What is the One Time Cash Incentive for ITI and skill courses in Puducherry?

The One Time Cash Incentive is a fee reimbursement paid by the Department of Sainik Welfare, Government of Puducherry from the Armed Forces Flag Day Fund (AFFDF) to unemployed ex-servicemen and to dependants of ex-servicemen and widows who complete a short employable skill course.

According to the Department's published Flag Day Fund schedule, serial 13 covers reimbursement of actual fee for a short-term course, with a ceiling of Rs 15,000. The eligibility line names the qualifying group directly: unemployed ex-servicemen within three years of discharge from service, and dependants of ex-servicemen and widows undergoing an ITI course, typewriting, accountancy, book-keeping, tailoring or computer training at a government recognised institution.

Readers will encounter an older figure of Rs 10,000 for this incentive in scheme directories and secondary listings. That was the earlier rate. Rates under the Armed Forces Flag Day Fund are revised periodically by the Managing Committee of the Armed Forces Flag Day Fund for the Union Territory, and the schedule published by the Department of Sainik Welfare, Puducherry is the current authority.

The incentive belongs to a group of three resettlement heads in the same schedule, all directed at unemployed ex-servicemen within three years of discharge:

Head Ceiling
Learning to drive (LMV or HMV) Actual fee or Rs 10,000
Cash incentive for acquiring B.Ed, B.P.Ed or TTC Actual fee or Rs 30,000
Reimbursement of fee for a short-term course Rs 15,000

The logic behind the group is resettlement. A soldier discharged in his late thirties or forties has a working life ahead of him but often no civil qualification, and the Flag Day Fund pays for the certificate that makes him employable, a driving licence, a teaching qualification, or a trade or clerical skill.

Who is eligible for the One Time Cash Incentive?

You can claim the incentive if:

  • You are an unemployed ex-serviceman within three years of discharge from service, or a dependant of an ex-serviceman or widow who is undergoing one of the listed courses.
  • The ex-serviceman or widow is registered with the Department of Sainik Welfare, Government of Puducherry. The Department states that all its schemes apply only to ex-servicemen and widows registered with it.
  • The course is an ITI course, typewriting, accountancy, book-keeping, tailoring or computer training.
  • The institution is government recognised.
  • The course has been successfully completed, and the fee receipts are available.
  • The claim is filed within three months of completion.

You are not eligible and cannot apply if:

  • You are more than three years past discharge and claiming as an unemployed ex-serviceman. The window is written into the eligibility line.
  • You are employed, or re-employed as regular or deemed-regular staff in a government department, a public sector undertaking or a private organisation, or you are a self-employed income tax assessee.
  • The institution is not government recognised. A private computer centre or tailoring class without recognition falls outside the scheme.
  • The course is not one of those named. Longer degree, diploma and professional courses are dealt with under the tuition fee reimbursement head at serial 14, not here.
  • You are registered with a Zila Sainik Board outside Puducherry. Each state and union territory funds its own Flag Day Fund schedule.
  • The course was not completed, or was abandoned part way.
  • You are serving personnel rather than an ex-serviceman.

How to apply for the One Time Cash Incentive

  1. Check the course and the institution before you enrol. The reimbursement turns on the institution being government recognised and the course being one of those named in the schedule. A visit to the Zila Sainik Welfare Office before paying the fee costs nothing and prevents an unrecoverable expense.
  2. Confirm your registration with the Department of Sainik Welfare, Government of Puducherry. Register at 261, Lawspet Main Road, Pakkamudianpet, Puducherry 605013 with the discharge book, the Pension Payment Order where one exists, proof of residence in the Puducherry, Karaikal, Mahe or Yanam region, and photographs, if you are not already on the rolls.
  3. Keep every fee receipt through the course. The Department reimburses the actual cost of fees up to the ceiling, so the amount sanctioned is only as good as the receipts produced.
  4. Complete the course and collect the completion certificate from the institution. The claim is made after successful completion, not during the course.
  5. Fill the application form β€” the Department uses a common application covering serials 12 to 14 of the schedule, available at its office and on the Armed Forces Flag Day Fund page at sainik.py.gov.in, and attach the completion certificate, the fee receipts, the ex-servicemen identity card or discharge book, proof of the institution's recognised status and a copy of the bank passbook.
  6. Submit the application in person at the Zila Sainik Welfare Office within three months of completing the course, and take a dated acknowledgement.
  7. Follow up at the same office, or through the "Track Your Application" link on sainik.py.gov.in, if the credit has not appeared after a few weeks.

How the reimbursement is calculated

The Department pays the actual cost of the fee, or the ceiling, whichever is less. A tailoring course costing Rs 6,000 is reimbursed at Rs 6,000, not at the ceiling. A two-year ITI course whose fees total more than the ceiling is reimbursed only up to it, and the balance stays with the family.

The payment is one time. A claimant who takes a computer course and later a book-keeping course cannot expect two full reimbursements from the same head, and should discuss the position with the office before enrolling in a second course.

Where fees are collected in a single lump sum, the Department asks for a certificate signed by the head of the institution showing the breakdown of fees, clearly indicating the category. This is worth obtaining at the time of payment rather than months later.

Why claims are rejected, and how to avoid it

  • The three-month window is missed. Discharge from a course and the search for a job often push the claim to the back of the queue, and the window closes.
  • The institution turns out not to be government recognised. This is the most expensive mistake, because the fee has already been paid.
  • The three-year post-discharge window has lapsed for an ex-serviceman claimant.
  • Receipts are missing or are in another person's name, so the actual fee cannot be established.
  • The ex-serviceman is employed or re-employed, which takes the case outside the scheme.
  • The parent or claimant is not registered with the Puducherry department.

What other resettlement help the Department offers

The same schedule reimburses up to Rs 10,000 or the actual fee for learning to drive an LMV or HMV, and up to Rs 30,000 or the actual fee for acquiring a B.Ed, B.P.Ed or TTC, both for unemployed ex-servicemen within three years of discharge. A widow registering with the Department receives a cash grant of Rs 20,000 in lieu of a sewing machine at the time of registration, which is a rehabilitation measure in the same spirit.

Beyond the Flag Day Fund, the Union Territory reserves 20 per cent of Group D posts and 10 per cent of Group C posts for ex-servicemen in its own recruitment, exempts ex-servicemen who were discharged with a defence pension from application and examination fees for Group C recruitment and from the physical efficiency test for recruitment to the Police, Fire Service and Jail Department, and allows an age concession of three years in addition to the period of service rendered, for re-employment in central and state government and public sector undertakings. Wives of serving defence personnel who are natives of the Union Territory receive Priority II in filling vacancies through the Employment Exchange.

For an ex-serviceman completing an ITI or computer course, those reservations and exemptions are the practical next step after the certificate, and the same office can explain how to use them.

Where to raise a grievance

Questions and complaints go to the Department of Sainik Welfare, Government of Puducherry on +91-413-2253107 or by email at sainik.pon@nic.in. Carry the acknowledgement issued at submission with the original fee receipts and the course completion certificate.

No fee is charged for the application form or for processing, and no agent is required.

How to check your application status

Because the claim under this head is filed offline at the Zila Sainik Welfare Office in Puducherry, there is no separate login where an applicant can check a case number online in real time. Even so, there are three practical ways to find out where a claim stands.

  1. Use the acknowledgement issued at submission. When the application for reimbursement is handed in with the completion certificate and fee receipts, the office gives a dated receiving slip or diary number. Quote this number in every follow-up, whether by phone, in writing or in person, since the office tracks files by this reference, not by the applicant's name alone.
  2. Try the "Track Your Application" link on sainik.py.gov.in. The Department's Armed Forces Flag Day Fund page carries this facility for applications that have been logged into its system. Where the claim has been entered, it will show the current stage, such as received, under verification, sanctioned or credited. Where the claim was filed very recently or the office has not yet entered it, the tracker may show nothing, which is not by itself a sign of a problem.
  3. Call or visit the Department directly. For a Flag Day Fund claim, phone-based or in-person follow-up at the Zila Sainik Welfare Office is usually faster than waiting on the online tracker, since the file and the officer handling verification are both there. The Department can be reached on +91-413-2253107 or by email at sainik.pon@nic.in. Have the acknowledgement number, the date of submission and the ex-serviceman's identity card or discharge book number ready before calling.

What normal processing looks like. Verification of the completion certificate and the fee receipts, followed by sanction and credit to the bank account given at the time of application, typically takes a few weeks once the file is complete. A claim that shows no movement well beyond that should be raised again at the same office rather than left to resolve itself, since the three-month filing window applies to submission, not to the time the office subsequently takes to process it.

If the claim has stalled. Ask specifically whether any document is missing or under query, since a claim can sit unprocessed for want of a single certificate, such as the institution's proof of government recognition, without the applicant being told. Getting this in writing from the office at the time of the status check avoids a second missed detail later.

The Department of Sainik Welfare, Puducherry currently lists reimbursement of the actual fee up to Rs 15,000 at serial 13 of its Armed Forces Flag Day Fund schedule for a short-term course. Older listings show Rs 10,000, which was the earlier rate before the Managing Committee revised the schedule.

Which courses are covered?

ITI courses, typewriting, accountancy, book-keeping, tailoring and computer training at a government recognised institution are named in the Department's eligibility line for the short-term course reimbursement.

Who can claim it?

Unemployed ex-servicemen within three years of discharge, and dependants of ex-servicemen and widows registered with the Department of Sainik Welfare, Puducherry, can claim.

Is the three-year rule applied to dependants too?

The Department's line applies the three-year-after-discharge condition to the unemployed ex-serviceman claimant, and separately names dependants of ex-servicemen and widows undergoing the listed courses. Confirm how the condition is applied to your case at the Zila Sainik Welfare Office before filing.

When must the claim be filed?

Within three months after successful completion of the course, along with the relevant fee receipts.

Can a re-employed ex-serviceman claim?

No. The scheme is written for unemployed ex-servicemen, and the Department separately excludes ex-servicemen, living spouses and widows re-employed as regular or deemed-regular staff in government, PSU or private organisations, and self-employed income tax assessees, from financial assistance other than the specially marked items.
