What is the Merit Loan Scheme for Good Borrowers?

The Merit Loan Scheme for Good Borrowers is a special scheme of the Pondicherry Industrial Promotion Development and Investment Corporation Limited (PIPDIC) under the Department of Industries and Commerce, Government of Puducherry. According to the PIPDIC schemes page, the scheme assists units of PIPDIC whose loan accounts are classified as Standard Assets continuously for three years, and good borrowers who have already settled their loan account with the corporation.

PIPDIC. The Pondicherry Industrial Promotion Development and Investment Corporation Limited, was set up by the Government of Puducherry in 1974 with an authorised share capital of Rs 45 crore. PIPDIC works under the Department of Industries and Commerce and does two things: it develops industrial estates, growth centres and IT parks in the Union Territory, and it lends to entrepreneurs through a published set of loan schemes.

The scheme is best understood as a reward for a clean track record. A unit that has serviced a PIPDIC loan without slipping for three straight years has already been appraised, inspected, valued and monitored. Putting it through the full process again for a second loan costs both sides time and money. The Merit Loan Scheme strips that out: no application fee, no investigation fee, and no detailed appraisal, plus interest one percentage point below the normal rate.

Headline terms

  • Maximum loan equal to the amount already paid by the unit to PIPDIC.
  • Interest concession of 1% below the normal rate.
  • Debt-equity ratio of 2:1.
  • No application fee, no investigation fee, no detailed appraisal.
  • Purpose covers additional building, additional machinery and equipment for expansion, modernisation or diversification, and working capital needs.

Who is eligible for the Merit Loan Scheme?

You can apply if:

  • Your unit has already been assisted by PIPDIC, and the loan account has been classified as a Standard Asset continuously for three years.
  • Or you are a good borrower who has already settled the loan account with PIPDIC.
  • The purpose is construction of an additional building, purchase of additional machinery and equipment essential for expansion, modernisation or diversification, or meeting working capital needs.

You cannot apply if:

  • You have never borrowed from PIPDIC. The scheme has no entry point for a new borrower; a first loan must come through one of PIPDIC's regular schemes.
  • Your account slipped out of Standard Asset classification at any point in the three-year window. A single sub-standard classification breaks the continuity condition.
  • You are currently in default to PIPDIC or to any other lender.
  • You are an individual seeking a personal benefit. The Merit Loan Scheme is industrial credit tied to an existing PIPDIC loan account.

The three-year Standard Asset condition is objective and is read from PIPDIC's own records, so a borrower can find out where they stand simply by asking the corporation about the classification history of the account.

How is the loan amount fixed?

PIPDIC states that the maximum amount of loan shall be equal to the amount already paid by the unit. The rule is unusually simple, and it has a clear consequence: the longer and the more you have repaid, the larger the merit loan you can be considered for.

Amount already repaid to PIPDIC Maximum merit loan
Rs 10,00,000 Rs 10,00,000
Rs 25,00,000 Rs 25,00,000
Rs 50,00,000 Rs 50,00,000

This is a ceiling, not an entitlement. The sanction still has to fit the purpose proposed, the 2:1 debt-equity ratio, and PIPDIC's security norms.

What does the 1% interest concession mean in money?

PIPDIC's normal rate card runs 10% up to Rs 25,00,000, 11% above Rs 25,00,000 and up to Rs 50,00,000, and 12% above Rs 50,00,000. A merit loan is charged 1% below the applicable slab, so a Rs 40,00,000 merit loan is charged at 10% instead of 11%. Where the unit is promoted by a woman, a Scheduled Caste or Scheduled Tribe entrepreneur or a differently abled person, PIPDIC's separate 0.5% concession applies to its rate card as well; the treatment of the two concessions together should be confirmed in writing at sanction.

What are the interest rate and financial norms?

PIPDIC publishes a single rate card that applies across its lending schemes:

Loan amount Interest rate
Up to Rs 25,00,000 10% per annum
Above Rs 25,00,000 and up to Rs 50,00,000 11% per annum
Above Rs 50,00,000 12% per annum

Units promoted by women, Scheduled Caste, Scheduled Tribe or differently abled entrepreneurs get a concession of 0.5% below the normal rate.

The investigation fee is 0.50% of the term loan applied for, plus service tax, where the loan is up to Rs 25,00,000, and 0.75% plus service tax above that. Scheduled Caste and Scheduled Tribe entrepreneurs pay half the investigation fee.

The debt-equity ratio expected is 2:1 for this scheme, as stated in PIPDIC's own scheme note.

Collateral security is required in the form of immovable property, over and above the mortgage or hypothecation of the assets being financed. Property inside the Union Territory of Puducherry must be worth at least the sanctioned loan amount. Property outside Puducherry must be worth at least 150% of the loan if it is land with a building, and at least 200% if it is bare land. For units promoted by women, SC, ST or differently abled persons the requirement is reduced to 50% of the loan amount. Valuation is done by chartered engineers and valuers on PIPDIC's approved panel, not by a valuer of the borrower's choosing.

Because the scheme dispenses with the detailed appraisal, the security norms still apply โ€” a fresh charge is created on the assets financed and on the immovable property offered. The waiver is of process and fees, not of security.

How to apply for the Merit Loan Scheme

  1. Open pipdic.in and log in as an existing customer, or register through the New customer link if you have not used the portal before, verifying with the OTP sent to your registered email.
  2. Complete the Edit Profile screen so that the unit's details on the portal match PIPDIC's records for the existing loan account.
  3. Click the Applications tab and choose the Merit Loan Letter option, which PIPDIC publishes alongside the Up to 25 Lakhs, Above 25 Lakhs and Transport forms.
  4. Read the checklist pop-up covering the general terms, the interest rate structure and the security norms, and click I Agree.
  5. Fill the form, quoting the existing PIPDIC loan account number and stating the purpose; additional building, additional machinery, or working capital.
  6. Read and accept the declaration, then submit the form.
  7. Enter the bio-data of the promoter, partner or director and upload the supporting documents using the Choose File button beside each field.
  8. Track the file through View My application on the dashboard.

Because PIPDIC lists no application fee for this scheme, do not assume a payment step; if the portal asks for a fee against a merit loan file, call the corporation on 0413-2334361 before paying.

How to check the status of a PIPDIC application

  1. Log in to pipdic.in with the registered email ID and the OTP sent to it.
  2. Click View My application on the dashboard.
  3. Select the relevant loan application from the drop-down menu.

A freshly filed application shows as UNDER REVIEW. The status moves on as PIPDIC completes the technical appraisal, the site inspection and the valuation of the property offered as collateral. If the status has not changed for several weeks, call the corporation on 0413-2334361 quoting the application number on your fee receipt rather than filing a second application, since a duplicate file attracts a second application fee.

Why a merit loan application can still fail

  • Standard Asset continuity broken at some point in the three years, which the applicant may not know until PIPDIC checks the account history.
  • Requested amount exceeds the amount already repaid, which is the scheme's hard ceiling.
  • Purpose outside the scheme. The listed purposes are additional building, additional machinery and equipment for expansion, modernisation or diversification, and working capital.
  • Security not available. The appraisal is simplified, but the charge on property is not waived.
  • Existing default with another lender, which PIPDIC picks up from credit records.

Key dates

The Merit Loan Scheme is open all year with no notified window and no last date. The date that matters to a borrower is the completion of three continuous years of Standard Asset classification; an application filed a month before that anniversary fails on a condition that would be met a month later.

Whom to contact for help or a grievance

  • Managing Director, PIPDIC, No. 60, Romain Rolland Street, Puducherry 605001 to phone 0413-2334361, email info@pipdic.com.
  • General Manager (Administration), mobile 9894653835.
  • Online grievance form at pipdic.in/grievance_form, which is the route that creates a written record.
  • PIPDIC also holds virtual open house hearings for public grievances, notified on the portal.
  • Department of Industries and Commerce, Government of Puducherry, is the administrative department above PIPDIC if a grievance is not settled by the corporation.

Filing an application on pipdic.in costs only the notified application fee. No official or intermediary is authorised to collect anything else for processing a file, and PIPDIC never asks for the OTP sent to your registered email.

Frequently asked questions

How much can a good borrower get under the Merit Loan Scheme?

What makes this scheme cheaper and faster?

PIPDIC charges interest 1% below its normal rate and waives the application fee, the investigation fee and the detailed appraisal, because the borrower has already proved itself over three years.

Who is eligible?

Units already assisted by PIPDIC whose loan accounts have been classified as Standard Assets continuously for three years, and good borrowers who have already settled their loan account with PIPDIC.

Who is not eligible?

A unit that has never borrowed from PIPDIC, a unit whose account slipped out of Standard Asset classification during the three-year window, and any borrower currently in default.

What can the money be used for?

Construction of an additional building, purchase of additional machinery and equipment essential for expansion, modernisation or diversification, and meeting working capital needs.

Is there really no application fee?

PIPDIC lists no application fees, no investigation fees and no detailed appraisal as special benefits of this scheme. Confirm the position for your file on 0413-2334361, since the portal collects fees for its standard loan forms.

Which form should I use on the portal?

PIPDIC publishes a Merit Loan Letter option among its application forms alongside the Up to 25 Lakhs, Above 25 Lakhs and Transport forms.
