Community Hall, Convention Centre or Commercial Godown online
PIPDIC accepts applications only through its own portal at pipdic.in. There is no paper counter for fresh loan applications, and no agent is authorised to file on your behalf.
- Open pipdic.in and click Login, then choose the New customer link. Enter a username, an email ID, a password and the captcha, and click Register.
- Log in with the registered email ID. PIPDIC sends a one-time password to that email address; enter the OTP and click Login to reach the customer dashboard.
- Open Edit Profile from the top right corner of the dashboard, complete every required field about yourself and the enterprise, and click Submit. An incomplete profile blocks the application form.
- Click the Applications tab. A pop-up shows the checklist of general terms and conditions, the interest rate structure, the investigation fee and the collateral security norms. Read it, gather the listed papers, and click I Agree.
- Choose the correct application form. PIPDIC publishes four forms; Up to 25 Lakhs, Above 25 Lakhs, Transport, and the Merit Loan Letter β and fill the multi-step form, completing every mandatory field.
- Read the declaration, which covers the truth of the information, the absence of any unauthorised borrowing arrangement and consent to verification. Tick I agree to terms and click Submit.
- Enter the bio-data of the promoter, partner or director on the screen that follows, and upload each KYC and supporting document using the Choose File button beside the field.
- Pay the application fee, Rs 100 for a loan up to Rs 25,00,000 and Rs 200 for a loan above Rs 25,00,000. Online payment redirects you to a summary page before the debit.
- Save or print the fee receipt generated after payment. Keep it, because it carries the reference PIPDIC uses when you call about the file.
How to check the status of a PIPDIC application
- Log in to pipdic.in with the registered email ID and the OTP sent to it.
- Click View My application on the dashboard.
- Select the relevant loan application from the drop-down menu.
A freshly filed application shows as UNDER REVIEW. The status moves on as PIPDIC completes the technical appraisal, the site inspection and the valuation of the property offered as collateral. If the status has not changed for several weeks, call the corporation on 0413-2334361 quoting the application number on your fee receipt rather than filing a second application, since a duplicate file attracts a second application fee.
Why PIPDIC applications get rejected or delayed
Profile not completed on the portal, so the application form never opens.
Collateral property falls short of the prescribed value once PIPDIC's panel valuer files the report. A borrower who relies on a private valuation from outside the panel is the most common casualty here.
Title defects; property that is jointly held without every co-owner joining the mortgage, or property with an unreleased earlier charge.
Default with another lender. PIPDIC checks credit records, and an outstanding default against the promoter or a group concern stops the file.
Missing or unreadable uploads of KYC and financial documents.
Application fee unpaid. The file is not taken into appraisal until the Rs 100 or Rs 200 fee is received and the receipt generated.
Activity outside Puducherry. PIPDIC finances units located in the Union Territory of Puducherry, covering the Puducherry, Karaikal, Mahe and Yanam regions.
Building plan not approved by the municipality or commune panchayat. PIPDIC will not release construction money against an unapproved plan.
Site value overstated. Since the site is counted inside the 100% collateral, a panel valuation lower than the promoter's estimate directly cuts the sanctionable loan.
Revenue projection unsupported. Booking rates and occupancy assumptions for a hall need a basis, especially in a market with several existing halls.
Key dates
The scheme is open all year with no notified application window. The date that matters most to the borrower is the start of the moratorium, since the two free years are counted from disbursement and not from the day the hall opens. A project that slips badly in construction can find the moratorium exhausted before the first booking, so PIPDIC's appraisal looks closely at the construction schedule attached to the cost estimate.
Whom to contact for help or a grievance

- Online grievance form at pipdic.in/grievance_form, which is the route that creates a written record.
- PIPDIC also holds virtual open house hearings for public grievances, notified on the portal.
- Department of Industries and Commerce, Government of Puducherry, is the administrative department above PIPDIC if a grievance is not settled by the corporation.

Frequently asked questions
How much can be borrowed to build a marriage hall in Puducherry under this scheme?
Up to Rs 2,50,00,000. PIPDIC fixes the loan limit at Rs 2.5 crore for the construction of a marriage hall, community hall, convention centre or commercial godown.
What is the repayment period?
Eight years, excluding a moratorium period of two years. The moratorium covers the construction phase, when the property is not yet earning.
What collateral is required?
Collateral security to the extent of 100% of the loan amount, and PIPDIC counts the value of the commercial complex site itself within that 100%.
Who can apply?
Proprietary concerns, partnership firms and limited companies. The scheme is framed for a business entity, not for a trust, temple or association raising a community building.
Who is not eligible?
An individual applying in a personal capacity for a personal benefit, and any applicant who is a defaulter to a bank or financial institution. The scheme is a commercial term loan, not a grant for community infrastructure.
Does the loan cover interiors and equipment?
Yes. PIPDIC states the purpose as construction of the building, interior design and decoration, and acquisition of capital goods and requirements.
What is the debt-equity ratio for this scheme?
2:1, meaning the promoter is expected to bring roughly one rupee of equity for every two rupees of PIPDIC loan.
