Old Age and Destitute Pension, Puducherry
Puducherry state government scheme
Old Age and Destitute Pension is the Puducherry Women and Child Development Department's monthly pension of Rs 2,000 for those aged 55 to 59 and for widows, deserted women, unmarried women and transgender persons, Rs 2,500 for ages 60 to 79 and Rs 3,500 for ages 80 and above, for families earning up to Rs 75,000 a year.
What is the Old Age and Destitute Pension in Puducherry?
Old Age and Destitute Pension is the main monthly social security payment of the Department of Women and Child Development, Government of Puducherry, run by its Social Defence wing. According to the department's scheme page, the objective is "to extend a helping hand by way of a monthly financial assistance to Old Age Persons, Widows, Deserted Women, Unmarried Women and Transgender so that they could defray some petty personal expenses without depending on others".
The scheme is often searched for as vayathana oivoothiyam or simply the Puducherry old age pension, and it covers all four regions of the union territory, Puducherry, Karaikal, Mahe and Yanam.
What makes this scheme unusual among state pensions is that it is not only an old age pension. A single scheme carries five distinct categories of beneficiary, elderly men and women, widows, deserted women, unmarried women and transgender persons, with a common income test and a common application route, but different qualifying ages.
How much pension does Puducherry pay each month?
| Category | Monthly pension |
|---|---|
| Widows, deserted women, unmarried women, transgender persons, and old age people aged 55 to 59 | Rs 2,000 |
| Old age people aged 60 to 79 | Rs 2,500 |
| Old age people aged 80 and above | Rs 3,500 |
These are the rates published on the Department of Women and Child Development's current scheme page. Older material, including the national myScheme listing, still quotes Rs 1,500, Rs 2,000 and Rs 3,000 for the same three slabs. Those are the superseded rates. The pension is paid monthly through the bank account of the beneficiary.
A pensioner who is suffering from tuberculosis or cancer receives an additional Rs 500 per month on top of the pension, under a separate order of the same department, on production of a medical certificate from the authorised medical officer of a government hospital or institution.
Who is eligible for the Puducherry old age and destitute pension?
You can apply if you fall in one of these five categories and meet the income test:
- Old age persons, both men and women, above 55 years.
- Widows above 18 years of age.
- Deserted women who have been consecutively deserted for the past seven years.
- Unmarried women above 40 years.
- Transgender persons above 21 years.
In every case the annual income shown on the income certificate must be within Rs 75,000, and the applicant must hold identification, income and residence certificates issued by the Revenue Department of the union territory.
You cannot apply, or are not eligible, if:
- You are below 55 and do not fall in any of the destitute categories β a 54-year-old man with no other qualifying status is not eligible.
- You are an unmarried woman below 40, or a transgender applicant below 21, or a widow below 18.
- You are a deserted woman whose desertion is shorter than seven consecutive years, or who cannot obtain the certificate from the MLA and the Anganwadi worker.
- Your annual family income exceeds Rs 75,000 on the certificate issued by the Revenue Department.
- You are not a resident of the Union Territory of Puducherry and cannot produce a residence certificate.
Meeting every condition still does not create an automatic entitlement. The department states that "the selection is periodical and depends on the vacancies and on the availability of funds", so eligible applicants are placed in a queue.

How to apply for the Old Age and Destitute Pension in Puducherry
- Get your certificates first. Obtain the identification, income and residence certificate from the Revenue Department. The income certificate must show annual income within Rs 75,000, and it is the document most applications wait on.
- Collect the application form from the Old Age Pension Section of the Department of Women and Child Development in your region, during office hours.
- Fill in the form with your category (old age, widow, deserted woman, unmarried woman or transgender), date of birth, address and bank account details, and paste a passport-size photograph where required.
- Attach the category-specific papers, the husband's death certificate for a widow, the MLA and Anganwadi certificate with the Appendix I affidavit for a deserted woman, the Appendix II affidavit for an unmarried woman, or the medical certificate for a transgender applicant.
- Submit the application to the right authority for your region:
- Puducherry: the Deputy Director (Social Defence), Old Age Pension Section, Department of Women and Child Development, Puducherry.
- Karaikal: the Child Development Project Officer, Karaikal.
- Mahe and Yanam: the Welfare Officer.
- Collect an acknowledgement with the date of submission and keep it safely for follow-up.
How to check your Puducherry pension status
There is no self-service status page for this pension. Follow up with the office where you submitted the application, quoting the date on your acknowledgement. The Deputy Director (Social Defence), who handles old age pension, can be reached on 0413-2243181, and the department's main number is 0413-2242621.
Once sanctioned, the pension is credited monthly to your bank account. If a month's credit does not arrive, first check with your bank whether the account is dormant or KYC-blocked, because a dormant account is a common cause of failed credits among elderly pensioners.
Why old age pension applications get delayed or rejected
- Income certificate above Rs 75,000. The ceiling is applied strictly.
- Age proof missing or inconsistent between the ration card and the birth certificate, this also affects which slab you are placed in, and the difference between Rs 2,000 and Rs 3,500 turns on it.
- Desertion certificate not obtained, or the desertion period is less than seven consecutive years.
- Residence certificate not produced for the union territory.
- Waiting for a vacancy. The department is explicit that selection is periodical, subject to vacancies and funds, so a correct application may simply be in the queue.
- Bank account details wrong or the account dormant, so the credit fails.
Key dates and how the pension is reviewed
There is no last date for applying. The scheme is open through the year. What governs timing is the availability of vacancies in the sanctioned strength of beneficiaries and the funds released in that financial year. Applicants who cross an age threshold, from 59 to 60 or from 79 to 80, should inform the office so the slab is revised upward, since the pension moves from Rs 2,000 to Rs 2,500 at 60 and to Rs 3,500 at 80.
Where to complain about a delay
The department publishes a specific escalation route for delays:
- Puducherry: the Director, Department of Women and Child Development, Sithankudi, Puducherry: phone 0413-2244964.
- Karaikal: the Collector, Karaikal.
- Mahe and Yanam: the Regional Administrator concerned.
- CPGRAMS at pgportal.gov.in for a written grievance that is not resolved locally.
The application form is issued free of cost. No agent or middleman can charge you to have your name added to the pension list, and the pension is credited only to the beneficiary's own account.
