What is the MUPSES scheme?

Motivation of Unemployed Persons To Start Self-Employed Enterprises (MUPSES) is a self-employment scheme of the District Industries Centre, Department of Industries and Commerce, Government of Puducherry. The District Industries Centre records that the scheme was launched during the year 2006 by the State Government with a view to encourage self-employment among the youth in manufacturing and service activities, largely in support of the growing economy of the Union Territory of Puducherry.

MUPSES is a credit-linked subsidy scheme, not a direct grant. The District Industries Centre does not lend money itself. It receives the application, scrutinises it, interviews the applicant, and forwards the successful cases to a bank. The bank sanctions and disburses the loan, and the government subsidy reduces the effective burden on the borrower.

The scheme is deliberately small in scale. With a project cost cap of Rs 2,00,000, MUPSES targets the one-person or two-person unit, a tailoring shop, a salon, a small laundry, a tea stall; rather than a factory. That is exactly the segment that struggles to get a bank hearing without a government introduction, which is what the scheme provides.

How much money does MUPSES provide?

Quantum of loan: Rs 10,000 to Rs 2,00,000, as published by the District Industries Centre.

Interest: the normal bank rate of interest prevailing on the date is charged. There is no interest concession published under the scheme.

Subsidy: this is the one figure where the two official sources differ, and a reader should know that before making plans.

  • The District Industries Centre, Puducherry page states: 50 per cent of the project cost excluding preliminary and pre-operative expenses for projects not exceeding Rs 10,000; and 25 per cent of the project cost excluding preliminary and pre-operative expenses, subject to a maximum of Rs 25,000, for project cost exceeding Rs 10,000 but less than Rs 2 lakh.
  • The Yanam regional administration page, for the Puducherry district including Mahe and Yanam, states: 50 per cent of the project cost excluding pre-operative and preliminary expenses for projects not exceeding Rs 50,000; and 35 per cent of the project cost, to a maximum of Rs 35,000, for project cost exceeding Rs 50,000 but less than Rs 2 lakh.

Both are official Government of Puducherry pages. The most likely explanation is that the slab was revised and one page has not been updated. Confirm the current slab with the District Industries Centre before you finalise a project cost, because the difference between a Rs 25,000 and a Rs 35,000 ceiling matters at this size of project.

Disbursement: the loan is disbursed as soon as the beneficiary completes the formalities required by the bank in respect of the project.

Who is eligible for MUPSES?

You can apply if:

  • You are a permanent resident of the area for at least three years in the Union Territory of Puducherry.
  • You know how to read and write fluently. No formal education is required.
  • Your age meets the existing norms of the lending bank. The scheme itself fixes no age band.
  • Your proposed activity is an economically viable service or industrial activity. Mechanised laundry, beauty parlour or salon, tailoring units and hygienic tea or coffee stalls are the activities presently encouraged.
  • Your project cost is within Rs 2,00,000.

There is no family income limit under MUPSES. The District Industries Centre states this explicitly, which distinguishes MUPSES from most welfare schemes in the territory.

You cannot apply if:

  • You have lived in Puducherry for less than three years.
  • You cannot read and write. This is the only educational condition, but it is a condition.
  • Your project cost exceeds Rs 2,00,000. A larger project should go to PMEGP or to a PIPDIC term loan.
  • You want a cash grant with no enterprise. MUPSES is tied to setting up a manufacturing or service unit, and the subsidy is computed on the project cost.
  • You are not eligible for bank credit on the bank's own norms, for example an existing wilful defaulter. The Centre forwards the application, but the bank takes the credit decision.

How to apply for MUPSES in Puducherry

  1. Download or collect the Application Form for State Loan. The District Industries Centre publishes the form on its MUPSES page at dic.py.gov.in/motivation-unemployed-persons-start-self-employed-enterprises.
  2. Prepare the project proposal, the activity, the machinery or equipment with supplier quotations, the premises, the working capital needed, and the total project cost, which must stay within Rs 2,00,000.
  3. Submit the filled-in application at the District Industries Centre, Thattanchavady, Puducherry 605009. Applications can be submitted on any working day during office hours, so there is no rush around a deadline. Applicants in Karaikal, Mahe and Yanam submit to the Technical Officer of the District Industries Centre in their region.
  4. Attend the interview. The applications received are scrutinised by the Centre and applicants are called for interview once in a quarter.
  5. Wait for the application to be forwarded. The applications of successful candidates are forwarded to the respective banks for further action.
  6. Complete the bank formalities. Disbursement of the loan happens as soon as the beneficiary completes the formalities required by the bank in respect of the project.

How do I check my MUPSES application status?

  1. Keep the acknowledgement from the District Industries Centre.
  2. Contact the General Manager, District Industries Centre, Thattanchavady, Puducherry 605009; +91-413-2248391, 2249392 or 2248987, email dic_pdy[at]bsnl[dot]in.
  3. After the case is forwarded, follow up with the branch of the bank to which it was sent. From that point the bank, not the Centre, controls the timeline.
  4. Watch the Notice Board on dic.py.gov.in for interview schedules, since interviews are held quarterly.

Common reasons MUPSES applications are rejected

  • Residence short of three years in Puducherry.
  • Project cost above Rs 2,00,000, which takes the case outside the scheme.
  • Activity not judged economically viable — a proposal with no market, no premises and no supplier quotations does not clear scrutiny.
  • No quotations, so the project cost cannot be established and the subsidy cannot be worked out.
  • Bank-level rejection on credit grounds after the Centre forwards the case. A forwarding by the Centre is a recommendation, not a sanction.
  • Missing the quarterly interview to which the applicant is called.

Key dates

MUPSES has no application deadline. Applications are accepted on any working day during office hours. The processing rhythm is quarterly: applications are scrutinised and applicants are interviewed once in a quarter, so an application filed just after an interview round will wait for the next one. The Yanam administration lists the scheme as running from 1 January 2021 to 31 December 2031, indicating a long, continuing scheme rather than a time-limited one.

How much loan is available under MUPSES?

What subsidy does MUPSES give?

A subsidy on the project cost, excluding preliminary and pre-operative expenses, is granted. The District Industries Centre and the Yanam administration publish slightly different slabs, so confirm the rate applicable to your project with the Centre before you commit — the figures are set out in full in the guide below.

Is there an age limit for MUPSES?

No fixed age limit is prescribed by the scheme itself. The District Industries Centre states that the age criterion is as per the existing norms of banks, since the loan is a bank loan.

Is there an income limit?

No. The District Industries Centre states plainly that there is no limit on family income under MUPSES.

Which activities are supported?

All economically viable service and industrial activities are covered. Mechanised laundry, beauty parlour or salon, tailoring units and hygienic tea or coffee stalls are the activities presently being encouraged under the scheme.

Do I need a school certificate to apply?

No formal education is required. The applicant should know how to read and write fluently, which is the only educational condition the District Industries Centre publishes.

How do I check my MUPSES application status?

Keep the acknowledgement from the District Industries Centre and contact the General Manager on +91-413-2248391 or 2249392. Once the case is forwarded to a bank, follow up with that bank branch directly, since from that point the bank controls the timeline rather than the Centre.
