What is this scheme?

Motivation of Unemployed Persons to Start Self-employed Enterprises is a self-employment scheme of the Department of Industries and Commerce, Union Territory of Puducherry, delivered through the District Industries Centre. The scheme was introduced to encourage self-employment among the youth of the territory in manufacturing and service activities, and it is listed by the Government of Puducherry as a state government scheme covering the Puducherry, Karaikal, Mahe and Yanam regions.

The scheme is commonly referred to by its initials, MUPSES, and readers will find it listed under that abbreviation on the District Industries Centre's own menu. This page covers the scheme as the Department of Industries and Commerce and the regional administrations publish it, including the subsidy slabs applied in the Puducherry district and the Mahe and Yanam regions. A companion guide on this site covers the same scheme as documented on the District Industries Centre's Puducherry page, where the published subsidy slab differs.

The design is simple. The government does not lend. The bank lends. The government reduces the cost of the project by paying part of it as a subsidy, and the District Industries Centre acts as the filter and the introducer between an unemployed applicant and a bank branch that would otherwise never see the file.

What exactly does an applicant get?

Project cost: up to Rs 2,00,000.

Means of finance: finance from banks or financial institutions. The scheme note is explicit that the money is bank money.

Subsidy, as published for the Puducherry district including the Mahe and Yanam regions:

Project cost Subsidy
Not exceeding Rs 50,000 50 per cent of project cost, excluding pre-operative and preliminary expenses
Above Rs 50,000 and below Rs 2,00,000 35 per cent of project cost, excluding pre-operative and preliminary expenses, subject to a maximum of Rs 35,000

Two things follow from that table. First, the exclusion of preliminary and pre-operative expenses means registration charges, deposits and pre-launch costs do not earn subsidy, only the productive assets and eligible project cost do. Second, the Rs 35,000 cap binds above a project cost of Rs 1,00,000, so a Rs 1.9 lakh project draws the same subsidy as a Rs 1 lakh project. An applicant planning a project near the ceiling should know that the marginal rupee of project cost carries no subsidy at all.

The District Industries Centre's own Puducherry page publishes a different and older slab to 50 per cent for projects up to Rs 10,000, and 25 per cent subject to a maximum of Rs 25,000 above that. Ask the Centre which slab is in force before you finalise your project cost.

Period of loan disbursement: as soon as the beneficiary completes the formalities required by the banks.

Who is eligible?

You can apply if:

  • You are a resident of the Union Territory of Puducherry. The Puducherry, Karaikal, Mahe or Yanam region. The District Industries Centre applies a minimum of three years' residence.
  • You are an unemployed man or woman looking to start a manufacturing or service unit.
  • You are known to read and write.
  • Your age satisfies the existing norms of the lending bank.
  • Your project is in an eligible line; all services and industrial activities are covered, with mechanised laundry, beauty parlour or salon, tailoring units and hygienic tea or coffee stalls specifically named as self-employment units supported under the scheme.

There is no income limit. The scheme note records income as having no limit, so a household above the poverty line is not excluded.

You cannot apply if:

  • You live outside the Union Territory of Puducherry, or have not completed the residence period.
  • Your project cost exceeds Rs 2,00,000. The scheme has a hard ceiling; a larger project belongs with PMEGP or with a PIPDIC term loan.
  • You are looking for direct cash assistance without a bank loan. The subsidy under this scheme is tied to a bank-financed project.
  • You are already employed in a regular salaried job. The scheme is aimed at unemployed men and women.
  • The bank declines your credit proposal. The Centre's forwarding is a recommendation; the sanction is the bank's decision.

How to apply for this Puducherry self-employment scheme

  1. Work out the project cost first. Decide the activity, price the machinery and furniture with supplier quotations, and separate out the preliminary and pre-operative expenses, because those are excluded when the subsidy is computed.
  2. Collect the application form for State Loan from the District Industries Centre, or from the scheme page on dic.py.gov.in.
  3. Submit the filled form with documents to the District Industries Centre for your region, Thattanchavady, Puducherry 605009 for the Puducherry region, and The Technical Officer, District Industries Centre, Yanam for Yanam. Submissions are taken on any working day during office hours.
  4. Attend the interview. Applications are scrutinised and shortlisted applicants are called for an interview, held once a quarter.
  5. Let the Centre forward your file to the bank. Successful applicants' papers go to the respective bank branch for credit appraisal.
  6. Complete the bank's formalities, account opening, documentation, security or guarantee as the bank requires. Disbursement follows immediately after.
  7. Set up the unit and keep the invoices. The subsidy is worked out on the actual eligible project cost, so keep every bill for the assets purchased.

How do I follow up on my application?

  1. Keep the acknowledgement from the District Industries Centre and note the quarter in which your interview is due.
  2. Contact the District Industries Centre โ€” +91-413-2248391, 2249392, 2248987, email dic_pdy[at]bsnl[dot]in. Yanam applicants contact the Technical Officer, District Industries Centre, Yanam.
  3. Once the file has gone to a bank, follow up at the branch. The Centre cannot speed up a bank's credit appraisal.
  4. Check dic.py.gov.in notices for interview schedules and scheme updates.

Common reasons applications fail

  • Project cost above Rs 2,00,000. This is the most common structural mismatch, and the Centre cannot relax it.
  • Everything loaded into preliminary and pre-operative expenses, which are excluded from the subsidy base, leaving very little eligible cost.
  • No supplier quotations, so the project cost cannot be verified.
  • Residence not established for the required period.
  • Weak activity plan. The scheme requires an economically viable service or industrial activity, and a proposal with no market study or premises does not clear scrutiny.
  • Bank-level rejection on credit history or lack of a guarantor.

Key dates

The Yanam administration lists the scheme as running from 01/01/2021 to 31/12/2031, which marks it as a long-running state scheme rather than a one-year programme. There is no annual last date for applications; the constraint on timing is the quarterly interview cycle, so an application filed early in a quarter is heard sooner.

Related schemes at the same counter

The District Industries Centre in Puducherry also implements PMEGP, the Prime Minister's Employment Generation Programme, and PM Vishwakarma for traditional artisans, and it runs a free one-week Entrepreneurship Development Programme with no age or education bar. An applicant whose project is above the Rs 2 lakh ceiling should ask about PMEGP at the same office; an applicant who is not yet sure what to start should ask about the EDP.

Frequently asked questions

What does this scheme give an unemployed person in Puducherry?

The scheme arranges finance from banks or financial institutions for a self-employment project costing up to Rs 2,00,000, together with a state subsidy on the project cost excluding preliminary and pre-operative expenses.

What is the subsidy for a project costing Rs 40,000?

50 per cent of the project cost excluding pre-operative and preliminary expenses is granted as subsidy for projects not exceeding Rs 50,000, according to the Yanam administration's published scheme note. A Rs 40,000 project therefore attracts subsidy on half of the eligible cost.

What is the subsidy for a project costing Rs 1,50,000?

35 per cent of the project cost excluding pre-operative and preliminary expenses, subject to a maximum of Rs 35,000, is the published subsidy for a project costing more than Rs 50,000 and less than Rs 2 lakh, per the Yanam administration's scheme note.

Who is the beneficiary group?

Unemployed men and women resident in the Union Territory of Puducherry are the beneficiaries, and the stated benefit is a start-up in the manufacturing or service sector.

Is there an educational qualification?

The applicant must be known to read and write. No degree, diploma or school certificate is prescribed.

What is the income ceiling?

There is no income ceiling. The scheme note records income as having no limit.

Where do applicants in Yanam apply?

Applicants in Yanam contact The Technical Officer, District Industries Centre, Yanam. Applicants in Puducherry apply at the District Industries Centre, Thattanchavady, Puducherry 605009.

How does this compare with PMEGP?

PMEGP is a central scheme with much larger project ceilings and a margin money subsidy, while this Puducherry scheme is capped at a Rs 2,00,000 project. The District Industries Centre implements both, so an applicant whose project is larger than Rs 2 lakh should ask about PMEGP at the same counter.
